NeuroVigil’s 2022 Dubai Announcement: What Philip Low Promised—and What’s Known Today

NeuroVigil announced an international neurotechnology venture in Dubai in 2022. Its later materials describe research services, but leave key questions about iBrain availability and the promised expansion unresolved.

On March 22, 2022, NeuroVigil announced a plan to scale its brain-monitoring business, recruit a broad team and build an international neurotechnology venture linked to Montreal. The company presented the initiative at a conference during Dubai’s World Expo and called it a “Manhattan Project for the Brain.” The announcement was real; it does not, by itself, establish that the proposed conglomerate, financing, product launch or medical applications were completed.

What NeuroVigil announced in Dubai

NeuroVigil’s March 22, 2022, Business Wire release was datelined Dubai, Palo Alto and Montreal. It said founder, chairman and CEO Philip Low had delivered a keynote at the New Technology & Mental Health Conference during Dubai’s World Expo. The company said it was assembling executives, scientists, engineers, physicians, lawyers and institutional partners to expand its operations ahead of a new iBrain launch.

The release framed the effort as a way to accelerate neurotechnology development and commercialization internationally. Dubai provided a high-profile setting for that pitch; the announcement does not establish that Dubai became NeuroVigil’s operating headquarters. The original release is available from Business Wire.

Who is Philip Low?

NeuroVigil identifies Low as its founder, chairman and CEO, and describes him as a computational neuroscientist and inventor associated with development of the iBrain platform. The company’s biography also links him to the Cambridge Declaration on Consciousness. These are company biographies, so claims about his education, institutional positions, patents and honors should be read as attributed biographical claims rather than independent verification. Who was on the announced “dream team”?

The release named Gabriel Vargas, Noam Ziv, Hans-Peter Goertz, Devin Goodman, Cody Holland, Boris Blatnik, David Fransen, Kwabena Boahen, Utkan Demirci, Patrick Mercier and Michael Castro. It associated the effort with people described as having experience at organizations including Roche, Amgen, Qualcomm, Novartis, the Institute for Quantum Computing, Stanford, UC San Francisco, MIT and major medical institutions.

Those descriptions do not establish that every named person was a full-time employee, executive, board member or owner. The release used different relationship labels, including “growth team,” “advisory board” and “strategic partners”; those roles are not interchangeable. Nor does the announcement establish that every person remained involved in 2026.

What is iBrain?

NeuroVigil describes iBrain as a portable, non-invasive EEG recorder. In the configuration described on its website, it uses one EEG channel, with electrodes placed behind the ears and at the forehead. The company says the device can transfer recordings wirelessly or by USB and that its proprietary software analyzes the data using its SPEARS framework. It describes potential recording while a person is awake or asleep.

That is a narrower and more useful description than the promotional phrase “brain monitor”: iBrain records electrical signals from the brain, while software analyzes those signals. NeuroVigil’s device page and FAQ describe the hardware and operation.

What iBrain does—and does not—tell you

NeuroVigil’s FAQ explicitly says iBrain does not read thoughts. EEG recording is not the same as unrestricted thought decoding. A brain-computer interface may support a defined communication task—for example, detecting patterns associated with an attempted response—but that does not mean a system can translate any private thought into speech.

  • Correlation is not cause: A pattern associated with a condition, medication or task does not by itself show what caused it or prove what treatment is needed.
  • Research access is not medical approval: Use in a study does not establish regulatory clearance for diagnosis or treatment.

Which medical uses did NeuroVigil propose?

The 2022 release discussed research into communication for people with ALS, potential predictive biomarkers involving Parkinson’s disease, brain-cancer research, medication overuse or adverse neurological effects, sleep and brain-state monitoring, and tracking drug response in intensive-care settings. These were company-stated aims and potential applications, not evidence in the release that iBrain had been validated or authorized for those uses.

NeuroVigil’s current applications page lists work involving clinical trials, biomarker measurement, sleep research and communication, with conditions including ALS, Alzheimer’s disease, autism, epilepsy, depression, Parkinson’s disease, PTSD, stroke and traumatic brain injury. A service or research area listed by the company should not be mistaken for proof that iBrain can independently diagnose each condition in routine care.

