OpenAI Reached 1 Million Business Customers in 2025—Not 1 Million Users

OpenAI’s November 2025 announcement counted more than 1 million paying business customers across workplace ChatGPT and API use—not one million individual employees. The company later reported more than 2 million businesses, but the figures reveal little about active usage, revenue, or customer outcomes.

OpenAI said on November 5, 2025, that it had passed 1 million business customers worldwide. That was a count of organizations actively paying for business use—not a count of one million employees using ChatGPT. OpenAI included both workplace ChatGPT products and companies consuming its models through the developer platform. The company later reported a higher figure: more than 2 million businesses, in an August 2026 post.

What OpenAI said it had counted

In its November 5, 2025 announcement, OpenAI described the milestone as more than 1 million business customers globally. It defined those customers as organizations actively paying for business use. The count covered two broad routes: workplace ChatGPT products and direct use of OpenAI models through its developer platform.

That distinction matters. The number is not one million ChatGPT Enterprise subscriptions, nor does it establish that one million individual employees used ChatGPT. An organization using OpenAI’s API in its own product could be counted without its employees using ChatGPT’s interface.

Customer, seat, and user are different measures

  • Business customer: An organization paying OpenAI for business use.
  • Seat: An individual allocation within a workplace account. One organization can have many seats.
  • End user: A person who actually uses a product; a seat count does not by itself establish active use.
  • API customer: A business paying to consume models through the developer platform, potentially inside its own software rather than through ChatGPT.

OpenAI did not use active individual users as the primary definition for the one-million milestone.

What the other numbers add—and what they do not

OpenAI’s November announcement also reported more than 7 million ChatGPT for Work seats and said ChatGPT Enterprise seats had grown ninefold year over year. Those are company-reported figures; the announcement did not provide an independent audit or a detailed reconciliation between seats and business customers.

OpenAI named Amgen, Commonwealth Bank, Booking.com, Cisco, Lowe’s, Morgan Stanley, T-Mobile, Target, and Thermo Fisher Scientific among its business customers. The examples demonstrate that the company cited organizations across sectors, but the announcement did not disclose how many customers were large enterprises, small businesses, or API-only accounts.

The post also put ChatGPT above 800 million weekly users at the time. That is a separate, broader usage measure and should not be conflated with the business-customer count.

Why OpenAI said the milestone matters

OpenAI’s argument was that consumer familiarity with ChatGPT can make workplace adoption easier: employees already know the interface, which may reduce friction when organizations move from trials to wider deployment. The company described uses spanning internal operations, customer experiences, team workflows, company knowledge, coding, refactoring, workflow automation, and enterprise agents.

It pointed to company-knowledge integrations involving Slack, SharePoint, Google Drive, and GitHub, and to AgentKit for building and deploying agents. OpenAI also said businesses were seeing meaningful returns. Those are the company’s descriptions and interpretations; the announcement did not publish a standardized, independently verified return-on-investment methodology across customers.

OpenAI later reported more than 2 million businesses

In an August 2026 post, OpenAI said its products had reached more than 2 million businesses. That later company-reported figure means the one-million mark is a November 2025 milestone, not the latest total OpenAI has disclosed.

The later post did not reproduce the full counting methodology from the 2025 announcement. It is therefore safer to treat the figures as successive company disclosures, rather than assume that their definitions and counting methods are perfectly comparable.

What the customer count cannot tell a buyer or investor

A single organization counts as one customer whether it has a small API bill or thousands of workplace seats. The raw total is therefore a distribution signal, not a complete measure of commercial scale or adoption depth. The announcement did not break out:

  • Customer size, active-user levels, seat utilization, or usage intensity.
  • Retention, expansion within accounts, or the number of deployments that moved beyond pilots.
  • Independent verification of the count or a common ROI measurement across customers.

OpenAI characterized itself as the fastest-growing business platform and described customer returns positively. Those claims should be understood as the company’s own characterization, not as independently established proof of market leadership or outcomes for every customer.

What the announcement means if your company is evaluating OpenAI

The milestone can indicate that OpenAI has broad paid business distribution, but it does not decide whether a particular product fits your organization. First identify the buying path: an employee-facing workspace, a negotiated enterprise deployment, or models embedded in your own software. Those are different products and spending models.

ChatGPT Business

OpenAI’s help documentation describes ChatGPT Business as a shared workspace with centralized billing and administrative controls. Its published seat documentation lists a two-standard-seat minimum, with prices of $25 per user per month when billed monthly or $20 per user per month when billed annually in most countries; local prices can vary. Certain capabilities may also involve usage-based credits. OpenAI says it does not train its models on ChatGPT Business workspace data under its stated business privacy commitments. Check the seat and billing details and business product documentation for current terms.

ChatGPT Enterprise

Enterprise is a sales-managed route for organizations that need custom contracting and broader enterprise deployment arrangements. OpenAI describes pricing as custom rather than publishing a standard public rate. See its ChatGPT business pricing page for the current contact path.

OpenAI API

The API is the relevant route when a company wants to put models into its own application, product, or workflow rather than provide employees with a standalone ChatGPT workspace. API charges and ChatGPT seat subscriptions are separate commercial paths. OpenAI’s developer platform and API pricing page provide the relevant product and pricing information.

Checks to make before choosing

  • Estimate likely active seats and usage, not just the number of people eligible for access.
  • Confirm data-governance, identity, administrative, and procurement requirements with the vendor.
  • Check integrations with the systems employees actually use, such as collaboration tools, storage, code repositories, and internal knowledge bases.
  • Model fixed seat costs separately from variable API or credit consumption.
  • Compare the deployment model with tools already embedded in your organization’s software ecosystem. Microsoft 365 Copilot, Google Workspace with Gemini, Claude for business, and AWS Bedrock are alternatives to evaluate for different stacks and needs: Microsoft, Google, Anthropic, and AWS.
