For tax year 2025, add half of your net Social Security benefits to your other taxable income and tax-exempt interest, then compare the total with the IRS base amount for your filing status. If the total is above that amount, some benefits may be taxable; use the IRS worksheet to calculate how much. This is a federal income-tax test, not a calculation of your total tax bill or a decision about whether you must file a return.
Run the quick Social Security tax check
Use this screen to see whether benefits may be taxable. The IRS describes it in Publication 915 as a quick check; it does not determine your final tax liability.
- Add your net benefits. Total the amounts in box 5 of all Forms SSA-1099 and RRB-1099 you received for 2025. These forms report Social Security and equivalent Tier 1 railroad retirement benefits.
- Divide that total by two. The initial comparison uses 50% of your net benefits.
- Add other income and interest. Add your other taxable income and any tax-exempt interest. Do not add the full amount of your Social Security benefits.
- Compare the result with your base amount. Use the amount for your filing status in the table below.

These are the IRS base amounts for tax year 2025. If your total is at or below the applicable amount, none of your benefits is taxable under this test. If it is above the amount, some benefits may be taxable; that does not mean all your benefits are taxable.
Calculate the taxable share with an IRS worksheet
If your quick-check total is above your base amount, complete Worksheet 1 in Publication 915 or the worksheet in the 2025 Form 1040 instructions. Follow the worksheet that applies to your return and circumstances; do not treat the quick-check total as the amount to report.

In specified circumstances, the general worksheet may not be the right one. These include certain interactions between IRA deductions and workplace retirement-plan coverage, certain income exclusions, and a lump-sum payment for an earlier year. Publication 915 and the relevant Form 1040 instructions explain when a different worksheet or calculation applies.
Account for marriage and filing status
Married filing jointly
Combine both spouses’ income and benefits for the calculation, even if only one spouse received Social Security benefits. Use the $32,000 base amount for 2025.

Married filing separately
If you lived with your spouse at any time during 2025, the base amount is $0. If you lived apart for the entire year, the base amount is $25,000. The IRS also directs married taxpayers filing separately who lived apart all year to follow the applicable Form 1040 line 6d instruction.
Handle a retroactive lump-sum payment carefully
Benefits received in 2025 for an earlier year are generally included in the calculation for the year you received them. But a special lump-sum election may reduce the taxable portion: it lets you recompute the earlier-year portions using the income for those earlier years. Compare the result under the election with the ordinary calculation using Publication 915. The IRS says that once you elect this method, you can revoke the election only with IRS consent.

Understand what “taxable” means—and what it does not
In specified circumstances, up to 85% of benefits can be included in taxable income. That is the maximum share of benefits included in income, not an 85% tax rate. Your actual federal income tax depends on your full return, including other income and applicable deductions and credits.
Whether benefits are taxable is also separate from whether you must file a return. The IRS says that when Social Security or the SSEB portion of Tier 1 railroad benefits is a person’s only income, the benefits generally are not taxable and the person probably does not have to file. Other income can still make a return necessary even if no Social Security benefits are taxable.

Report benefits on Form 1040 or 1040-SR
If you file a return, follow the IRS instructions for the applicable year:
- Report net benefits on line 6a.
- Report the taxable portion on line 6b.
- If benefits are not taxable but you must file for another reason, report net benefits on line 6a and zero on line 6b, as directed by the IRS.
Married taxpayers filing separately who lived apart throughout 2025 should also follow the applicable line 6d instruction. Check the 2025 Form 1040 instructions for the exact reporting rules.

Withholding changes payment timing, not taxability
You can ask for federal income-tax withholding from benefits by completing Form W-4V. The IRS provides details in Publication 915. Without withholding from benefits, you may need to increase withholding from other income or make estimated tax payments. Withholding affects when tax is paid; it does not change whether benefits are taxable.
Use the guidance for the right tax year
This calculation and these base amounts apply to tax year 2025, generally reported on a return filed in 2026. For a different tax year, use that year’s IRS publication and Form 1040 instructions rather than assuming the figures are unchanged. IRS Publication 915 covers federal income-tax rules for Social Security and equivalent Tier 1 railroad retirement benefits.