The company’s public account has also referred to communication research involving Stephen Hawking and a 2013 demonstration involving Augie Nieto. Those are company-reported research narratives; they do not establish a general-purpose communication capability for other users.

What did Montreal commit?

NeuroVigil said Montreal committed “up to $10 million in initial services” to the proposed venture through medical and innovation partners, including Health Innovation District, LeoMed and CHUM, the Centre hospitalier de l’Université de Montréal. The wording matters: it describes a ceiling for services, not $10 million in cash, equity financing, a government grant, completed purchases or recognized revenue.

The release does not specify a term, payment schedule or legal instrument for the services commitment. It therefore supports reporting what NeuroVigil announced, but not describing Montreal as having invested $10 million in the company.

What did the “conglomerate” mean?

NeuroVigil described an ecosystem for developing and commercializing neurotechnology: bringing together university intellectual property, companies built around scientific and clinical data, legal and software expertise, medical institutions and pilot-testing capacity. The release named Wilson Sonsini Goodrich & Rosati, Kilpatrick Townsend, the University of Waterloo, Launch Factory and the Wyoming Health Innovation Living Laboratory among strategic organizations.

The announcement reads as a commercialization proposal, not documentation of a single corporate group with a disclosed ownership or legal structure. The release does not establish that all named organizations signed commercial contracts or that a specific conglomerate entity was incorporated.

What can be confirmed about the plan today?

The 2022 release said operations were being scaled “leading up to” a new iBrain launch. It did not provide a launch date, price, regulatory clearance number, product label, manufacturing partner, distribution agreement or clinical-trial results for the proposed uses. The company’s later public materials describe research and analysis services, but they do not resolve every milestone in the 2022 announcement.

Availability is particularly unclear. NeuroVigil’s FAQ says iBrain is not for sale and is loaned to pharmaceutical companies, government institutions and academic centers for research. Yet a company-issued release dated October 9, 2025, says a newer iBrain was being made available “on a research basis as well as on a consumer basis,” initially in small quantities. The two statements conflict. The 2025 release does not establish a public price, checkout process or available inventory, so a consumer should not assume the device can be readily purchased.

NeuroVigil’s current materials emphasize institutional research and services, including clinical-trial biomarker analysis, sleep studies, EEG data collection and brain-computer-interface work. Its collaboration page displays a requirement for at least $100,000 in external funding in a project field; that is not a published price for an iBrain device or NeuroVigil service. What the announcement does not establish

  • That the proposed Montreal services commitment was completed or paid in cash.
  • That the full team and partnership network formed as described or remains active.
  • That iBrain received regulatory clearance for diagnosing or treating the listed conditions.
  • That proposed biomarkers work in routine clinical care.
  • That a Dubai headquarters, publicly documented conglomerate structure, product pricing or sales volume exists.

These distinctions matter because much of the coverage of the 2022 event reproduced NeuroVigil’s own announcement. A press release is evidence of what a company said and planned; it is not independent confirmation that each plan produced a commercial or clinical result.

Who might consider NeuroVigil’s offering?

The public information points most clearly to a potential institutional fit: a research group, pharmaceutical company or other organization exploring EEG-based data collection and analysis. NeuroVigil’s materials do not present a standard retail price or an ordinary, clearly documented consumer purchase path. Researchers evaluating the service would need to ask directly about device configuration, data access, algorithm validation, study populations, regulatory status, and the terms and deliverables of any collaboration.

For clinical diagnosis, patients should rely on qualified clinicians and validated pathways rather than treating an exploratory EEG analysis or consumer-availability claim as a diagnostic result. Anyone evaluating an EEG platform should also distinguish a single-channel wearable from multi-channel systems: portability may simplify data collection, while channel count and study design affect what signals can be captured and how findings should be interpreted.

NeuroVigil is not Vigil Neuroscience

NeuroVigil is a privately held company, according to a statement by Philip Low, who also warned that it can be confused with Vigil Neuroscience, a separate company. That statement is Low’s own, not an independent securities filing. Readers considering investment should not infer that NeuroVigil stock is publicly traded; Low said its stock was not for sale.
