Top Intel Stories of 2025: A Turnaround Tested by 18A, NVIDIA and Cost Cuts

Intel’s 2025 was a turnaround under pressure: new leadership, cost cuts, 18A production and major investments brought progress, but not a full recovery.

Intel’s defining story in 2025 was not a completed comeback. It was a high-stakes attempt to make a turnaround credible: the company changed CEOs, cut costs and slowed parts of its factory expansion, while pushing its 18A manufacturing process into high-volume production and bringing in capital from NVIDIA, SoftBank and the U.S. government. Revenue remained almost flat and Intel still reported a GAAP loss, so the year’s milestones showed progress—not a settled recovery.

1. Lip-Bu Tan became CEO and reset Intel’s priorities

Intel announced on March 12 that Lip-Bu Tan would become CEO on March 18, succeeding interim co-CEOs David Zinsner and Michelle Johnston Holthaus. Tan, who had led Cadence Design Systems and previously served on Intel’s board, returned to the company at a moment when investors and customers wanted a clearer plan after a difficult 2024. At Intel Vision in March, Tan emphasized customer engagement and engineering focus. The shift mattered because Intel had to rebuild confidence in both its products and its foundry operation: customers needed reason to believe its road maps, while the company needed stricter scrutiny of projects and spending. 2. Restructuring cut costs and narrowed the factory build-out

Intel’s second-quarter restructuring plan paired workforce reductions with a more selective approach to capital spending. The company announced a planned reduction of about 15% of its core workforce and targeted roughly 75,000 core employees by year-end. It set non-GAAP operating-expense targets of $17 billion for 2025 and $16 billion for 2026, and a gross-capital-expenditure target of about $18 billion for 2025. The pullback reached the physical footprint as well as payroll. Intel canceled planned projects in Germany and Poland, consolidated Costa Rican assembly and test operations into Vietnam and Malaysia, and slowed construction at its Ohio site. It also disclosed about $1.9 billion in second-quarter restructuring charges and roughly $800 million in impairment and accelerated-depreciation charges related to excess tools. This was not abandonment of domestic manufacturing: Intel continued investing in U.S. facilities and pursued 18A production. It was a retreat from building every planned site at the prior pace. That distinction captures the central tension of Intel’s strategy: it needed major investment to regain manufacturing credibility, but could no longer fund expansion without matching it more closely to demand, customer commitments and available cash.

3. Intel 18A reached high-volume manufacturing

Intel reported that its 18A process entered high-volume manufacturing in Arizona and Oregon late in 2025. The process combines RibbonFET, a gate-all-around transistor design, with PowerVia, Intel’s backside-power-delivery technology. Intel identified Panther Lake as the first client product built on 18A, making the process a test of whether new manufacturing technology could progress from development into production for a flagship CPU. Panther Lake’s place in the 2025 story requires a date distinction. Intel said in March that 18A remained on schedule; it unveiled Panther Lake architecture on October 9 and expected shipping later that year; it subsequently reported the late-year high-volume manufacturing milestone. High-volume manufacturing is meaningful evidence of execution on Intel’s own process roadmap. It does not by itself establish that 18A had competitive yields or economics, that external foundry customers were using it at scale, or that Intel had restored process leadership. Those remain separate measures of success.

4. NVIDIA committed $5 billion and a product collaboration

On September 18, NVIDIA and Intel announced a collaboration spanning data centers and PCs, alongside a planned $5 billion NVIDIA investment in Intel common stock at $23.28 per share. NVIDIA committed to work with Intel on custom x86 CPUs for its data-center platforms. For PCs, the companies described Intel-built x86 system-on-chips incorporating NVIDIA RTX GPU chiplets, with NVIDIA NVLink providing a connection between their architectures. The deal mattered as financing and as a signal that NVIDIA saw strategic value in working with Intel’s CPU and platform capabilities. It also offered a way to keep Intel x86 CPUs involved in AI infrastructure at a time when spending and attention were moving toward accelerator-based systems. But the investment, product collaboration and NVLink integration are distinct parts of the agreement, not evidence that NVIDIA had chosen Intel to manufacture its leading AI GPUs.

