In Google Pay India, U16 is commonly associated with a UPI risk-threshold or transaction-control decline. It does not, by itself, prove that you exceeded a daily limit or identify whether your bank, the recipient’s bank, or another part of the UPI payment chain stopped the transaction. Pause repeated attempts, check your account and recipient details, then ask the bank linked to the payment to identify the decline if it continues.
What does U16 mean in Google Pay?
U16 is a UPI response code. Axis Bank’s published UPI response-code document labels it “Risk Threshold Exceeded” and marks the transaction rejected (Axis Bank UPI response codes). Google’s public help pages do not appear to provide a dedicated explanation of U16, so treat that label as a broad description—not a precise diagnosis of what triggered your payment decline.
A risk or control rule may be applied at different points in the UPI chain. The code alone does not say whether the trigger was the sending account, the receiving account, a payment provider, or another control. Nor does it necessarily mean the Google Pay app is malfunctioning.
Does U16 mean you exceeded the ₹1 lakh UPI limit?
No. A limit may be one possible reason for a decline, but U16 should not automatically be read as “you exceeded ₹1 lakh.” UPI limits can vary by bank, account and transaction type. HDFC Bank describes ₹1 lakh as a common daily ceiling for ordinary UPI transfers while noting that limits vary (HDFC Bank’s UPI limit guidance). NPCI’s decline-code circular separately identifies categories for certain bank, frequency and per-transaction limits (NPCI UPI decline-code circular).

Check your own bank’s current rules for per-transaction, daily and frequency limits. Some banks may also impose account-specific restrictions after UPI registration or a PIN reset. For example, Federal Bank describes a ₹5,000 aggregate limit for the first 24 hours after a first UPI transaction and after each UPI PIN set or reset; this is a Federal Bank rule, not a universal Google Pay limit (Federal Bank UPI guidance).
What to try before contacting the bank
- Read the complete decline message. Note whether it says to call your bank, try another account, or refers to a limit or suspicious activity. Those details can point to a different next step than the code alone.
- Pause repeated attempts. Repeatedly sending the same payment can trigger the same control again and makes it harder to identify whether amount, frequency, account or recipient is relevant. Do not make repeated test payments.
- Check recent activity and the amount. Consider whether you have made several UPI payments in a short period, reached a bank limit, or are trying an unusually large payment. If you recently linked or re-registered the account, or reset your UPI PIN, check whether your bank applies a temporary restriction.
- Update Google Pay and check the connection. Install any available update from the Play Store, reopen the app, and switch between Wi-Fi and mobile data if your connection is unstable. These are sensible app checks, but they cannot be assumed to clear a bank-side restriction.
- Confirm the sending account and recipient. In Google Pay, verify that the intended bank account is still linked and usable for UPI. Check the recipient’s UPI ID or the name shown for a QR code before paying.
- If appropriate, try one other linked account or UPI ID. Google’s transaction troubleshooter recommends checking the linked account, recipient’s account and, where relevant, trying an additional UPI ID (Google Pay India transaction troubleshooter). Retry only after correcting a likely issue, and do not use a smaller test payment to get around a suspicious-activity warning.
Use the pattern of failures to narrow down the cause
The patterns below are clues, not guaranteed mappings of U16 to a particular cause.

When and how to contact your bank
Contact the bank that holds the account you selected for the payment. Ask it to check the exact transaction rather than simply asking whether UPI is working. You can say: “Google Pay shows UPI error U16, commonly described as ‘risk threshold exceeded.’ Can you identify which control declined this transaction?”

Have the date and approximate time, amount, recipient or merchant, UPI transaction ID or reference number, and a screenshot ready. Redact unrelated account details before sharing a screenshot. Ask the bank:

- Has a per-transaction, daily, frequency or risk limit been reached?
- Is the account dormant, frozen, restricted or otherwise limited?
- Was the decline made by the remitter bank, a payment provider, the beneficiary bank or another UPI participant?
- Is there an outage, risk hold or requirement to re-register the account, verify the device or reset the UPI PIN?
- What is the decline reason for this specific transaction reference?
A bank may be able to review a restriction on the account it holds; Google Pay support may not be able to remove a bank-imposed control. If the bank finds no account or UPI restriction, contact Google Pay through Profile picture → Get help → Contact support.
If only one recipient or merchant fails
First verify the UPI ID or QR-code name; do not rely on a name in an old message or an unverified payment request. If payments to other recipients work but one recipient continues to fail, ask that recipient to confirm their UPI ID and check with their bank. If every payment from one account fails, the sending account or its bank is a stronger lead. Avoid repeatedly sending the same payment while either side investigates.

If money was debited but the payment failed
- Check the bank statement or account transaction history. Do not rely only on the status shown in Google Pay. Establish whether the payment is failed, pending or reversed.
- Save the transaction details. Keep the UPI transaction ID or reference number, date, amount and a screenshot of the status.
- Follow the reversal window given by your bank or Google Pay. There is no single reversal period established here for every UPI payment type and bank.
- Raise a dispute if the money has not returned within the applicable window. Use the transaction’s available dispute option in Google Pay and contact your bank with the reference number. Google’s transaction troubleshooter uses the transaction status and whether the account was debited to guide next steps (Google Pay India transaction troubleshooter).
For bill payments and recharges, Google’s help page describes opening the biller transaction and selecting Raise dispute; it says resolution may take up to seven working days in that context. That timeline should not be treated as a universal deadline for person-to-person UPI transfers (Google Pay bill and payment help). Banks can also give transaction-specific instructions; Indian Bank, for example, advises customers to wait before lodging a complaint for certain failed IMPS/UPI transactions because some are automatically re-credited (Indian Bank failed-transaction guidance).

Do not treat this message as an ordinary connectivity problem. Google advises users to end any active call with an unknown person, check accessibility access for unfamiliar apps, remove suspicious apps and change the UPI PIN after securing the device (Google Pay suspicious-activity guidance).

- End any active call with someone you do not know.
- In your device settings, open Accessibility, then Downloaded apps or Installed services, and disable access for unfamiliar apps.
- Uninstall suspicious apps, especially apps not obtained from the official Play Store.
- After securing the device, change your UPI PIN only through the official banking or payment app.
- If payments remain blocked, use Google Pay’s in-app support route: Profile picture → Get help → Contact support.
Never share your UPI PIN, OTP or card PIN with a caller or support agent. A UPI PIN authorizes money leaving your account; it is not needed to receive money (Bank of India safe-banking guidance). Do not install an APK, remote-control or screen-sharing app at a stranger’s request, and do not trust customer-care numbers from random videos, comments or search listings. Google’s help page lists the India support number 1-800-419-0157; verify the number on that official page before calling because contact details can change.

Will changing your PIN or reinstalling Google Pay fix U16?
Usually, neither is the first fix for a risk-threshold decline. A PIN reset is relevant if the actual issue is an incorrect PIN, PIN lockout or registration problem; it does not necessarily resolve a risk control, and some banks impose temporary limits after a PIN reset. Reinstalling may help with a corrupted app installation, but it cannot be assumed to remove a bank-side restriction.
Start with an app update, connection and account checks, then investigate through the bank if the error continues. Consider reinstalling only as an optional last-resort app troubleshooting step—not as a confirmed U16 remedy. Reset a PIN only when the bank or app flow calls for it, and only inside the official app.

This guidance is for a UPI payment made in Google Pay India, such as a transfer to a person or merchant. Google Play purchases—apps, subscriptions or other store transactions—use a different payment flow and support process.
