Mandurah’s 2024 economic development strategy proposed two distinct opportunities: a statewide aged-care training and workforce centre, backed by a detailed business case, and a “Blue Collar Tech” positioning opportunity for mining and petroleum technology workers. Neither proposal, on the evidence available through November 2024, confirms approved funding, a completed facility or an operating hub.
What Mandurah’s 2024 economic development strategy set out to do
The City’s draft Economic Development Strategy, reported on 24 July 2024, aimed to support local jobs, attract skilled workers, encourage sustainable urban development and support investment, entrepreneurship, education and training. It included eight proposed projects to develop local industry. Two opportunities relevant here were aged-care workforce training and positioning Mandurah as a hub for mining and petroleum industry technology workers, described as “Blue Collar Tech.” City of Mandurah published the strategy as a framework for economic development, not as evidence that every opportunity had been funded or delivered.
The strategy connects those ambitions to local assets. Mandurah has an older population, existing aged-care providers and aged-care training specialisation at its TAFE campus. For resources, the City identifies Western Australia’s mining equipment, technology and services (METS) and petroleum equipment, technology and services (PETS) industries as important innovation drivers and sees scope to grow local training and industry capability.

What the aged-care Centre of Innovation would do
The signed business case proposes a WA Aged Care Training and Workforce Centre of Innovation in Mandurah. It frames the centre as an industry-led effort to develop evidence-based responses to aged-care training and workforce challenges, with four focus areas:

The business case names the Aged Care Research and Industry Innovation Australia (ARIIA) as the intended proponent to develop and operationalise the centre. The Peel Development Commission and City of Mandurah are identified as commissioning agencies. That is a proposed governance and delivery arrangement in the business case; it is not confirmation that operations began.
What the business case’s numbers mean
The 2024 business case used commissioned analysis to make the case for action. These are projections and modelled estimates, not measured outcomes or guarantees:

Business News separately reported that the commissioned needs analysis found Mandurah more than 400 residential aged-care beds short, with a possible shortfall of 1,000 beds by 2031 without intervention, and that another 2,000 workers would be needed. Was the aged-care centre funded or opened?
The business case recommends that the WA Government invest $20.8 million over five years. That is a funding recommendation, not confirmation of an appropriation or an approved funding decision. The case says existing infrastructure could be used, meaning construction would not need to delay establishment if investment were provided.

There is evidence of planning and engagement in 2024, but not of a confirmed opening. The City’s Transform Mandurah Framework lists the centre among projects underway in 2024/25 and describes the City’s role as facilitating planning and development. In November 2024, the Peel Development Commission and City hosted a stakeholder event at which Commission Deputy Chair Michelle Sidebottom presented the business case and ARIIA CEO Reuben Jacob spoke about ARIIA’s work. These records show activity around the proposal at that time; they do not establish later funding or current operating status.
What “Blue Collar Tech” means for Mandurah
“Blue Collar Tech” is the strategy’s description of an opportunity to position Mandurah as a hub for workers in mining and petroleum industry technology. The broader rationale is that METS and PETS companies help drive and enable innovation in WA’s resources sector, while local training and industry capability could support that workforce.

The 2024 material gives this idea less implementation detail than the aged-care proposal. It does not specify a dedicated facility, named delivery partners, a funding request or a timetable. It is therefore best understood as an economic-development direction, not a confirmed mining technology hub project.

City of Mandurah CEO Casey Mihovilovich said the city’s older population and existing providers created an opportunity to contribute to aged-care solutions. Mayor Rhys Williams described the centre as a way for Mandurah to take part in a wider WA and national response, working with industry partners and training providers. He said the ambition was for it to be “at the cutting edge of aged-care innovation” and to train WA’s future aged-care workforce. These statements explain the City’s rationale and ambition; they do not change the proposal’s funding or operating status.
