How UPS Is Using Data and AI to Transform Air-Cargo Operations

UPS is modernizing gateway operations with GTAP, digitized ULD tracking and centralized communication. Its reported savings are company figures, while broader AI and digital-twin claims describe a wider network strategy.

UPS’s air-cargo transformation is an operations-modernization program, not a standalone AI product. Its Gateway Technology Automation Platform (GTAP) combines digitized asset tracking, centralized communication and machine-assisted decisions to help gateway teams coordinate work and handle exceptions. UPS reported that GTAP identified $13.5 million in savings during 2024; its approximately $24 million figure for 2025 was a projection, not a confirmed result.

The operational problem GTAP was designed to address

UPS’s Worldport hub at Louisville Muhammad Ali International Airport handles an unusually large flow of freight and packages. CIO reported that the facility covers about 5.2 million square feet, employs more than 20,000 people and handles about 416,000 packages per hour. Those figures describe the scale of the reported case study, not a general measure of every UPS gateway.

Before GTAP, asset tracking relied heavily on manual processes, while load planners and ground crews used land-mobile radios. In an interview reported by CIO, UPS president of IT Alp Kayabasi described radio communication as limited by proximity and said planners lacked a unified view of assets and exceptions. Decentralized communication made it harder to coordinate from a central perspective. That account is specific to the operational context discussed in the interview; it does not establish that every gateway worked identically.

Unit load devices (ULDs)—the aircraft containers and pallets that consolidate freight and mail—make visibility especially important. A ULD that cannot be located promptly can create extra searching and reconciliation, complicate loading and consume time during aircraft turnaround. Tracking an asset can help teams find and account for it, but it does not by itself optimize how an aircraft is loaded.

What GTAP does—and what the name does not mean

UPS began work on the Gateway Technology Automation Platform in June 2023, according to CIO’s July 2025 case study. GTAP is best understood as an internal gateway-operations platform: it is intended to automate repetitive tasks, improve labor and equipment utilization, centralize exception management and give gateway teams a more common operating picture.

The reported components include digitized ULD tracking, “smart ULDs,” centralized Ramp Chat communications and AI-supported decision-making. That makes GTAP an industrial operations system, not a general-purpose AI platform or a chatbot. Public descriptions do not establish its exact AI models, vendors, sensor hardware, number of participating gateways or detailed technical architecture.

How asset data and communications feed operations

Digitized ULD tracking

CIO’s reporting cites UPS as managing more than 60,000 ULDs worldwide. Digitizing location and status information can reduce the need to search for equipment or reconcile it manually, and can give planners better information about what is available. The public account does not establish that every ULD is continuously connected or carries the same sensor package; “smart ULD” should not be read as a claim of universal autonomous sensing.

RFID and package events

RFID is a way to identify items and capture events, not an AI technique. In an April 2026 announcement, UPS said its RFID pickup sensing confirms when packages enter UPS’s possession and automatically senses packages as they move through the network. UPS presents this as a source of more timely package-level visibility and information for responding to disruptions.

The general data path is straightforward: an item or asset has an identifier; sensors record movement or possession events; those events enter operational systems; analytics can then identify patterns or exceptions; and workers or planners act on the information. RFID improves observability, but it cannot guarantee perfect data. Tags may go undetected or be damaged, events may be duplicated or stale, and sensor coverage, connectivity or system integration may be incomplete. UPS’s public announcement does not provide a complete coverage rate, error rate or return-on-investment breakdown.

Centralized communication

UPS has described Ramp Chat as a centralized digital communication channel that replaced radios in the relevant workflow. The description comes from a UPS LinkedIn post, rather than a technical specification. A shared channel can make an exception visible to more than the people within radio range and create a record that supports escalation and later review. It does not ensure a good outcome on its own: teams still need reliable operational data, clear responsibilities and workflows that connect messages to action.

Where AI fits in the workflow

The clearest operational case is machine assistance on top of data capture and workflow redesign. Algorithms can help classify exceptions, direct them to the right team, forecast congestion or resource needs, and compare possible responses. In a gateway, those capabilities could help planners sequence work or identify emerging service risks. Public material does not specify which of these functions GTAP performs in detail, so they should be treated as ways such systems can support operations, not as a verified inventory of GTAP features.

UPS’s broader planning strategy includes scenario modeling with inputs such as weather, transportation delays and volume forecasts. Its June 2026 corporate announcement also describes an expanding digital twin of the global network, updated every 10 minutes, and agentic control-tower capabilities. UPS says the twin models facilities, aircraft, ground networks and package flows. This is a company description of wider network-planning capabilities; it does not prove that every element is deployed at every facility or that GTAP itself performs all of those functions.

