On December 17, 2025, Delhi Labour Minister Kapil Mishra announced Rs 10,000 in assistance for registered construction workers whose work was affected by the city’s GRAP Stage III pollution restrictions. The announcement also promised compensation for the period Stage IV restrictions remained in force, but did not specify a total amount for that period. The announcement is not confirmation that payments were completed.
Who was covered by the announcement?
News reports described the assistance as intended for government-registered construction workers whose work was affected by the GRAP restrictions. It was not announced as a payment for every informal worker or every person affected by pollution controls. Registration and verification were still under way when the announcement was made, and the reports do not provide a complete eligibility checklist. PTI/NDTV and The New Indian Express reported the announcement and verification process.
How much was announced, and for what period?
The Rs 10,000 figure was described by the minister as assistance covering the 16 days that GRAP Stage III had been in force at the time. That is a contemporaneous description from December 2025, not a current count of days, a payment tally, or evidence that each eligible worker received that amount. PTI/NDTV reported the 16-day period.
Mishra also said compensation would be given for the time GRAP Stage IV remained in force. The reports do not establish the amount or calculation rule for that additional period, so it should not be added to the Rs 10,000 as a fixed total entitlement. Scroll.in describes Stage III as restricting non-essential construction and Stage IV as bringing construction activity to a complete halt.

How was payment supposed to reach workers?
The process reported at the time was registration and verification followed by direct benefit transfer (DBT), meaning the assistance would be sent electronically to the beneficiary rather than distributed as cash at a worksite. This was the announced payment route; it does not confirm that a particular worker’s registration was approved or that a transfer was made. PTI/NDTV and The New Indian Express reported registration, verification and DBT.
Has Delhi paid the assistance?
The available reports and official listings do not establish how many workers were paid, the total disbursed, or how many claims—if any—remain pending. Delhi’s Labour Department lists advisories dated December 17 and 22, 2025, and a notice concerning those advisories, but those listings do not provide beneficiary-level payment status. Check the Labour Department notifications and the notice on the advisories for official updates. The records cited here do not confirm either that all eligible workers were paid or that payments were not made.

What should a worker do to check their own case?
Contact the Delhi Labour Department or the relevant district labour office using current contact details and procedures published by the department. Ask whether the worker’s registration and verification are complete, whether any record or document is missing, and whether a payment status or next step can be confirmed. The announcement and news coverage do not establish a final application deadline or a complete document list, so do not rely on an unofficial checklist or assume eligibility based on the announcement alone.
This pollution-curb assistance should also be kept separate from the Delhi Building and Other Construction Workers Welfare Board’s regular welfare benefits. The reported announcement does not establish that the same rules, application route or benefit amounts apply to those other schemes.
