It also established a graphics-card manufacturing facility in Batam, Indonesia. The company said the changes were intended to help it navigate U.S. restrictions on certain advanced NVIDIA products—not to create an automatic exemption from them.
Who is PC Partner?
PC Partner Group Limited is the corporate parent behind the ZOTAC, Inno3D and Manli graphics-card brands. It also manufactures graphics cards for other companies and operates in areas including mini-PCs, motherboards, industrial cards, electronics manufacturing services and other PC hardware. The group sells products in more than 70 countries and has regional operations beyond Singapore, including in Hong Kong, mainland China, Japan, South Korea and the United States. These names refer to different things: PC Partner is the listed parent company; ZOTAC, Inno3D and Manli are brands operated by the group; Singapore is the new corporate management and decision-making base; and Batam is a manufacturing location. A Singapore headquarters does not mean every product is made there.
What moved to Singapore—and what moved to Indonesia?
PC Partner described a move of management substance, not just a change of registered address. The company said Singapore would become the group’s global headquarters and principal place of decision-making, where business and operational activities would be directed, controlled and coordinated. It planned to move most senior executives and its headquarters finance team there and to hold board meetings in Singapore. Its five-year Singapore office lease began on November 15, 2024. The manufacturing part of the restructuring was in Batam, Indonesia. PC Partner initially said its high-end VGA-card facility there was expected to be operational in the first quarter of 2025. Its 2025 interim report later described both the Singapore headquarters relocation and the Batam facility as completed by the end of fiscal 2024. The filing also said businesses not dependent on restricted products, including parts of its consumer-electronics operations, would continue in Hong Kong and mainland China.

Why did U.S. GPU restrictions matter?
PC Partner’s filing referred to U.S. “Trade Restrictions” affecting advanced NVIDIA products. U.S. export controls are not a blanket ban on every graphics card. They can depend on the product’s technical characteristics, destination, end user, end use, and the rules in force at the time; controls can also involve foreign-produced items and U.S.-person activity. Restrictions on advanced AI or data-center accelerators should not be treated as identical to rules affecting a particular high-end consumer GPU.
The policy environment continued to develop after PC Partner announced its restructuring. On January 15, 2025, the U.S. Bureau of Industry and Security announced strengthened controls involving advanced computing semiconductors, foundry and packaging due diligence, reporting, licensing and additional Entity List designations, including entities in Singapore. BIS described the measures and their scope in its announcement. Separate from legal permission to ship a product, NVIDIA’s allocation and licensing decisions can also affect whether a manufacturer can obtain it.
How could the new structure help?
PC Partner’s legal advisers said U.S. authorities would likely consider the company’s principal place of business and where its management directs and coordinates operations. The company’s stated rationale was that establishing those functions in Singapore, while making affected cards in Indonesia, could improve its position when seeking to source and ship restricted products. Its filing said such products might be shipped to Singapore or Indonesia for graphics-card production, subject to ordinary U.S. licensing requirements.

That is regulatory positioning and supply-chain diversification, not proof of a loophole. A genuine shift in management and production may matter to regulatory analysis, but the outcome depends on the specific transaction and the applicable rules. PC Partner itself warned that the restructuring might not be sufficient because U.S. rules and their interpretation could change. It also remained dependent on NVIDIA and identified risks including shortages, allocation changes, price changes and loss of access to alternative suppliers. The filing details the company’s caveats and supplier risks.
What did PC Partner report after the move?
In its 2025 interim report, PC Partner said that after completing the relocation and its Singapore Exchange listing, it was able to obtain NVIDIA’s GeForce RTX 5090 GPU. This is the company’s reported business outcome; the report does not establish that the relocation alone created a blanket legal exemption or identify a universal authorization for all shipments.
The same report recorded first-half 2025 revenue of HK$6,355.3 million, compared with HK$4,944.2 million in the first half of 2024, a 28.5% increase. VGA-card revenue was HK$5,770.3 million, up 41.1% year over year, while brand-business revenue was HK$4,961.0 million, up 60.3%. PC Partner cited strong demand for RTX 50-series cards. Those figures show growth alongside the restructuring and reported GPU access; they do not, by themselves, prove the move caused either the sales increase or the product access. No automatic exemption follows from incorporation, a headquarters move or a stock-exchange listing. PC Partner’s own account retained licensing requirements and uncertainty. Singapore has also said it will investigate deceptive or dishonest practices intended to evade export controls and take action under Singapore law. Companies operating there must comply with applicable export-control and international-law obligations. Singapore’s Ministry of Trade and Industry has set out that position.

Singapore has issued guidance and outreach on unilateral U.S. controls covering advanced semiconductors and AI technologies, including the need for accurate export-permit declarations. Its Ministry of Trade and Industry described support and advisories for businesses in a February 25, 2026 reply. The written reply provides those details. For any particular shipment, the product, destination, end user, end use, license status and rules then in force matter; the company’s headquarters alone cannot settle the question.
What does the move mean for graphics-card buyers?
The restructuring may broaden where some cards are assembled, but it does not establish that all ZOTAC, Inno3D or Manli cards are made in Indonesia—or Singapore. Country of origin can vary by model and production batch. Check the specific card’s packaging, retailer listing or regulatory label rather than inferring origin from PC Partner’s headquarters.
The change may affect availability if the new manufacturing and shipping footprint gives the company more flexibility, but it does not guarantee a particular product will be in stock or cost less. A change in manufacturing location also does not, by itself, show that a card’s design, GPU supplier or quality has changed. Warranty, importer and service arrangements remain specific to the product and the buyer’s region.