A forecast or recommendation is not the same as an operational decision. A system may flag a likely delay, but a person or established process still has to decide whether to reassign resources, change a plan or accept a service impact. Public descriptions support machine-assisted operations, not a claim that AI autonomously runs Worldport or controls the air-cargo network.

The savings figures do not support a meaningful GTAP return-on-investment calculation. The cited material does not disclose development and implementation costs, recurring software and sensor expenses, labor costs avoided versus redeployed, or whether savings overlap with related programs. Nor does it quantify a verified change in aircraft turnaround time, injuries, misloads, lost ULDs or radio traffic.

How the air-cargo project fits UPS’s wider transformation

UPS presents GTAP within a larger shift toward automation, data integration and network planning. Its broader efforts include Network of the Future, Network Reconfiguration, Efficiency Reimagined and Smart Package Smart Facility. RFID sensing and network modeling extend the same basic idea beyond the gateway: capture more reliable events, connect them to operating systems, then use analytics to help teams respond.

This program is also unfolding alongside cost and network changes. UPS’s 2024 earnings release described network-reconfiguration initiatives that include automation, operational-sort consolidation and end-to-end process redesign. Its 2025 earnings release discusses transformation actions amid expected volume reductions from its largest customer and broader network and cost changes. These sources describe multiple drivers; they do not establish that workforce changes are caused solely by AI or GTAP.

What customers can use—and what remains internal

GTAP is described as an internal UPS gateway platform; the public evidence does not establish that UPS sells it to other carriers. The customer-facing offering that most closely relates to supply-chain visibility and coordination is UPS Supply Chain Symphony, which UPS describes as a cloud platform integrating UPS and customer data, dashboards, APIs, analytics and exception tools. UPS says Symphony integrates 17 UPS services and APIs and can connect transportation and warehouse data. Its product page directs prospects to contact a UPS logistics expert; it does not publish a list price.

For existing UPS customers seeking shipment monitoring rather than a broad platform, UPS also lists Quantum View Manage, a visibility and reporting tool, along with APIs and EDI integration options on its technology page. These tools are not equivalent to an internal gateway-automation system. UPS’s broader managed supply-chain services and Forwarding Hub are aimed at companies seeking logistics execution as well as digital visibility; its 2025 overview describes freight forwarding, warehousing and related services.

Buyers should match the purchase to the operational problem. A shipper mainly needing UPS shipment alerts may not need a control tower. A company coordinating several carriers may prefer a neutral multi-carrier visibility platform; one struggling with freight planning may need a transportation-management system, while warehouse execution issues point toward a warehouse-management platform. RFID or IoT specialists address asset sensing, and managed control-tower providers combine technology with people and processes. The right fit depends on carrier mix, existing systems, integration capacity and whether the buyer wants software alone or managed logistics.

How to judge whether a similar system will work

The transferable lesson is to establish visibility and operational ownership before adding AI. A logistics operator evaluating a GTAP-like initiative should ask:

  • Data quality and coverage: Are asset events timely, complete and accurate across relevant gateways, shifts, aircraft types and exception categories?
  • Latency and integration: How long does an event take to reach planners, and can the system exchange information with warehouse, airline, customs and customer platforms?
  • Human control: Can workers challenge recommendations, apply local context and override decisions that conflict with safety procedures or work rules?
  • Explainability and accountability: Can managers see why an exception was prioritized and distinguish a model prediction from the action taken?
  • Resilience: What manual process takes over if tags, sensors, radios, networks, APIs or the central platform fail?
  • Economics: Are savings recurring, gross or net of costs, and are benefits being counted only once across overlapping programs?
  • Scale: Does the approach work outside a mega-hub like Worldport, where volumes, staffing and equipment may differ?

More tracking also creates more integration, storage, monitoring and governance work. Centralized exception handling can improve visibility but risk bottlenecks or miss a supervisor’s local knowledge. An optimization model may favor labor utilization or cost over safety, resilience, employee workload or premium-service commitments unless those priorities are explicit. During unusual disruptions, models trained on normal patterns may generate too many false alerts—or miss a real problem. A robust deployment therefore needs fallback procedures and a clear owner for each consequential decision.

The practical takeaway for logistics buyers

UPS’s air-cargo example is most useful as a sequence: identify assets and events reliably, connect them to a shared operating picture, redesign workflows around exceptions, and apply machine assistance where it improves a measurable decision. The public evidence points to internal gateway capabilities at UPS and customer-facing visibility and logistics products, not a GTAP license that other carriers can simply buy.