Nor did the partnership erase Intel’s gap in AI accelerators or guarantee material near-term revenue from the products. It made Intel a potentially important CPU and systems partner in NVIDIA’s ecosystem; it did not make Intel a peer competitor to NVIDIA in accelerated computing.

5. The U.S. government became a direct Intel investor

In August, Intel entered agreements with the U.S. government tied to support for domestic semiconductor technology and manufacturing. Intel’s later filings say the arrangements included receipt of the remaining $5.7 billion in accelerated disbursements under its commercial CHIPS Act agreement and the issuance of Intel common stock to the government. The arrangement made Intel’s role in U.S. industrial policy more direct: public support was intended to help sustain domestic manufacturing and technology development, and the government acquired exposure to Intel through stock. That is strategic support for a company considered important to U.S. semiconductor capacity; it is also a reminder that Intel’s capital needs were substantial. Government backing cannot replace competitive products, customer demand or sound manufacturing economics.

6. Intel sold control of Altera and part of its Mobileye holding

Intel agreed in April to sell 51% of Altera for about $4.3 billion in net purchase consideration. The transaction closed in September, leaving Intel with a 49% minority stake; Altera’s results were no longer consolidated into Intel’s financial statements. Intel also sold 57.5 million net Class A shares of Mobileye in a July secondary offering, raising about $922 million while retaining majority ownership. Together, the transactions raised cash and reduced Intel’s direct operating scope outside its central CPU, data-center and foundry priorities. The trade-off is that Intel gave up control of Altera and trimmed an asset that could have future value. In a year defined by financial pressure, portfolio focus and the need to fund core operations moved together.

7. SoftBank added another $2 billion

Intel agreed in August to sell common stock to SoftBank Group. The private placement closed in September and raised $2 billion, adding to the company’s external financing during its turnaround. Intel’s 2026 proxy statement summarizing 2025 events

SoftBank’s investment was a financial transaction, not a disclosed commitment to manufacture products at Intel Foundry. Along with the government and NVIDIA transactions and portfolio sales, it showed how important new capital had become as Intel tried to maintain investment while reducing costs.

8. Losses narrowed, but revenue barely moved

Intel reported $52.9 billion in 2025 revenue, compared with $53.1 billion in 2024. Gross margin rose to 34.8% from 32.7%, and operating margin improved to negative 4.2% from negative 22.0%. The GAAP net loss narrowed to about $0.3 billion from $18.8 billion; diluted GAAP loss per share was $0.06 versus $4.38. Full-year operating cash flow was $9.7 billion. The numbers show substantial loss reduction and better margins, but not a return to growth: revenue was essentially flat and Intel remained unprofitable on a GAAP basis. They support describing 2025 as financial stabilization or early turnaround progress, not a completed financial recovery. Cost reductions and financing improved the position from 2024’s crisis levels; future product execution still had to convert that stabilization into durable profitability.

9. Intel reorganized its AI and data-center strategy

Intel centralized its Data Center and AI businesses under Kevork Kechichian, bringing CPU, GPU and platform strategy into closer coordination. The company continued to position Xeon processors as part of AI infrastructure rather than ceding the entire market to GPU vendors. Intel’s full-year 2025 results

The challenge was broader than producing a faster accelerator. Intel had to show how CPUs remain useful in AI systems, whether it could compete in accelerators and software, and how its processors fit into platforms that combine compute, networking and memory. The NVIDIA collaboration gave this effort a concrete shape: Intel would contribute custom x86 CPUs while NVIDIA brought its accelerated-computing ecosystem. What Intel’s 2025 left unresolved

  • Can Intel Foundry win external customers at scale? 18A’s production milestone strengthened the technology case, but no disclosed manufacturing commitment in the NVIDIA deal established a major external 18A customer.
  • Can Intel make leading-edge manufacturing pay? High-volume production is only one milestone; customer volume, yields, cost and the economics of future nodes such as 14A will determine whether the foundry model can be sustainable.
  • Can cost discipline coexist with engineering strength? A smaller workforce and slower construction may improve financial discipline, but Intel still needs the people and investment required to deliver difficult product and process road maps.
  • Can strategic capital produce durable results? Government, SoftBank and NVIDIA funding bought Intel resources and time; customers and profitable products must ultimately validate the strategy.
