Joondalup has not been shown to have made outdoor-eating permits free. On 27 May 2025, the City council proceeded with a draft revised alfresco policy and endorsed new guidelines, but it only asked that removing three permit fees be considered in the 2025–26 budget. The available City records do not confirm whether that fee change was ultimately adopted.
What Joondalup Council decided
A 24 May 2025 PerthNow report described a proposal to remove outdoor-dining application and permit fees and make it easier to use semi-permanent furniture, known as vergelets, in the Joondalup city centre. The final council decision was scheduled for 27 May.
At that meeting, council carried resolution CJ129-05/25 by 9–0. It proceeded with the draft revised alfresco activities local planning policy, endorsed the Alfresco Spaces Guidelines, and noted proposed state regulatory changes that could prompt a later policy review. It also listed removal of initial, annual and transfer outdoor-eating permit fees for consideration in the 2025–26 budget. The City’s action register later said it was progressing actions in accordance with the decision; that status note does not establish that fees were removed. The resolution and follow-up are recorded in the City of Joondalup’s 8 July 2025 briefing-session agenda and action-register extract.
Do cafes still need an Outdoor Eating Permit?
Yes, when an outdoor eating area is on land owned or managed by the City. The City’s current Food business guidance states: “An Outdoor Eating Permit is required to operate an outdoor eating area that is located on land that the City owns or manages.” The proposed planning exemption for vergelets did not remove this separate permit requirement.

Planning approval and an outdoor-eating permit are different
Whether a business needs planning approval depends on whether its proposal fully complies with the applicable alfresco policy. The City says a compliant proposal does not require development approval. Applicants must still submit the self-assessment checklist with the Outdoor Eating Permit application for City review.
- Outdoor Eating Permit: required for an outdoor eating area on City-owned or managed land, under current City guidance.
- Development approval: may not be required if the setup complies fully with the applicable policy.
- Checklist: still part of the City’s stated permit process for a compliant proposal.
For proposals that do not comply fully, the City says development approval is required. Its guidance directs applicants to the policy, guidelines and checklists; consult the City’s current materials for the requirements that apply to a particular site.

What the proposed fee change covered—and what remains unknown
The council resolution identified three fee types for budget consideration: the initial permit fee, annual renewal fee and transfer fee. The available records do not verify the final budget decision or the current charges. Businesses should therefore confirm fees with the City rather than assume the permits are free.
The historical figures are not current prices. In its 2024 council material, the City recorded a $361 initial outdoor-eating permit application fee and a $364 annual renewal fee plus $37 per square metre for 2023/24. That material estimated about $22,700 in average annual revenue foregone for a proposed zero-fee change in the Joondalup City Centre, using records from 2021/22 to 2023/24. PerthNow’s May 2025 report described the fees as “about $360 each” and estimated approximately $28,000 in average annual lost revenue. That was the outlet’s report of the later proposal; it is a separate estimate from the City’s 2024 figure and should not be combined with it.
What “vergelet” means in the proposal
In this proposal, a vergelet means semi-permanent alfresco furniture in the Joondalup city centre. The planning exemption under discussion concerned that type of furniture; it was not a blanket exemption for all outdoor dining, nor did it eliminate an Outdoor Eating Permit where one applies. The City’s 2024 council material described the existing distinction between temporary furniture removed outside business hours and semi-permanent or permanent structures.

Why the policy was being revised
The City framed the policy changes as a way to allow more flexible and innovative use of alfresco spaces and encourage outdoor dining. In the statement quoted by PerthNow on 24 May 2025, City officers said the draft policy and guidelines aimed to provide operators with more flexibility and encourage alfresco activity. That is the stated policy aim, not evidence that the changes have increased business revenue or foot traffic.
PerthNow also reported that 12 public consultation responses had been submitted and that City officers characterized support as high. A response count of 12 is small and should not be read as a representative measure of public opinion.
