DOJ Seeks to Forfeit More Than $7.74 Million in Crypto Tied to Alleged North Korean IT Worker Scheme

The DOJ’s June 2025 civil complaint seeks more than $7.74 million in cryptocurrency allegedly tied to North Korean IT worker activity. The filing is not a final forfeiture judgment.

The U.S. Department of Justice says it froze and seized more than $7.74 million in cryptocurrency tied to alleged North Korean IT worker activity, and on June 5, 2025, filed a civil complaint seeking to forfeit the funds. The familiar “$7.7 million” headline figure is rounded. The complaint is a legal allegation, not a final court judgment that the money has been forfeited.

What the DOJ filed—and what it does not mean

The Justice Department announced that it filed a civil forfeiture complaint in the U.S. District Court for the District of Columbia on June 5, 2025. The action seeks more than $7.74 million in virtual currency that the government says is connected to an alleged scheme to generate revenue for North Korea. DOJ’s announcement describes the amount as frozen and seized in connection with the alleged activity.

Those terms describe different stages. Some assets were frozen by Tether pending transfer to the U.S. government under the action; others had been seized into government wallets, according to the civil complaint. The complaint asks the court to forfeit the assets. The sources available for this article do not establish a final forfeiture judgment or a finding of liability in the civil case.

How workers allegedly generated and moved the cryptocurrency

Remote work obtained through concealed identities

DOJ alleges that North Korean IT workers used fraudulent or fraudulently obtained identification, along with other methods of concealing their identities and locations, to obtain remote employment. Some of the work was for blockchain development companies. The department says employers sometimes paid workers in stablecoins such as USDC and USDT, and alleges that the revenue benefited the North Korean government and helped it evade U.S. sanctions. These are allegations described by DOJ and the complaint, not findings established by the civil case.

Transfers intended to obscure the money trail

According to DOJ’s account of the complaint, the alleged laundering methods included fictitious accounts and a series of small transfers. The complaint also describes moving funds between blockchains (“chain hopping”), converting them into other virtual currencies (“token swapping”), buying NFTs, using U.S.-based online accounts, and commingling funds.

DOJ says some proceeds were routed through Sim Hyon Sop, whom it identifies as a North Korean Foreign Trade Bank representative, and Kim Sang Man, whom it identifies as CEO of Chinyong, also called Jinyong IT Cooperation Company. The filing presents these connections as part of the government’s allegations.

What the eight tranches tell us about the assets

The civil complaint identifies eight tranches of virtual currency as defendant property. Their custody status was not uniform: some had already been seized into government wallets, while some were frozen by Tether pending transfer to the government pursuant to the action. The complaint is the primary source for the listed property and procedural details.

DOJ’s public materials do not provide a complete asset-by-asset breakdown of the total. The total sought should therefore not be read as a list of eight equal amounts, or as proof that every tranche was already held by the government when the complaint was filed.

How this action fits into other North Korea enforcement cases

DOJ’s June 2025 announcement about the $7.74 million complaint places it within broader efforts against remote IT worker revenue schemes. A separate announcement described action involving 17 web domains and 29 financial accounts; those figures do not describe the assets in this civil forfeiture case. DOJ has also referred to laptops and remote-access devices recovered in a separate investigation.

In a later release, DOJ reported sentences in another facilitation case involving more than $5 million in revenue for North Korea. That case concerns different defendants and assets; the figure is not part of the $7.74 million civil action. DOJ’s broader enforcement announcement and later sentencing announcement describe those separate matters.

What to take away from the $7.74 million case
