Freddie Mac’s July 2025 weekly averages put 30-year fixed mortgage rates between 6.67% and 6.75%, and 15-year fixed rates between 5.80% and 5.92%. On July 31, the readings were 6.72% and 5.85%, respectively. These are historical national benchmarks—not current offers or personalized quotes.
Freddie Mac’s weekly mortgage-rate averages in July 2025
The figures below are Freddie Mac’s archived weekly averages for conventional, conforming, fully amortizing home-purchase loans. The series moved within a narrow range over the month: the 30-year rate rose 0.05 percentage points from July 3 to July 31, as did the 15-year rate. Freddie Mac’s historical PMMS archive provides the underlying readings.

Freddie Mac Chief Economist Sam Khater described the July 24 30-year reading as “essentially flat at 6.74%.” The next week’s 30-year average was 6.72%.
What these mortgage-rate benchmarks represent
Freddie Mac’s Primary Mortgage Market Survey (PMMS) focuses on conventional, conforming, fully amortizing home-purchase loans for borrowers with excellent credit who put 20% down. It is a national benchmark for a defined borrower and loan profile, not a rate available to every applicant. An individual lender’s offer can vary with credit, down payment, property, loan amount and type, lender pricing, fees, and the date of the quote. Freddie Mac explains the PMMS methodology.

Other published figures may measure something different. The Mortgage Bankers Association reported a 6.83% average contract rate for 30-year fixed loans in its survey for the week ending July 25, 2025. That is a different survey measure and period from Freddie Mac’s July 24 weekly average, so the figures should not be compared as if they were identical. The MBA page was inaccessible when the figure was retrieved; it is supported by a search-result summary.
Fannie Mae’s July 11, 2025 forecast listed 30-year mortgage-rate averages of 6.8% for both Q1 and Q2, 6.5% for Q3, and 6.4% for Q4 2025. These were forecast values, not observed weekly rates; Fannie Mae said the interest-rate forecast was based on rates as of June 30, 2025. Fannie Mae’s July 2025 forecast provides that outlook.

How to compare mortgage offers fairly
A rate comparison is useful only when the offers describe the same kind of loan and costs. Request quotes for the same scenario, preferably on the same date, and compare more than the advertised interest rate.
- Match the transaction and loan type. Compare purchase with purchase or refinance with refinance, and fixed-rate loans with fixed-rate loans. Keep loan type, amount, and property assumptions consistent.
- Match the term and borrower details. Compare 15-year offers against 15-year offers and 30-year offers against 30-year offers. Provide the same credit-profile assumptions and down payment to each lender.
- Compare interest rate and APR separately. The interest rate is not the whole cost of borrowing. APR incorporates certain loan costs, so review both figures and the assumptions behind them.
- Include upfront costs. Check discount points, lender fees, and closing costs alongside the rate. A lower rate can involve higher upfront costs, so the rate alone does not establish which offer costs less overall.
- Check the lock period and quote date. Confirm how long each rate is locked and when the lender issued the quote. Rates can change, and quotes with different lock periods or dates are not directly equivalent.
These comparisons help distinguish a market benchmark from a personalized offer: the benchmark supplies context, while lender quotes show the terms available for a particular borrower and transaction.

What July 2025 rate movement does—and does not—show
Freddie Mac’s July 10 release said the 30-year fixed average moved slightly higher after five consecutive weeks of declines, following a stronger-than-expected jobs report. The same release cited year-over-year increases of 25% in home-purchase applications and 56% in refinance applications. Those percentages described application changes, not mortgage-rate changes, and do not establish how rates affected any individual borrower.
