Las Vegas Metropolitan Police said the juvenile was booked on identity-related, extortion and computer charges, and that prosecutors were seeking to move the case to the criminal division for possible adult prosecution. The suspect has not been named, and the charges are allegations, not proof of guilt.
What police say happened
LVMPD said multiple casino properties were targeted by sophisticated network intrusions between August and October 2023. The FBI Las Vegas Cyber Task Force, including LVMPD’s Cyber Investigative Group, took over the investigation. The teenager surrendered on September 17, 2025; police announced the case two days later. The interval matters: the booking came roughly two years after the attacks. LVMPD’s announcement identifies the suspect only as a juvenile male.
Police associated the activity with names used for overlapping threat-actor activity: Scattered Spider, Octo Tempest, UNC3944 and 0ktapus. These labels come from different authorities and researchers; they do not establish that every incident bearing one of those names involved the same people or a fixed membership roster.
What the charges allege
According to LVMPD, the juvenile was booked on six counts across four charge categories:

- Three counts of obtaining and using another person’s personally identifying information to harm or impersonate that person.
- One count of extortion.
- One count of conspiracy to commit extortion.
- One count of unlawful acts regarding computers.
Those descriptions do not establish that the teenager stole casino cash, received ransom proceeds, or personally performed each step of an intrusion. The police announcement does not specify his alleged role in the attacks. Being booked or charged is not a finding of guilt.
How the 2023 attacks reportedly worked
Contemporaneous reporting described a social-engineering route into company systems rather than a technical break of multifactor authentication’s cryptography. Attackers reportedly used voice phishing, or “vishing,” to persuade IT help-desk staff to reset authentication factors associated with privileged Okta accounts. Such a reset can undermine identity controls if staff are deceived into treating an attacker as an authorized employee.

Reports described subsequent access to cloud and enterprise systems. At MGM, attackers were reported to have reached Microsoft Azure and deployed ransomware against ESXi hypervisors. These technical details come from reporting and assessments, not from a public charging document establishing the juvenile’s actions. A 2023 Computer Weekly report on Okta and the casino attacks also cautioned that some claims came from attackers and could not be independently verified. The reporting describes activity in customer environments and abuse of identity-management privileges; it does not establish that Okta’s core service was itself compromised in the same way.
What MGM and Caesars disclosed
MGM: operational disruption and reported losses
Coverage of the MGM incident described slot machines becoming unavailable, hotel room-key systems and employee access being disrupted, and problems with bookings and reservations. MGM’s losses were reported at approximately $100 million. That figure is an estimate of the company’s incident-related losses, not an amount shown to have been stolen by or paid to the teenager. The available account also does not establish that every outage resulted from encryption; some disruption may follow defensive shutdowns or loss of system access.

Caesars: loyalty-program data
Caesars disclosed that attackers accessed information connected to its loyalty program. Reporting said the information was exfiltrated and that Caesars took steps to have it deleted. Coverage interpreted those steps as consistent with a ransom payment, but the available sources do not confirm whether Caesars paid directly or establish an exact payment amount.
The incidents illustrate different consequences of a cyber intrusion: interruption to a resort’s operations, exposure of customer data, and possible extortion. They should not be collapsed into a claim that the juvenile personally took money from casino floors or caused every reported loss.

Why “cyber heist” can mislead
“Cyber heist” is a headline shorthand, not a precise description of the charges. The official announcement describes alleged computer offenses, identity-related offenses, extortion and conspiracy. MGM’s reported loss is an economic impact, while Caesars’ disclosed data access concerns information exposure. Neither fact by itself proves that the suspect stole casino funds or personally received a ransom. The safest description is that he is accused of involvement in cyberattacks and an alleged extortion scheme affecting casino operators.

LVMPD said the Clark County District Attorney’s Office was seeking to transfer the juvenile to the criminal division, which could allow the case to proceed against him as an adult. The announcement does not say the request was granted. A request for adult prosecution is not the same as an order transferring the case, and the available reporting does not establish the current court status.

The suspect’s name was not released in the police announcement. Clark County’s inmate-search page cautions that people under 18 may not appear in the public online search. Their absence from that listing would not, by itself, establish release or dismissal.
How this relates to other Scattered Spider cases
The name Scattered Spider also appears in separate federal prosecutions. In a September 18, 2025 case involving Thalha Jubair, the U.S. Department of Justice alleged approximately 120 network intrusions, at least 47 U.S. victims and more than $115 million in ransom payments. Those are allegations in Jubair’s case, not evidence that the Las Vegas juvenile took part in all those incidents. The DOJ announcement should be read as separate case context, not as a charging document against the unnamed juvenile.
