TSMC’s 2025 $100 Billion U.S. Expansion: What It Means for Apple and Arizona

TSMC’s March 2025 announcement added $100 billion to its U.S. plan, and a further commitment in July 2026 lifted the stated total to $265 billion. Here’s what the Arizona expansion means for Apple, chip production and planned jobs.

TSMC’s $100 billion U.S. expansion headline refers to its March 2025 announcement of at least $100 billion in additional planned investment, which lifted its stated U.S. total from $65 billion to $165 billion. The story has since moved on: in July 2026, the company announced another $100 billion, bringing its stated U.S. investment plan to $265 billion. Neither total means the money has already been spent.

What did TSMC announce in 2025?

On March 3, 2025, TSMC announced at least $100 billion in additional U.S. investment; its formal release was dated March 4. The commitment increased the company’s earlier $65 billion U.S. plan to $165 billion. The expansion was centered on its Arizona campus and was slated to add three semiconductor fabs, two advanced packaging facilities and an R&D center. TSMC’s announcement and the Arizona Commerce Authority’s account describe the project.

These are planned investments, not a one-time transfer of $100 billion or evidence that the full amount has been spent. Construction and equipment purchases are expected to unfold over multiple years, and the pace can depend on customer demand, permitting, labor, utilities, market conditions and government support.

Why is TSMC described as Apple’s chipmaker?

Apple designs its own processors and TSMC manufactures them under contract. TSMC is an independent company, not an Apple subsidiary, and it also makes chips for customers including Nvidia, AMD, Broadcom and Qualcomm. Apple has called TSMC Arizona its first and largest customer. It said the site was producing tens of millions of chips for Apple in 2025, with chips intended for products sold in the U.S. and internationally. That does not mean all TSMC Arizona output is for Apple, or that all Apple chips will be made there. Apple’s announcement provides its account of the relationship.

How the Arizona plan grew—and what is operating

TSMC’s Arizona project began as a roughly $12 billion plan announced in 2020. It later expanded to $65 billion and three fabs before the 2025 commitment. TSMC says its first Arizona fab began high-volume production using its N4 process in the fourth quarter of 2024. Arizona officials said the site was producing advanced 4-nanometer chips for U.S. customers by January 2025. These are distinct milestones: announced investment and future facilities should not be confused with completed construction or operating production. TSMC’s Arizona page and the Arizona Commerce Authority give the project timeline.

What changed in 2026?

In July 2026, TSMC announced another incremental $100 billion in planned U.S. investment, taking its stated total to $265 billion. A U.S. government release hosted by NIST described the latest addition as four further advanced semiconductor manufacturing facilities and said the overall plan would encompass 12 leading-edge semiconductor and packaging facilities. TSMC’s Arizona campus description, meanwhile, lists six logic wafer fabs, two advanced packaging facilities and an R&D center, alongside later expansion. The two sources use different facility descriptions; their figures should not be treated as directly interchangeable without a shared definition of what counts as a facility.

The July 2026 announcement is an update to the 2025 story, not a replacement for its history: the 2025 $100 billion was incremental to $65 billion, and the 2026 $100 billion was incremental to the resulting $165 billion plan.

What chips and manufacturing steps are planned?

Logic fabrication

TSMC’s published Arizona roadmap says the first fab uses N4 process technology. The second fab is targeted to begin N3 volume production in the second half of 2027. The third is planned for N2 and A16 technologies, with volume production targeted by the end of the decade. These are company roadmap targets, not guarantees. The nanometer labels identify generations of manufacturing process technology; they do not describe the physical width of a finished chip.

Advanced packaging

A fab creates chips on silicon wafers. Advanced packaging connects and integrates chips after fabrication, a crucial step for high-performance computing and many AI systems. The two packaging facilities in the 2025 plan would extend the U.S. footprint beyond wafer fabrication. Apple also announced investment in a separate Amkor packaging and test facility planned for Arizona; that project could package and test Apple silicon made at the nearby TSMC fab, but it is not part of TSMC’s $100 billion commitment. TSMC’s 2025 release details its packaging plan, while Apple’s announcement describes its Amkor investment.

What could the expansion mean for jobs and the economy?

TSMC projected about 40,000 construction jobs over four years and more than $200 billion in indirect economic output in Arizona and across the U.S. over the following decade as a result of the 2025 expansion. These are company projections, not jobs already filled or economic activity already delivered. TSMC also says its first three Arizona fabs are expected to create 6,000 direct high-tech jobs, apart from construction and supplier employment. For the region, the potential extends beyond the fab payroll: construction, suppliers, workforce training and related services can contribute to a broader semiconductor cluster. But added capacity also requires skilled workers, reliable electricity and water, transportation and housing. The project’s scale alone does not establish how quickly those supporting needs can be met.

Why is TSMC expanding in the United States?

The project serves overlapping business and policy aims. TSMC has cited customer demand and government support; producing more chips near major U.S. customers can diversify manufacturing geography and bring some advanced capacity closer to the companies that use it. Washington and Taiwan also view advanced semiconductor manufacturing as strategically important. The expansion can reduce reliance on overseas production for some chips, but it does not remove global supply-chain exposure: equipment, materials, logistics and other inputs remain internationally distributed.

Political leaders have presented the investment as evidence that their policies are bringing manufacturing to the U.S. TSMC’s own explanation emphasizes customer demand and support. The public announcements establish the investment plans, but do not by themselves prove that any single political action caused them. How much government support is involved?

TSMC’s 2025 annual-report filing identifies up to $6.6 billion in direct CHIPS Act funding and up to $5 billion in government loans for the TSMC Arizona project. Those are separate from the company’s announced capital investment plan; they do not make the full $165 billion—or the later $265 billion—taxpayer-funded. The filing describes support for the Arizona project, not a claim that every later expansion phase receives the same terms. TSMC’s SEC filing provides the funding and loan figures.

What the headline does not mean

  • It does not mean Apple owns TSMC. Apple is a major customer; TSMC manufactures chips for multiple companies.
  • It does not mean all Apple chips will be made in Arizona. Apple’s disclosure of tens of millions of Arizona-made chips in 2025 is not a claim that its full chip supply will move there.
  • It does not mean iPhone assembly is moving to Arizona. The announced projects concern chip fabrication, packaging, R&D and related manufacturing, not complete device assembly.
  • It does not mean the U.S. will become self-sufficient in semiconductors. Domestic fabs add capacity, while the wider supply chain still depends on global inputs and logistics.
  • It does not mean $265 billion has already been spent. That is TSMC’s stated planned U.S. investment total after the 2026 announcement.
