Hyperledger CBDC E-Book: Download, Summary, and 2026 Context

The Hyperledger CBDC e-book offers a historical introduction to CBDCs and DLT experiments. Find the official PDF and understand what it can—and cannot—tell you in 2026.

The official Hyperledger CBDC e-book is Hyperledger in Action: Central Bank Digital Currency, a downloadable overview of CBDCs, distributed-ledger technology, and projects that explored Hyperledger tools. It is useful for historical context and an introduction to the topic, but it is not a current implementation guide or a neutral verdict that every CBDC needs blockchain.

What is the Hyperledger CBDC e-book?

Hyperledger in Action: Central Bank Digital Currency is a Hyperledger Foundation publication distributed through the Linux Foundation. It introduces CBDCs, outlines the case the Foundation makes for open-source development, and describes projects and experiments that explored distributed-ledger technology. The publication is commonly associated with 2022-era files, including filenames such as Hyperledger_CBDCs_ebook_2022; multiple filenames and revisions circulate, so the name alone does not identify a particular edition.

It is an ecosystem overview, not a single software product, a central-bank policy document, or proof that Hyperledger supplied production infrastructure for every project it mentions. Its discussion of Hyperledger’s role and the value of open source should be read as the Foundation’s perspective.

Where to download it and how to check the PDF

Start with the official Linux Foundation publication page. The Linux Foundation-hosted PDF is another direct access route. The publication is presented as a downloadable e-book, not a conventional paid book; access or registration requirements can change.

If you encounter multiple copies, compare the title page, publisher, revision label, publication details, and page count. A filename marked “V4” is not by itself proof that its contents are newer. Prefer Foundation-hosted links to unverified mirrors, particularly ones asking for payment or unrelated personal details.

What the e-book covers

The publication introduces the Hyperledger Foundation and discusses CBDCs, distributed-ledger technology, open-source development, and examples of international experiments. Its case-study coverage includes projects connected with the European Central Bank, France, Thailand, Cambodia, Nigeria, Spain, Australia, and Saudi Arabia and the United Arab Emirates. The accompanying Linux Foundation announcement also identifies Project Inthanon-LionRock.

These are examples discussed as projects, research, pilots, or experiments—not evidence that each jurisdiction launched a production CBDC on Hyperledger. A pilot can demonstrate a technical concept without proving national-scale capacity, public adoption, legal enforceability, or long-term operational readiness.

CBDC concepts that help put the book in context

A central bank digital currency is digital money issued by, or representing a liability of, a central bank. It is distinct from commercial-bank deposits, private stablecoins, and cryptocurrencies. A CBDC could be designed in different ways; the label does not dictate its users, payment model, or underlying technology.

  • Retail CBDC: intended for individuals and businesses. Wholesale CBDC: intended mainly for financial institutions and settlement.
  • Domestic: designed for use within one jurisdiction. Cross-border or multi-jurisdictional: designed to support payments or settlement across borders.
  • Account-based: balances are associated with accounts and identity arrangements. Token-based: value is represented through digital tokens or credentials. Actual designs can combine features.
  • Centralized or distributed infrastructure: refers to how records, responsibilities, and operations are arranged. A CBDC does not inherently require blockchain or DLT.

The European Central Bank’s digital-euro architecture report considers centralized and partially decentralized infrastructure options. The BIS foundational CBDC report emphasizes that design must also address legal soundness, security, monetary and financial stability, and coexistence with existing forms of money.

Why consider distributed-ledger technology?

A permissioned distributed ledger may help authorized institutions share infrastructure, coordinate transaction processing, test programmable settlement, or explore interoperability. A central bank might also value auditable records and distributed operation. These are possible design benefits, not guaranteed outcomes.

DLT adds choices and costs of its own: who governs membership, which participants can see which data, how consensus works, how errors are corrected, and how the system integrates with existing payment and banking infrastructure. A centralized database may offer simpler control and operations for a single-operator design. The relevant question is whether shared-ledger capabilities solve a real requirement better than the alternatives.

  • Permissioned does not automatically mean private. Privacy depends on identity, access controls, transaction visibility, cryptography, data retention, and governance.
  • Immutability is not a complete recovery policy. Fraud response, mistaken payments, disputes, sanctions, and legal correction may require carefully designed procedures.
  • Open source does not mean cost-free delivery. Architecture, integration, cybersecurity, infrastructure, monitoring, upgrades, training, and support still require resources.

Which Hyperledger projects are relevant?

Hyperledger is an ecosystem of open-source projects, not one blockchain. Fabric and Besu have different architectures, and other projects may support particular tasks. The table describes possible relevance, not a recommendation or confirmation that any project is suitable for a national CBDC.

Hyperledger Fabric Permissioned enterprise ledger. Could suit institutional networks needing controlled membership, governance, or fine-grained data sharing. Privacy, governance, integration, and operations still require substantial design.
Hyperledger Besu Ethereum client compatible with the Ethereum Virtual Machine (EVM). Could suit experiments using EVM smart contracts and Ethereum development tools, including private networks. It is not a complete CBDC system; identity, wallets, compliance, and monetary functions are separate requirements.
Cacti Interoperability tooling. May be relevant when an experiment needs to connect ledgers or systems. Fit depends on the specific architecture and requirements.
Caliper Blockchain benchmarking framework. Can help test performance and behavior under selected conditions. A benchmark is not proof of national-scale production readiness.
Bevel Deployment automation tooling. May help automate deployment of enterprise DLT networks. Automation does not replace security review, governance, or ongoing operations.

Hyperledger’s project directory lists projects across the ecosystem. Inclusion in that directory is not a CBDC suitability assessment. The Fabric 2024 project review describes the 2.5 branch as a long-term-support line at that time; it should not be treated as confirmation of the latest 2026 release. What the e-book cannot settle

Technology is only one part of a CBDC decision. A central bank and its public authorities must determine who may hold or distribute the currency, what privacy the law permits, how identity and compliance work, whether offline payments are supported, how lost credentials can be recovered, and how payments interact with existing financial institutions. They must also address cybersecurity, monetary-policy implications, cross-border controls, governance, and long-term operations.

Hyperledger does not issue national currency, decide whether a country launches a CBDC, or provide a universal turnkey CBDC product. A prototype built with an open-source project does not automatically have regulatory approval or production support. The software may be open source, while implementation, hosting, integration, and service-provider support carry separate costs. The Hyperledger annual report describes its Certified Service Provider program in terms of services such as installing, configuring, operating, managing, and troubleshooting Hyperledger networks; current provider status and terms should be checked directly.

Is the e-book still worth reading in 2026?

Yes, if you want an accessible historical overview of CBDC experimentation, Hyperledger’s technology ecosystem, or the reasons some teams considered permissioned DLT and open-source development. No, if you need current project status, legal guidance, production instructions, current software versions, independent performance evidence, or a neutral comparison of centralized and distributed architectures.

For a current example of why dates matter, the ECB’s digital-euro project page describes a later phase of work than the older e-book. As of the ECB material available in July 2026, it described a draft scheme rulebook version 0.91 and said potential first issuance could occur in 2029 if the necessary EU legislation were adopted during 2026. That is a project aim subject to legislation, not a guaranteed launch date. Use current central-bank and legal sources for project status, and current official Hyperledger documentation for software details.
