Some licenses were granted in August 2025, but Nvidia later reported only about $50 million in H20 revenue under them and said sales were insignificant in fiscal Q3 2026. Chinese authorities also reportedly discouraged some purchases. The result has been a constrained market from both the supply and demand sides.
What the H20 is—and why it mattered in China
The H20 is a data-center GPU based on Nvidia’s Hopper generation and designed for the Chinese market. Nvidia developed it as a reduced-performance product intended to fit within export-control thresholds that applied at the time. After U.S. restrictions affected higher-end products including the A100, H100, H800 and L40S, the H20 became one of Nvidia’s most capable options for Chinese data-center customers.
Export controls do not depend only on a chip’s product name. Nvidia’s filings describe controls that can turn on technical characteristics such as processing performance, performance density, memory bandwidth and interconnect bandwidth. System configuration, destination, buyer ownership and intended use can also matter. The company’s account of the rules and their development appears in its fiscal 2025 annual report; current control provisions are set out in BIS Export Administration Regulations, Part 742.
Why U.S. policy put H20 shipments under a license requirement
The U.S. government says advanced-computing controls are intended to address national-security concerns, including the potential relevance of advanced chips to military, surveillance and strategic technology development. That is the government’s stated policy rationale; it does not establish that any particular H20 shipment enabled a specific military capability.

The rules have evolved as chip performance has improved and as manufacturers have designed products around earlier technical limits. The H20 illustrates why a product that was designed to comply with one set of thresholds can later become subject to a license requirement: the applicable rules or their interpretation can change. The U.S. published an AI Diffusion Interim Final Rule on January 15, 2025, which Nvidia said would have created broader licensing requirements for advanced computing products worldwide. The later H20 action was a separate development.
April 2025: licensing changed the economics of H20 sales
On April 9, 2025, the U.S. government informed Nvidia that H20 exports to China required a license. Nvidia said the requirement also covered Hong Kong and Macau and certain companies headquartered in, or ultimately controlled from, restricted destinations. While approvals were pending, the company could not ship freely to affected customers.
Nvidia’s fiscal Q1 2026 results show why the change mattered financially. The figures below are the company’s reported amounts; the charge, missed planned revenue and earlier sales measure different things and should not be added together as though they were all lost sales.

Was H20 banned, or was it restricted?
The distinction is important. The April 2025 action put H20 exports under a license requirement. Operationally, that could halt or delay shipments while applications were pending. Legally, the cited Nvidia filings describe licensing rather than an unconditional, permanent prohibition on every H20 export.
In July 2025, Nvidia said it was applying to resume H20 sales to China. In August, the U.S. granted licenses for some shipments to certain China-based customers. Those approvals did not restore general, unrestricted access: a license for some customers is not blanket permission for all buyers, destinations or end uses.

Nvidia’s fiscal Q3 2026 filing also said the U.S. government expected to receive 15% or more of revenue from licensed sales. Nvidia said no regulation had codified that expectation as of the filing. It should therefore not be described as a codified export tax. The same filing reported that Nvidia had generated about $50 million in H20 revenue under the licenses and that H20 sales were insignificant in fiscal Q3 2026.
What the sales figures say about the recovery
Subsequent figures show that permission to make some shipments did not translate into a return to the prior sales pattern. Nvidia reported no H20 sales to China-based customers in fiscal Q2 2026, while recognizing about $650 million of unrestricted H20 sales to a customer outside China and releasing $180 million of previously reserved inventory. The $650 million was not a China sale, and the inventory release was not new sales revenue.
By fiscal Q3 2026, Nvidia reported about $50 million of H20 revenue under licenses issued in August 2025 and described H20 sales as insignificant. These figures are reported in Nvidia’s fiscal Q2 2026 results and fiscal Q3 2026 filing. They show limited realized sales under the approvals, not the total value of Nvidia’s potential China business.

