Yes. Do Kwon was extradited from Montenegro to the United States, but the case has since moved well beyond the extradition: he pleaded guilty to two fraud counts in August 2025 and was sentenced to 15 years in prison on December 11, 2025. The U.S. Department of Justice says he was also ordered to forfeit more than $19 million.

When was Do Kwon extradited to the US?

Kwon arrived in the United States from Montenegro on December 31, 2024, and appeared in Manhattan federal court on January 2, 2025. He had been arrested in Montenegro on March 23, 2023, while trying to use a fraudulent passport, according to the DOJ.

The extradition brought him to face a U.S. criminal case over Terraform’s cryptocurrencies. The DOJ’s January 2, 2025 announcement described the then-current indictment and allegations; it also cautioned that an indictment is an allegation, not proof of guilt. Kwon’s later guilty plea and sentence are subsequent developments in the case.

What happened to Terra and Luna?

TerraUSD, or UST, was designed to maintain a value of one U.S. dollar. LUNA was its companion token within the Terra ecosystem. In the government’s account, UST’s peg failed to recover through the Terra Protocol alone in May 2021. A high-frequency trading firm then made large purchases that helped restore it.

By spring 2022, UST and LUNA had grown substantially in apparent market value. When UST lost its peg again in May 2022, both tokens collapsed. The DOJ’s December 2025 sentencing account describes the earlier recovery as important context for the later crisis: a restored peg did not mean the system had been shown to withstand another loss of confidence.

How much money was lost in the Terra collapse?

The DOJ says the May 2022 collapse caused more than $40 billion in investor losses. Separately, it says UST and LUNA together had an apparent market value exceeding $50 billion at their spring 2022 peak.

Figure What it measures
Over $40 billion Investor losses attributed by the DOJ to the May 2022 collapse.
More than $50 billion Combined apparent market value of UST and LUNA at the spring 2022 peak, according to the DOJ.

These numbers describe different things. The peak market value is not an estimate of investor losses, and neither figure means every holder lost the same amount.

What did prosecutors allege, and what did Kwon plead guilty to?

The extradition-era DOJ announcement summarized allegations in the indictment. In August 2025, Kwon pleaded guilty to one count of conspiring to commit commodities, securities, and wire fraud and one count of wire fraud. The plea is the later legal outcome; it should not be read as a separate jury finding on every detail in the earlier allegations.

UST’s stability

Prosecutors alleged that TerraUSD was promoted as able to hold its dollar peg through the protocol, while a trading firm’s purchases supported the peg after the protocol failed to restore it in May 2021.

Luna Foundation Guard

Prosecutors alleged that Kwon controlled both the Luna Foundation Guard (LFG) and Terraform and misappropriated hundreds of millions of dollars in LFG assets.

Mirror Protocol

Prosecutors alleged that Kwon and Terraform concealed their control of Mirror Protocol and used trading bots to manipulate synthetic-asset prices and inflate user metrics.

Chai payments and genesis coins

Prosecutors alleged that Chai payments were processed on traditional networks despite claims that they ran on Terra’s blockchain. They also alleged that some genesis coins were used to fund fake Chai transactions and Mirror trading bots.

What did the sentence and forfeiture cover?

On December 11, 2025, U.S. District Judge Paul Engelmayer sentenced Kwon to 15 years in prison. The DOJ says the court also ordered forfeiture of more than $19 million in proceeds, including Kwon’s interest in Terraform and its cryptocurrencies.

At sentencing, Judge Engelmayer told Kwon, “Your offense caused real people to lose $40 billion in real money, not some paper loss,” according to the Associated Press. The DOJ’s loss figure is an aggregate estimate; it does not establish the amount any particular investor may recover.

Can Terra investors get compensation?

Possibly, but neither process guarantees repayment. The DOJ says its criminal remission process is separate from Terraform Labs’ bankruptcy proceeding, which may be another avenue for victims seeking compensation. The DOJ’s case page provides a contact for people seeking information about potential future compensation.

  • Criminal remission: A DOJ process that is separate from the company’s bankruptcy case. The available information does not establish that every claimant is eligible or that funds will be available for every loss.
  • Terraform Labs bankruptcy: A separate proceeding that may provide another route for victims. Any recovery depends on that process and should not be assumed in advance.

Investors seeking updates should use the DOJ case page and official bankruptcy notices, and keep records of their holdings and losses. The information available here does not specify filing deadlines, required forms, or individual eligibility.
