The Change Makers Program was presented as a global initiative recognizing creators who use TikTok to address social or public-interest causes. In its May 21, 2024 report, TechCrunch reported that TikTok planned to support 50 creators and donate $25,000 to a nonprofit selected by each creator.
That distinction matters: the reported $25,000 was for a creator-selected nonprofit, not a payment to the creator. The reporting describes creator support and recognition, but does not establish the duration or specific form of that support.
The reported budget does not match the reported terms
TechCrunch described the initiative as a $1 million program. Yet 50 donations of $25,000 would total $1.25 million. The available account does not explain the difference, so neither figure should be treated as a confirmed final program budget. It is also not established whether all 50 creators were each linked to a donation on those terms.

Who was featured
TechCrunch reported that TikTok initially highlighted 10 creators. Its examples included Caulin Donaldson, Eli Virkina, Franziska Trautmann, Barbara Costello, Alethea Crimmins and Joel Bervell. The group included environmental advocates, motivational speakers and health-communication creators; Bervell was described as making videos about racial disparities in medicine. These examples are not a verified complete roster of participants.
How the donations and creator support were supposed to work
Under the reported arrangement, each participating creator selected a nonprofit to receive a $25,000 donation from TikTok. The reporting does not establish whether those donations were restricted or unrestricted, whether TikTok paid each organization directly, what eligibility rules nonprofits had to meet, or whether the transfers were completed. It also does not establish whether creators applied, were nominated or were selected by TikTok.
Those unanswered mechanics affect how to assess the benefit. A donation to an organization can fund its work, while creator recognition and platform support may help an advocate reach an audience. They are different forms of support, and the reported donation amount should not be described as creator compensation.

Why the announcement landed during a U.S. legal fight

A qualified divestiture had to end foreign-adversary control while meeting the statute’s requirements. TikTok and ByteDance challenged the law, raising constitutional arguments that included First Amendment claims. The legal dispute concerned ownership and control, data protection and national security—not whether TikTok supported social-impact creators. Philanthropy and reputation management can coexist
If completed as reported, donations to creator-selected nonprofits would be a tangible charitable benefit. The program also gave TikTok a favorable way to associate its platform with advocacy, health communication and community work at a moment when its U.S. future was under intense scrutiny. Those effects are compatible: a program can benefit recipients and improve the sponsoring company’s public image at the same time.
The timing makes a reputational benefit a reasonable interpretation, but the available reporting does not establish that TikTok created the program to influence the law or its court challenge. There is no basis here to call the initiative lobbying, or to say it was designed to stop a ban. TechCrunch also quoted Alain Labrique, a World Health Organization director, praising the potential for advocacy and health communication to reach wider audiences; that reported remark should not be inflated into an official WHO endorsement.
What the program could—and could not—change for creators
For social-impact creators, platform recognition and nonprofit funding could help their work gain visibility and support organizations connected to their causes. But a global program and a U.S. law operate on different scales: participation did not guarantee continued U.S. access to TikTok, and the initiative could not alter the statute or settle the national-security and ownership dispute.

The episode also illustrates a practical creator-economy risk. When a creator’s discovery and audience access depend heavily on one platform, legal or policy changes can disrupt reach even if the creator’s work and nonprofit partnerships remain valuable. The announcement itself does not establish how participants could carry audiences to other channels or whether TikTok offered support for doing so.

The contemporaneous reporting establishes the announcement and reported terms, but leaves important accountability details unresolved. The reporting cited here does not establish the final budget, full creator roster, donation recipients, completed payments, selection rules, program duration or a later impact report. Without those details, the announcement can be assessed as a stated commitment and a meaningful signal—not proof of the total amount ultimately distributed or the initiative’s measured impact.
