Microsoft’s $250 Million Finland Data Center Plan: What Happened to the 2013 Announcement?

Microsoft announced a Finland datacenter plan in 2013 alongside its Nokia transaction. Its later Azure region is a broader project, and the two should not be conflated.

Microsoft’s Finland data-center headline refers to a real announcement made on September 3, 2013—not a current construction announcement. Microsoft said it would spend more than a quarter-billion dollars on capital and operating costs over several years for a facility intended to serve Microsoft consumers in Europe. The company is now developing a much broader datacenter region in southern Finland, but the available announcements do not establish that it is the same project as the 2013 plan.

What Microsoft announced in 2013

On September 3, 2013, Microsoft announced that Finland would be the home of a new datacenter serving its consumers in Europe. The company described an investment of more than a quarter-billion dollars in capital and operating costs over several years, with the possibility of future expansion. That is more precise than the shorthand “$250 million data center”: Microsoft did not describe the figure as an exact construction price or final project cost. Microsoft’s announcement did not give a specific Finnish site, capacity, or construction timetable.

Why Finland mattered to the announcement

The plan arrived during a broader expansion of cloud and online-service infrastructure in Europe. Contemporary industry coverage situated Finland within a growing Nordic datacenter market that included Google’s facility in Hamina and Facebook’s server operation in Luleå, Sweden. Azure and Xbox Live were among the services discussed in that context. Contemporary coverage also noted the region’s appeal as Microsoft expanded beyond its Dublin hub.

Finland’s climate, power infrastructure, connectivity, and technology workforce are relevant industry considerations for datacenter siting. They should be understood as context, however, rather than as a complete, documented explanation from Microsoft for its 2013 site decision. The public announcement identified Finland but did not set out a detailed site-selection rationale.

How the plan related to Nokia

Microsoft announced the datacenter plan alongside its proposed acquisition of substantially all of Nokia’s Devices & Services business. Microsoft put the transaction value at €5.44 billion, covering the business purchase and patent licensing, and also announced financing arrangements for Nokia. Nokia’s Finnish headquarters and local operations made Finland particularly salient in the day’s news.

That timing does not mean the datacenter was announced to support Nokia’s handset operations. Microsoft described its intended users as Microsoft consumers in Europe. Nokia explains the business context of the announcement, not a stated operational purpose for the facility.

What the 2013 announcement did not establish

  • A completed facility: the announcement was a plan, not evidence that construction had finished.
  • A precise location: it named Finland, not Espoo, Kirkkonummi, Vihti, or another municipality.
  • A fixed build cost: the figure covered capital and operating costs over several years and was stated as more than a quarter-billion dollars.
  • A direct link to the later Azure region: Microsoft’s 2022 project announcement describes a new datacenter region, but the sources do not establish that it is the 2013 facility under a new name.

The later Finnish Azure datacenter-region project

On March 17, 2022, Microsoft announced its intention to build a new datacenter region in southern Finland. Unlike the 2013 description of a datacenter, this later project was presented as a region with Azure Availability Zones. A facility is a physical building or site; an Azure region is a geographic deployment area, and Availability Zones are separate physical locations within a region intended to improve resilience. Microsoft said the region would support local data storage and processing and low-latency access for Finnish customers. Microsoft’s 2022 announcement also described plans to use emission-free energy.

Microsoft’s project information identifies campuses in Espoo, Kirkkonummi, and Vihti. These are locations in the later project, not details that can be retroactively assigned to the 2013 plan. See Microsoft’s Finnish project overview for the current regional scope.

Heat reuse, energy, and local impact

The later project includes a partnership with Fortum to capture datacenter waste heat and transfer it to district heating for Espoo, Kauniainen, and Kirkkonummi. The plan is to reuse heat, not to eliminate it. Microsoft’s stated energy and heat-reuse objectives describe project design; they do not establish that every indirect emissions category is zero.

Microsoft cited an IDC estimate that the 2022 project, its ecosystem, and Finnish cloud customers could generate more than €17.2 billion in new revenue and add more than 11,000 skilled IT jobs over four years. These are modeled projections, not measured outcomes. A separate Microsoft factsheet published in October 2025 estimated about 5.9 million construction work hours, more than 1,440 jobs at peak activity, and about 50 employees per building once operational. Those, too, are company estimates rather than independently audited results. Microsoft’s October 2025 factsheet provides the project estimates.

Construction status reported in 2026

In an update published April 28, 2026, Microsoft said first-phase construction had begun in late 2024 and was expected to reach completion around the turn of 2026–2027, after which commissioning would begin. The company also confirmed a second phase, with construction intended to start during 2026. The update describes a phased build: completing construction is not the same as commissioning the facilities or making the entire region operational. Microsoft’s April 2026 update is the basis for that schedule.

What the headline means now

The $250 million headline captures the scale of Microsoft’s 2013 plan, but it is a historical announcement and rounds Microsoft’s wording. The later southern Finland region is a separate, broader project in the available public record; readers should not treat it as proof that the original facility was built exactly as first described or at the announced investment level.
