The sources reviewed say the award had not reached CJA before the change in administration, so this was a canceled grant—not a documented recovery of money already paid to the alliance. The reported amount is disputed: EPA and The Washington Post put it at $50 million, while CJA later described it as $60 million.
Why did the EPA cancel the funding?
EPA Administrator Lee Zeldin announced the cancellation on February 13, 2025. The agency linked its decision to CJA’s public support for Palestine, quoting the organization’s position that “Climate Justice travels through a Free Palestine.” In its March 10 summary of first-round spending cuts, EPA listed the award as a $50 million Biden-era environmental-justice grant. EPA’s March 10 announcement provides the agency’s account.
Zeldin characterized the grant as “irresponsibly shoveling boatloads of cash to far-left activist groups in the name of environmental justice and climate equity.” That is the administrator’s stated characterization of the award, not an independently established finding about CJA’s conduct. The Washington Post’s contemporaneous report also described the cancellation and the administration’s explanation.
Did CJA receive the grant money?
The available accounts indicate that it did not. The Washington Post reported that the Biden administration had delayed issuing the grant and that the funds were not processed before Donald Trump took office. CJA likewise said the Biden administration had failed to process the obligated funds, leaving the decision to the incoming administration. Its February response to EPA’s cancellation states that position.

This distinction matters: CJA had been selected for an award, but selection or an obligation is not proof that grant cash was disbursed. CJA’s April update said UNITE-EJ was sunsetted after the money did not arrive by inauguration day. The sources reviewed do not show that EPA first paid the grant to CJA and then recovered it. CJA’s April 7, 2025 update describes the program’s end.
Why do sources give different grant amounts?

The sources reviewed do not reconcile the $50 million and $60 million figures. They should therefore be attributed to the source rather than treated as one settled amount.

What was UNITE-EJ supposed to do?
UNITE-EJ was CJA’s initiative under EPA’s Environmental Justice Thriving Communities Grantmaking Program. CJA described it as a way to support regional grantmakers, provide technical assistance, and award grants to eligible frontline communities. The EPA selected CJA for the program in December 2023, according to contemporaneous reporting republished by Senator Shelley Moore Capito’s office.
CJA Executive Director KD Chavez said the planned projects included monitoring air and water quality and industrial effluent discharges. Those are CJA’s descriptions of intended work, not evidence that the projects were completed.

What did CJA say about the cancellation’s effects?
Chavez said the Biden administration had failed to process the obligated funds and “left the decision in the hands of the Trump administration.” In its public response, CJA also called the cancellation an attack on working-class communities and rural and urban families. Those statements describe the alliance’s position.
In its April update, CJA said it had invested $1.5 million to launch UNITE-EJ without EPA reimbursement and laid off eight employees hired specifically to run it. These figures are the alliance’s account of its own costs and staffing; they are not presented here as independently audited findings.

The Government Accountability Office later concluded that EPA’s pause and termination of Community Change Grants violated the Impoundment Control Act because the administration had not sent Congress the required special message. That is a broader finding about EPA’s handling of grants; it does not establish that a court restored or finally resolved CJA’s particular UNITE-EJ award. GAO’s separate funding-status report says litigation over Environmental and Climate Justice Block Grants was pending as of April 2026. Neither point should be read as a CJA-specific judgment.
