These were proposed figures, not confirmed final 2022/23 rates.
What the proposed increase meant for ratepayers
The $50 increase applied to the minimum annual rate, not as a flat $50 addition to every property owner’s total rates bill. The City proposed the same $952 minimum for all three listed categories, while the percentage increase and estimated dollar impact differed by category and property value.

Why the City proposed raising rates
The City said the increase was one part of a three-year financial plan intended to restore its long-term financial position while sustaining service delivery and capital development. Parameters for the plan had been adopted at a Special Council Meeting on 10 May 2021 and incorporated into the Long Term Financial Plan 2021–2031, adopted in February 2022. The plan aimed to reduce operating expenditure by $3 million over three years while staging increases in rate revenue.

PerthNow’s 12 May 2022 report framed the plan as an effort to return the City budget to operating surplus and said the council was expected to vote on advertising the proposed schedule. It also reported an expected $55 rise in average household rates, to $1,128, alongside the proposed $50 increase in the minimum household rate. Those average-household figures were reported projections, distinct from the City’s category-by-category proposal. See PerthNow’s May 2022 report.
How the proposal fit into the budget
During budget adoption, Council was to consider $43 million in projects and capital works. Listed examples included $11.1 million for road network improvements, $9.6 million for city-centre development and $5 million for Queens Park open-space development. Other proposed allocations were $2 million for Hossack Park Pavilion, $1.8 million for Rostrata Family Centre additions and $0.9 million for Wandarrah Public Hall renewal. These were items for Council consideration, not evidence that each allocation was ultimately adopted.

What is known—and not known—about the outcome
The City’s consultation page said feedback was due by 5pm on 13 June 2022 and that consultation had concluded. The available City and PerthNow pages do not establish the final adopted 2022/23 rates or whether the City ultimately achieved an operating surplus. Accordingly, the $952 minimum and related percentage and average increases should be treated as proposal figures, not as a record of the final bill.

For context only, the City’s 2026/27 rates FAQ says a property’s rates are calculated by multiplying its Gross Rental Value (GRV) by the relevant rate in the dollar, subject to a council-set minimum. The Valuer General’s Office determines GRVs, and the City uses differential rates for residential improved, non-residential and unimproved land. The FAQ lists a $1,188 minimum for 2026/27; that later amount does not establish the outcome for 2022/23. See the City’s rates FAQ.

A separate City announcement on 20 May 2026 proposed a 5.75% differential rate increase for 2026/27, averaging $87 a year for residential ratepayers, with revised Landgate GRVs taking effect on 1 July 2026. The draft budget was $215.8 million and included $24.6 million in State and Federal funding. Those figures relate to a different budget year and should not be confused with the 2022/23 proposal.
