Those accounts, reported by CyberScoop in 2025, do not establish that every affected student defaulted or owes a particular amount. A participant’s actual obligations depend on the program rules and their signed agreement.
What CyberCorps SFS asks of students
CyberCorps SFS supports cybersecurity study at participating institutions in exchange for a post-graduation cybersecurity service commitment. The service period generally matches the length of the scholarship. The program therefore links education funding to a future job obligation: a position must qualify, and the participant must meet the program’s timing and documentation requirements.
OPM’s student information page, accessed October 8, 2026, lists annual stipends of $27,000 for undergraduates and $37,000 for graduate students, tuition and education-related fees, and a $6,000 professional allowance. It also says students must complete a summer internship. These are the page’s listed terms, not a guarantee that every past award had identical terms. Award totals vary. What students reported about hiring disruptions
CyberScoop reported in 2025 that some participants had federal job or internship offers rescinded amid hiring freezes and budget cuts. Students interviewed described uncertainty about communication, job fairs, and whether available openings aligned with qualifying cybersecurity roles. The report said an informal student group had more than 200 members, according to an organizer; that is not a count of students with unfulfilled obligations or repayment assessments. The article also quoted an anonymous master’s student who feared lifelong debt. That fear reflects the student’s account, not a formal determination of liability. CyberScoop’s report.

After the story was published during the 2025 federal shutdown, OPM Director Scott Kupor said the agency was working with the National Science Foundation (NSF) to support participants and planned to issue guidance to agencies after the shutdown, encouraging them to use the program. That statement does not establish that guidance was issued or that any particular participant found a qualifying position. CyberScoop reported that NSF had not responded during the shutdown.
Which jobs may count toward the service obligation?
Do not assume that any cybersecurity-related job qualifies. OPM’s overview describes federal employment and, with NSF program-office approval, certain state, local, tribal, territorial government and federally funded research and development center roles. The regulation, 45 CFR § 620.1, also identifies other categories, including Congress, interstate agencies, certain government-affiliated nonprofits considered critical infrastructure, and cybersecurity educators at qualified higher education institutions. Eligibility can turn on the employer category, cybersecurity duties, approval requirements, and the participant’s agreement. Before accepting a role on the assumption that it will satisfy service, ask the program office or the responsible agency contact to confirm in writing that the position qualifies and what documentation is required.
How long does a participant have to find and complete qualifying work?
The regulation sets two important timing points measured from the start of the Commitment Phase:

- Start service: within 18 months after the Commitment Phase begins.
- Complete service: fulfill the commitment and submit required documentation within five years after that phase begins.
The obligation generally tracks the length of the scholarship, but individual agreements and circumstances matter. The regulation’s deadlines are not a blanket extension or guarantee for someone affected by a hiring freeze. Check the current regulation and signed agreement for the dates that apply to a specific award.
Could a participant have to repay the scholarship?
The regulation says failure to meet academic requirements or complete the service obligation results in forfeiture, with repayment or treatment of the award as a Direct Unsubsidized Loan under applicable terms. The rule does not mean that a news report of a rescinded offer automatically establishes a final debt for every student. Whether and how the requirement applies to an individual depends on the governing terms and the facts of the case; a participant should not infer a waiver or a repayment determination from the public reporting.

Because the award may include tuition, fees, stipends, and a professional allowance, the amount at issue can be substantial, but no standard total applies to every student. CyberScoop reported that awards can reach six figures; that reported possibility is not an assessed debt figure for any particular participant.

The Government Accountability Office says OPM began requiring complete and consistent data on participants’ post-award obligations in February 2026, closing a recommendation. That is an oversight and data-reporting update; it does not reveal how many participants remain without qualifying jobs or how many were ultimately assessed repayment. As of the sources available here, there is no authoritative current count of affected participants still seeking qualifying work, no total for repayment assessments, and no case-by-case account of how obligations were resolved. The 2025 participant accounts and agency statement should therefore be read as dated reporting, not as a current ruling on individual cases.

What to do if your offer was withdrawn or you cannot find a qualifying role
- Read your signed agreement. Identify the Commitment Phase start date, service length, deadline, qualifying employer categories, and required records.
- Ask for written confirmation about roles. Contact the program office or designated agency representative before relying on a job as qualifying service; retain the answer and the position description.
- Document the disruption and your search. Keep offer and rescission notices, recruiter correspondence, applications, job-fair information, and any communications about available openings.
- Request a written explanation of your status. If you have received a repayment or loan-conversion notice, ask the responsible program office which agreement provision and facts it relied on, and what review or response process applies.
- Seek qualified advice for a specific demand. A university financial-aid office, student legal-services provider, or attorney familiar with federal education obligations may help interpret your documents. Do not treat a general news account as a substitute for a decision on your case.
