The government reduced the applicable rate to 10% from 1 August 2024, subject to an importer undertaking. The budget schedule also specified 10% from 1 April 2026 onward, but importers should check current official tariff materials and later notifications before applying a rate to a shipment. The claim that scientists expressed alarm is not substantiated by the official sources cited here.
What changed, and when?
The 150% rate was a short-lived 2024 change, not a rate that the cited budget schedule carries forward as the general rate from April 2026. The key dates and rates are:

The 2026 budget document separately addresses other diagnostic or laboratory reagents under tariff item 3822 90 90; it says their rate continues under the First Schedule. That is a different tariff classification from heading 9802, so the two should not be treated as interchangeable. [c004]
Which laboratory chemicals fall under heading 9802?
Heading 9802 is not a blanket category for all chemical imports. A Jawaharlal Nehru Custom House notice describing Chapter 98 Note 3 says the covered laboratory chemicals are imported for the importer’s own use and not for resale, are in packs no larger than 500 g or 500 ml, and have features identifying them as laboratory chemicals. - Use: The stated condition is the importer’s own use, not resale.
- Pack size: The stated maximum is 500 g or 500 ml per pack.
- Identification: The goods must have features identifying them as laboratory chemicals.
These conditions matter when considering whether a particular shipment belongs under heading 9802. They should not be generalized to every laboratory reagent or chemical, and the notice alone does not determine the classification of an individual import.
What is the duty now?
The 2024 budget schedule specified 10% under heading 9802 from 1 April 2026 onward. That is the scheduled rate stated in that budget document, not confirmation that no later change applies to a particular import. For an actual shipment, check the current official tariff, subsequent customs notifications, the goods’ classification, and whether the shipment meets the relevant conditions.

The official sources cited here establish the announced increase and subsequent reduction, but do not identify scientists who expressed alarm, supply named statements, or quantify effects on research budgets, laboratories, or supply. The claim in the original headline therefore cannot be presented as established on this evidence.
