Why the commission found no competition concern
For its review, the CCP identified commercial banking in Pakistan as the relevant market. Maple Leaf Cement manufactures cement; Faysal Bank provides banking services. The commission found no horizontal or vertical overlap between their activities and concluded that the transactions were unlikely to create or strengthen a dominant position or substantially lessen competition. It authorized them under Section 31(1)(d)(i) of the Competition Act, 2010, according to the Associated Press of Pakistan’s account of the commission’s release.

What approval does—and does not—say about a 29.9% stake
In a March 17, 2026 filing responding to an enquiry from the Pakistan Stock Exchange, Maple Leaf Cement said it had obtained CCP clearance for the potential acquisition of up to 29.9% of Faysal Bank’s control or voting shares. The company described that clearance as a preparatory regulatory requirement to explore a strategic investment. It also said its board had not made a final or binding decision to proceed. The filing, reproduced by MarketScreener, said any future progress remained subject to internal evaluation, State Bank of Pakistan approval, and other legal and regulatory formalities.
Accordingly, CCP clearance should not be described as proof that Maple Leaf Cement completed, or had finally committed to, acquiring 29.9% of Faysal Bank. The available sources establish the company’s position as of its March 17 filing; they do not establish whether a larger acquisition was completed later.
