Digital transformation is working when technology changes the way work gets done and that change produces a meaningful business or mission outcome. Measure the chain from technology readiness, through process performance, to the intended result—not just launches, logins, or system uptime.
Start with the outcome you need
Define success for the business unit or mission before choosing indicators. That might mean improving customer experience, increasing revenue, delivering a more effective service, or lowering process costs. Then choose measures that can show whether the initiative is moving toward that result. Gartner’s outcome-driven metrics guidance, published January 24, 2024, emphasizes connecting operational measures to the outcomes they support.
This order matters: a dashboard can be full of favorable activity numbers while the organization’s actual objective remains unchanged. Each KPI should help answer a decision-relevant question, such as whether to adjust delivery, change the operating process, or continue funding.
Build a chain from technology to impact
Organize measures by how close they are to the final result. A technical KPI can establish whether the capability is available; a process KPI can show whether work has changed; an outcome KPI can indicate whether that change matters to the organization.

These examples are starting points, not universal targets. The causal link between layers should be explicit: if availability improves, what process should change, and how could that process change affect the outcome? The U.S. Government Accountability Office’s 1998 executive guide to measuring IT investment results recommends results chains and tying IT process performance to mission goals.
Keep the distinction visible in reporting. Better uptime may be necessary for a transformation, but it does not by itself prove better service, lower cost, or increased revenue.

Balance value, team health, and change progress
A useful portfolio considers not only the value expected from the initiative but also whether the organization can deliver and sustain the change. McKinsey’s digital transformation explainer groups measures into three broad categories:
- Value creation: operational results and their financial implications. Digital solutions often target one or a few operational KPIs that can be translated into financial benefits.
- Team health: whether teams have the staffing, capabilities, and ways of working needed to deliver.
- Change-management progress: whether the organization is building the capabilities and conditions needed to sustain transformation.
These are categories for designing a portfolio, not a fixed checklist. Select measures that fit the initiative and avoid treating a team or change indicator as proof of financial impact.

Define each KPI so it can guide a decision
For each measure, document its meaning and how it will be used. Gartner’s Digital Execution Scorecard framework, published February 7, 2024, describes defined KPI and input-data definitions and benchmarking in the context of organizational priorities. The GAO guide also supports assigning accountability at different decision tiers and building the capacity to collect and analyze measures.
- Definition: what is counted, how it is calculated, and what is excluded.
- Owner: who is accountable for interpreting the result and acting on it.
- Data source and method: where the data comes from and how it is checked.
- Baseline and target: the starting point and the result the initiative is expected to achieve.
- Review point: when the measure will be examined and which decisions it can inform.
Choose a review cadence that fits the initiative and the decisions being made; the cited guidance does not prescribe one universal schedule.

Make financial claims traceable
Operational improvements do not automatically equal financial gains. If a faster process is expected to reduce costs or increase revenue, show how the operational measure translates into the financial result and identify assumptions. Where practical, consider the costs and benefits together in the business case, and distinguish observed results from estimates or effects attributed to the transformation.
McKinsey’s May 2026 transformation steering analysis calls for a focused set of measures linked to strategic value drivers, value creation, and profit-and-loss outcomes rather than a broad inventory of functionally oriented metrics. This makes the measurement set more useful for steering and financial accountability.

Use benchmarks carefully
External comparisons can add context, but only when the organizations and measurement methods are comparable. Before treating a benchmark as a target, check differences in industry, operating model, scope, and KPI definition. Gartner describes benchmarking as part of its scorecard approach; it should inform judgment rather than replace an organization’s own baseline and priorities.
Gartner’s CIO guide reports that 48% of enterprise-wide digital initiatives met or exceeded business outcome targets, attributing the figure to its 2025 CIO Survey. The guide excerpt does not provide the survey’s methodology, question wording, or geographic scope, so this is a Gartner survey finding—not a universal success rate or a target every initiative should use.
A practical test for your KPI set
Before adopting a measure, check whether it:
- Tracks a stated strategic or mission objective.
- Makes clear whether it is a technology input, process result, or final outcome.
- Has an accountable owner at the level where action can be taken.
- Includes a clear baseline, target, data source, and measurement method.
- Can support a funding, delivery, or operating decision.
- Can be compared fairly with any external benchmark being used.
If a KPI cannot be connected to the intended result or lead to a useful decision, it may be activity reporting rather than a transformation measure.
