That deadline has passed. The notice does not establish whether FSA can accept a particular late claim; producers with questions about their situation should contact their county FSA office.
What was the ELAP deadline for 2024 losses?
On January 8, 2025, FSA announced that producers seeking ELAP assistance for qualifying 2024 losses had to submit both a notice of loss and an application by January 30, 2025. USDA Farm Service Agency Administrator Zach Ducheneaux said producers negatively affected during calendar year 2024 needed to submit both documents by that date. Read FSA’s January 8, 2025 notice.
Because the deadline has passed, the announcement is historical rather than an upcoming filing opportunity. The notice does not say whether an individual late claim may be accepted or whether relief is available. Ask the county FSA office handling the operation for current, case-specific direction.
What losses could ELAP cover?
ELAP provides assistance for certain losses not covered by other FSA disaster programs. The January 2025 notice listed these potentially eligible categories; eligibility depends on the loss and the conditions applicable to that category:

- Eligible drought-related water hauling and livestock transportation expenses.
- Honeybee feed, colony, and hive losses.
- Farm-raised fish feed and death losses.
- Lost income when eligible dairy cattle were removed from commercial milking after a positive H5N1 test confirmed by USDA’s Animal and Plant Health Inspection Service National Veterinary Services Laboratories.
The H5N1 provision applied to adult dairy cattle maintained for commercial milk production and currently lactating. Assistance could cover up to 120 days after sample collection for a positive test. If an impact period crossed from 2024 into 2025, FSA instructed producers to submit separate applications for the portions in each calendar year. As of January 8, 2025, USDA said it had provided more than $80 million in ELAP assistance to dairy producers affected by H5N1.
What did an application require?
The 2024-loss notice required both a notice of loss and an application for assistance by January 30, 2025. Applicants also needed verifiable evidence of the loss and its cause. FSA gave veterinary records and feed purchase receipts as examples. The current ELAP program page describes the general process as filing a notice of loss and application for payment with the local FSA office, supported by documentation.

For any question about a past filing or a possible late submission, contact the county FSA office. The program’s general information cannot determine whether a specific operation, loss, or filing qualifies.
How does ELAP differ from LFP deadlines?
ELAP and the Livestock Forage Disaster Program (LFP) are separate programs. Do not substitute one program’s filing date for the other’s:

When asking FSA about a loss, organize the details that determine which program and filing rule may apply:

- The type of loss and its cause.
- Whether ELAP or another FSA disaster program may cover it.
- The calendar or program year in which the loss occurred, including whether an impact period crossed years.
- The deadline and filing requirements for that specific program.
- Available records supporting the loss and its cause, such as veterinary documentation or feed receipts.
The general announcements do not settle eligibility for an individual operation. Provide the relevant details to the county FSA office and ask what options, if any, remain for the claim.
