How NCS Is Tackling the Enterprise IT Market

NCS is moving beyond its Singapore government-services base with industry-focused delivery, AI platforms and digital resilience for enterprise clients across Asia-Pacific.

NCS is trying to grow beyond its Singapore public-sector roots by combining industry-specific technology work, AI, systems integration and digital resilience for enterprise customers across Asia-Pacific. Its strategy is not simply to match global IT-services firms on scale: it is to make experience in complex, high-trust environments portable to commercial sectors, then support that work with regional delivery teams and major technology partners.

The enterprise challenge: turn public-sector credibility into commercial growth

NCS, the Singapore-headquartered technology-services company owned by Singtel, has a strong base in Singapore government and complex systems work. The opportunity is to apply that experience to commercial enterprises—but public-sector credentials alone do not prove expertise in every industry or market. NCS needs more commercial references, repeatable services, delivery capacity beyond Singapore and a larger share of higher-value digital, cloud, AI and integration work.

That puts it in competition with global integrators such as Accenture, IBM, Deloitte, Tata Consultancy Services, Infosys and Capgemini, as well as hyperscalers’ professional-services teams and specialist providers. NCS’s stated proposition is that its government experience can differentiate it with enterprises across Asia-Pacific, particularly where regulation, security and operational complexity matter (NCS About Us). Its challenge is to demonstrate that this experience translates into measurable commercial outcomes.

What NCS sells to enterprise buyers

NCS is not just an outsourcing provider. Its services span advisory, engineering, implementation and ongoing operations. The company’s current structure groups capabilities under Applications and Communications Engineering (ACE) and Digital Resilience (DR), with industry teams shaping solutions around particular sectors.

  • Industry programs: combinations of these services designed for needs such as clinical workflows, financial compliance, transport operations and public services.

The commercial logic is to take responsibility for a broader transformation or operating problem, not merely supply staff or install a single product. Whether NCS owns reusable technology, integrates third-party platforms or manages the resulting service will vary by engagement; buyers should establish that scope before comparing providers.

Why NCS changed its operating model

In FY2026, NCS moved from three strategic business units to 10 Industry Operating Groups and consolidated five service organizations into ACE and DR. It also established AI Central, led by a Chief AI Officer (Singtel FY2026 NCS CEO Review).

Industry Operating Groups

The 10 groups are intended to deepen sector knowledge and client relationships. Industry teams can focus on the business context and outcomes a buyer cares about, rather than selling a generic technology menu.

ACE and Digital Resilience

ACE brings together application, communications, engineering, infrastructure, platform, data, video and physical-AI capabilities. DR focuses on security, governance and resilient operations. The model aims to pool scarce technical skills across industry teams instead of duplicating them in each sector.

AI Central

AI Central coordinates AI strategy and capability across the company. The intended combination is industry intimacy at the customer edge with shared technical scale behind it. The execution test is whether a client gets a more responsive team and one accountable prime contractor—or encounters extra internal handoffs between industry, engineering and resilience groups.

AI is both a service line and a delivery bet

NCS is positioning AI as more than a consulting experiment. Its approach includes implementing AI in client workflows, building and operating AI-enabled applications, developing agentic capabilities, and using AI to improve its own delivery productivity. These are distinct activities: a pilot or assistant is not the same as an integrated production system with governed data, operational monitoring and an accountable owner.

In July 2026, NCS announced that its Sunshine.AI portfolio was expanding into sovereign-ready foundational and physical-AI platforms and agentic-assistant capabilities. The company also cited a practitioner playbook based on more than 100 AI projects (Singapore Economic Development Board announcement, July 9, 2026). These are signs of an effort to productize delivery, but the announcement does not by itself establish recurring revenue, broad customer adoption or independently measured outcomes. NCS’s FY2026 review describes goals such as making solutions cheaper, better, faster and safer; those should be read as company objectives, not verified performance results.

The company’s AI investment also includes internal capability building. In its FY2025 review, NCS said it was training all 13,000 employees in AI fundamentals, with 3,000 at practitioner level and 300 as AI leaders. On July 10, 2025, it announced a S$130 million AI transformation initiative over three years (NCS announcement). Both are company-reported commitments and training figures, rather than proof that AI has already improved delivery economics.

What “sovereign-ready” needs to mean in a contract

“Sovereign-ready” is not a single technical guarantee. A buyer should distinguish data residency from operational control, model ownership, jurisdictional exposure, hardware and cloud dependence, and the ability to keep operating during a supplier or cross-border disruption. NCS’s announced positioning does not establish that every component is locally hosted or independent of foreign technology providers.

Why AI projects can stall

An AI layer cannot compensate for poor data quality, unclear permissions or an unreformed process. NCS itself emphasizes clean, governed data and workflow redesign in its EDB announcement. Enterprises should treat those foundations, model evaluation, human oversight and integration into existing systems as part of the project—not optional work after a pilot.

Digital resilience makes AI more usable in high-risk environments

NCS presents resilience as part of the AI proposition, not merely as a separate cybersecurity service. Sensitive or mission-critical uses need security, data governance, compliance controls, reliable infrastructure, operational continuity and responsible-AI safeguards. That combination may matter particularly to financial services, healthcare, transport, utilities and government-linked organizations.

The positioning could help NCS appeal to buyers who need to move beyond experimentation without weakening controls. It also puts the company against cybersecurity specialists, cloud-security providers and enterprise risk consultancies, which may offer deeper expertise in a narrower discipline. Industry focus: where the model may fit

NCS’s strongest defensible foundation remains Singapore public-sector and complex-systems work. Its FY2026 Industry Operating Groups signal an effort to organize around vertical expertise, while FY2025 reporting identified strong enterprise demand in healthcare. That does not establish equal market strength in every sector.