Why a U.S. license did not guarantee Chinese demand
U.S. approval addresses whether a shipment may be exported under U.S. rules; it does not ensure that a Chinese customer will buy the product. Associated Press reports said Chinese authorities urged domestic companies to avoid H20 chips, particularly for government-related uses, and questioned companies including Alibaba and ByteDance about why they needed H20 rather than domestic alternatives. Those reports describe procurement pressure and scrutiny, not a publicly codified nationwide legal ban on every H20 purchase.
Chinese officials also reportedly questioned Nvidia about alleged security or “backdoor” risks. Nvidia has denied that its chips contain backdoors. These concerns add another source of uncertainty for buyers alongside U.S. licensing. The reported procurement guidance and security questions were covered by the Associated Press report on stalled sales and domestic competitors and its report on Chinese security concerns.
Alternatives are about more than chip speed
Chinese buyers weighing alternatives are not choosing between interchangeable processors. A substitute has to work for the workload, be available to the buyer, fit the software stack and be acceptable under procurement and security policies.

- Performance substitute: Huawei Ascend products and accelerators from other Chinese vendors may run similar workloads, but similarity does not establish equal performance on a particular model or system.
- Procurement substitute: A domestic product may be easier for a China-based organization to source or approve, even if its capabilities differ.
- Software substitute: Nvidia’s CUDA ecosystem can reduce migration work for existing customers. Moving to another platform may require changes to code, compilers, libraries and frameworks.
- Cloud substitute: A locally controlled cloud service can provide access to compute without the customer buying physical accelerators. Buyers still need to verify where the compute is located, which hardware is allocated, data residency, service continuity and software-license terms.
- Workload adaptation: Software optimization, model compression, lower-precision inference and distributed clusters can reduce dependence on a particular accelerator, but may require engineering work and different infrastructure choices.
Nvidia has warned investors that export controls can encourage customers in China and other markets to pursue alternatives from suppliers based in China, Europe and Israel. It also says shifting rules can complicate presale and post-sale support and make customers more likely to choose competitors. Those risks are described in its January 2026 SEC filing. If buyers move software and infrastructure to another ecosystem, restoring permission to sell H20 would not by itself restore Nvidia’s former market position.

The H20 is a China-focused Hopper product affected by the April 2025 licensing requirement. The H200 is a more capable product addressed by a later, separate policy. On January 13, 2026, the U.S. Bureau of Industry and Security said it would review license applications for Nvidia H200, AMD MI325X and similar products on a case-by-case basis.
BIS described conditions including preserving semiconductor capacity available to U.S. customers, customer export-compliance procedures and screening, and independent third-party testing in the United States for performance and security. Its announcement and Part 748 regulations set out further policy and application details. Case-by-case review is not automatic approval, and a change in H200 policy does not end or remove the distinct H20 licensing requirement.
What enterprise buyers should check before relying on H20
For a China-based AI buyer, theoretical technical capability is only one part of the purchase decision. Before committing to an H20 deployment, confirm the status of the exact product, parties and use involved, and account for the possibility that approval or supply conditions may change.

Ask whether the exact chip, board, server or system can be licensed for the destination, buyer and intended end use, including any implications of the buyer’s headquarters or ultimate parent.
- Get supply terms in writing. Establish whether the seller has the necessary approvals, what conditions apply, how delivery timing is treated and what happens if a license is delayed, denied or changed.
- Test software portability. Identify CUDA-dependent code and estimate the work to port and validate it on domestic or other non-Nvidia platforms before comparing hardware costs.
- Include full deployment costs. Compare networking, memory, power, cooling, software, support, replacement stock and compliance—not chip prices alone.
- Check political and security acceptability. Confirm that the product and its provenance meet the buyer’s procurement rules, especially for government-related work, and assess future support and resale risks.
Gray-market hardware is not a sound substitute for authorized procurement: provenance, customs and export-control compliance, warranty, support and resale can all become problems.
What the H20 episode means for Nvidia’s China business
The commercial result is a two-sided squeeze. U.S. licensing made shipments uncertain and costly; reported Chinese procurement pressure made it harder for approved shipments to find buyers. Nvidia faced the risk of stranded inventory and weaker customer ties, while Chinese accelerator vendors and software teams gained an incentive to build alternatives. The record through August 16, 2026 supports neither the claim that all H20 exports were permanently banned nor the claim that licensed sales restored normal access. It shows a product whose China business remained sharply constrained.
