India’s defence equipment is developed through a wider ecosystem, not by one organization doing every job. DRDO is the Ministry of Defence’s research and development wing: it designs and develops technologies and systems, and works to enable their production and induction. Industry—including defence public-sector undertakings (DPSUs)—can participate through collaboration, technology transfer, testing and development programmes. Historical Ministry of Defence material describes ordnance factories as suppliers of equipment, arms and ammunition, but does not establish the present structure or responsibilities of successor entities.
What does DRDO do?
The Defence Research and Development Organisation (DRDO) describes itself as the Ministry of Defence’s R&D wing. Its stated mission goes beyond laboratory research: it includes designing and developing sensors, weapon systems, platforms and related equipment; providing technological solutions to the Services; and facilitating production and induction of technologies developed through its R&D ecosystem.
DRDO also says it aims to strengthen defence research through collaboration with industry, science and technology institutions, and academia. Its laboratories cover fields including aeronautics, armaments, electronics, combat vehicles, engineering systems, instrumentation, missiles, naval systems, materials, life sciences and computing. This breadth helps explain why its work can span early technology development, system design and support for production. It does not mean DRDO alone designs or manufactures every system associated with its work.
Examples of systems associated with DRDO’s work
DRDO names the Agni and Prithvi missile series, Tejas, Pinaka, Akash, radars and electronic warfare systems as examples of indigenous systems and platforms. They illustrate the range involved, from missiles and aircraft to artillery, air defence and sensing; the examples are not an exhaustive list or an independent assessment of each programme’s development or production roles.

Equipment development includes engineering systems
DRDO’s Armament & Combat Engineering Systems cluster describes work on armaments, explosives, land-based combat vehicles and engineering equipment. Its examples include bridging systems, missile launchers, tracked-vehicle transmission and suspension, and other engineering technologies. The cluster says its laboratories are also involved in production through transfer of technology, showing how development work can extend into enabling manufacture.
How do DPSUs and other industry partners contribute?
DRDO describes several ways Indian industry can participate, including private companies, government organizations, DPSUs and other public-sector undertakings. These mechanisms support collaboration and manufacturing, but they do not establish that any particular DPSU designed a particular piece of equipment. Design, system integration, technology transfer, licensed production, manufacturing and maintenance are distinct responsibilities; they should not be treated as interchangeable.

Technology transfer and technical support
DRDO’s industry-support material describes technology transfer and technical support for industry. A transfer can help an industrial partner take forward a technology developed within DRDO’s R&D ecosystem; it is one route toward production, not proof that the receiving organization originated the design.
Testing facilities and the Technology Development Fund
DRDO says Indian defence manufacturers can access its test facilities on a payment basis. Its listed eligible participants include private industry, government organizations, DPSUs and PSUs. DRDO also describes the Technology Development Fund (TDF) as supporting defence and dual-use development of systems, subsystems, components and technologies, including support for start-ups and micro, small and medium enterprises.

Industry-led development list
A DRDO document titled “Systems and Subsystems for Industry to Design, Develop and Manufacture” says it identifies 108 systems and subsystems for industry-only design, development and manufacture. The document’s introduction says DRDO may provide scientific, technological or testing support case by case. Examples in its list include mini and micro unmanned aerial vehicles (UAVs), remotely operated vehicles (ROVs), bridges, decontamination systems, vehicle types, missile canisters, assembly jigs and fire-detection systems. The document’s publication year is not established here, so its count and examples describe what that document states—not necessarily a current procurement or development pipeline.
What was the role of ordnance factories?
Historical Ministry of Defence material describes ordnance factories as supplying defence equipment, arms and ammunition to the armed forces for land, sea and air domains. That supports a historical account of their supply role. It does not verify the present legal or corporate structure of ordnance factories, or the current responsibilities of any successor entities. Those current roles require up-to-date official confirmation.

These functions can connect within one equipment programme, but the sources described here do not assign every function to a named company or establish a universal division of work.
Examples of the breadth of DRDO’s catalogue
DRDO’s catalogue illustrates that defence development reaches well beyond major platforms. Examples include the Short Span Bridging System, Advanced Infantry Floating Foot Bridge, Modular Bridging System, LORDs-N laser ordnance disposal system, an aircrew helmet, an unexploded ordnance handling robot, Akash systems, artillery- and rocket-related equipment, vehicles and protective equipment. A listing in a defence catalogue does not imply that an item is available for ordinary retail purchase.

LORDs-N example
DRDO describes LORDs-N as intended for the safe disposal of unexploded and life-expired ammunition, and says a vehicle-mounted version was delivered to the Indian Navy. That description establishes the stated purpose and delivery, but does not establish further operational performance claims.