Public-sector references can demonstrate experience with scale, integration and security, but do not substitute for evidence in a buyer’s own industry. That distinction matters most when the proposed work involves customer-facing products or sectors outside NCS’s established base.

A regional strategy with different roles for each market

NCS is seeking to pair customer markets with regional delivery capacity. The footprint is not uniform: Singapore is the established home base, Australia is a major enterprise-growth market, and India, the Philippines and Vietnam are also being developed as delivery and AI-implementation hubs.

This is a company-reported, dated figure, not a current headcount guarantee (Singtel FY2025 NCS CEO Review).
Greater China Opportunities involving multinationals in China, Singapore firms with Chinese operations, Chinese companies expanding abroad, and public-sector or enterprise data services in Hong Kong. The target segments are described in the FY2025 review; the material does not establish equal delivery maturity across all these customer groups (same FY2025 review).
India and Vietnam Developing delivery and AI-implementation capacity that can support regional programs. NCS describes these as developing hubs in its FY2026 strategy; that is not a measure of current capacity or customer-market share (Singtel FY2026 NCS CEO Review).
Philippines Delivery capacity linked in part to the Globe Telecom joint venture. NCS’s FY2025 review described a plan to grow the joint venture workforce from 150 to 1,200. It is a stated expansion plan, not confirmation that the target was reached (Singtel FY2025 NCS CEO Review).

A wider network can improve capacity and support regional clients, but it also requires consistent quality, clear accountability, local regulatory knowledge and careful handling of data-transfer rules. Buyers should establish which country’s teams will do the work and who owns delivery across entities and partners.

Partners extend NCS’s reach—and complicate the value question

NCS names partners including AWS, Google Cloud, Databricks, Dell Technologies, Hewlett Packard Enterprise, Cisco, Alibaba Cloud and Globe Telecom. These relationships let it combine local domain knowledge and implementation with platforms enterprises may already use, rather than build every infrastructure and software layer itself (Singtel FY2026 NCS CEO Review; EDB announcement).

The strategy is ecosystem orchestration: NCS can help select, integrate and operate technology across a client’s environment. The trade-off is dependence on partners’ pricing, road maps, model performance and terms. If a hyperscaler controls the infrastructure and a software vendor controls the data platform, NCS must show what differentiated value it retains through its own intellectual property, sector knowledge, delivery methods and continuing customer relationship. A partner logo does not establish that NCS owns or independently provides the partner’s technology.

What the financial record does—and does not—show

For the fiscal year ended March 31, 2025, NCS reported revenue of S$2.98 billion, up 5% year over year, and EBIT growth of 39%. It also reported S$3.2 billion in secured bookings; bookings represent secured work, not revenue recognized in that year. These are company-reported FY2025 figures (Singtel FY2025 NCS CEO Review; NCS Sustainability Progress Report 2025).

The FY2026 review describes strong revenue growth and record EBITDA performance but does not provide the precise figures cited here. The FY2025 numbers therefore should not be treated as FY2026 results. For the strategy to create durable value, the indicators to watch are the quality of margins, repeat use of AI platforms and other intellectual property, delivery utilization, and the share of work won as multi-year programs rather than one-off projects.

AI can improve productivity, but it can also reduce billable labor needs, increase infrastructure costs and shift value toward cloud or model providers. NCS will need to capture value through reusable platforms, managed services and client relationships rather than relying only on selling personnel time.

How NCS compares with other provider types

NCS is not a like-for-like alternative to every cloud provider, global consultancy or security specialist. Its fit depends on whether a buyer needs a regional transformation partner that can integrate multiple layers and stay involved in operations.

  • Global IT-services firms: may be a better fit for multinationals prioritizing worldwide scale and a broad global reference base. NCS’s case is strongest where Singapore and Asia-Pacific context, public-sector experience or regional delivery matter.
  • Hyperscalers: offer direct access to their own cloud and AI infrastructure. A buyer may still need an integrator to modernize applications, coordinate platforms and change business processes.
  • Cybersecurity specialists: may provide deeper focus in a narrowly defined security discipline, while NCS can combine resilience with broader systems integration and operations.
  • Regional firms: may compete on local knowledge or delivery economics. Buyers should compare sector references, scale, accountability and the ability to support the relevant countries.

NCS’s own homepage cites an IDC-based number-one IT-services market-share claim for Singapore and Southeast Asia. It should be understood as NCS’s attributed claim, not an all-purpose ranking: geography, vendor-revenue methodology, service category and measurement period shape what it means (NCS Singapore homepage).

Questions to ask before selecting NCS

Enterprise buyers can make the comparison concrete by asking for evidence and responsibilities in the proposed scope:

  1. Which AI capabilities are generally available products, and which are bespoke projects?
  2. What documented customer outcomes can NCS show for cost, revenue, cycle time, quality or risk?
  3. Where will data reside, and what controls apply to operations, models and cross-border access?
  4. Which foundation models and cloud platforms are supported, and what changes if the client later changes providers?
  5. How are AI agents evaluated, authorized, monitored and stopped when their output is unsafe or incorrect?
  6. Which work is NCS responsible for, and which responsibilities remain with AWS, Google Cloud, Databricks or another partner?
  7. Which teams and locations will deliver the work, and who is accountable for service quality across them?
  8. How will cybersecurity operations, incident response and business continuity be handled?
  9. What are the implementation timeline, total cost of ownership and ongoing managed-service costs?
  10. What service levels apply if an AI-enabled system supports a critical operation?
  11. Can the client retain practical portability of its data, workflows, prompts, models and integrations?
