IBM Confirmed Layoffs in January 2023: What the Reported 3,900-Job Cut Meant

IBM confirmed workforce reductions on January 25, 2023, as it released fourth-quarter results. Contemporaneous reports put the cuts at about 3,900 roles, but that was a reported estimate—not a final, exact total IBM publicly confirmed. The company tied the action mainly to restructuring after its Kyndryl spinoff and Watson Health divestiture, while saying it would keep hiring in selected growth areas. Kyndryl’s separation

IBM completed the spinoff of its managed-infrastructure services business, Kyndryl, in November 2021. Kyndryl was a separate company by the time of the January 2023 announcement. The restructuring concerned IBM roles and costs remaining after the separation—not a new round of layoffs at a still-integrated IBM division. IBM’s 2022 annual report describes its business and corporate structure.

Watson Health divestiture

IBM had also divested Watson Health data and analytics assets. After transactions such as these, a company can be left with support functions, organizational capacity, or other costs that no longer match its smaller or differently shaped business. IBM and contemporaneous coverage described the remaining costs as “stranded” costs. Euronews’ January 2023 report covered the divestitures and the restructuring charge.

That explanation is IBM’s stated immediate rationale, not proof that broader economic conditions played no role. The available reporting does not establish that poor quarterly performance caused the entire reduction, nor does it support attributing this specific action to artificial intelligence.

How many roles were affected?

Reports estimated approximately 3,900 affected positions, or about 1.5% of IBM’s workforce at the time. IBM’s broader public description was a reduction of roughly 1% to 1.5%. Workforce totals can vary with reporting dates and with how separated businesses are counted, which is another reason not to treat the estimate as an exact final tally. They also do not establish a complete breakdown of voluntary versus involuntary departures, severance terms, or redeployment options. It would be misleading to infer that all affected employees were in the United States or that all 3,900 people left on one date.

What did the restructuring cost?

In January 2023, IBM was expected to record about $300 million in charges related to the workforce action. That figure was a restructuring-related financial charge, not a count of jobs or a direct measure of payroll savings. IBM later reported a $260 million workforce-rebalancing charge in the first quarter of 2023 and said it expected to complete the action in the second quarter. Was IBM still hiring?

Yes. IBM said it intended to continue hiring in higher-growth areas, particularly client-facing research and development. Bloomberg’s contemporaneous report and Reuters’ report carried by Investing.com both described continued hiring alongside the reductions.

Layoffs and hiring can happen at the same time when a company removes roles or structures it no longer needs while recruiting for selected functions it considers strategic. IBM’s statement therefore indicates selective workforce reallocation, not a companywide hiring freeze. The available sources do not provide a complete list of teams hiring or affected, so it is not possible to map the cuts and openings role by role.

How did the cuts fit IBM’s results and strategy?

IBM reported fourth-quarter 2022 revenue of $16.7 billion and full-year revenue of $60.5 billion. Its fourth-quarter release described growth in key segments and set a 2023 model of mid-single-digit revenue growth, with approximately $10.5 billion in consolidated free cash flow. These figures do not establish that IBM was free of business pressures; they do show why the layoff announcement should not automatically be described as evidence of financial distress or a collapse in revenue. The broader strategic context was IBM’s focus on areas including hybrid cloud, AI, software, consulting, and client-facing research and development.
