China Soybean Sales, SNAP Lapse Questions and E15 in Farm Policy Talks

USDA reported U.S. soybean sales for China delivery, but some sales remain unconfirmed as China-bound. The SNAP lapse details are not established in accessible official material, and Farm Bill 2.0’s E15 and SNAP proposals had not completed Congress.

Three issues have converged in the 2026 farm-policy debate, but they are at different stages: USDA reported soybean sales to China, the Senate Agriculture Committee advanced a Farm Bill 2.0 proposal that includes year-round E15 authorization and SNAP-administration changes, and the available official material does not establish the details of the SNAP lapse referenced in public discussion. The bill had not completed Congress as of September 25, 2026, so its proposed changes should not be treated as current law.

What is known about the China soybean deal?

The clearest figure is a dated USDA snapshot, not proof that a complete deal has been fulfilled. In its September 4, 2026, China oilseeds update, the USDA Foreign Agricultural Service (FAS) said China had purchased 5.7 million metric tons of U.S. new-crop soybeans for delivery in marketing year 2026/27, as of August 13. Marketing-year delivery timing matters: this is not a statement that all of the soybeans had already shipped.

The same August 13 snapshot listed another 3.8 million metric tons of U.S. soybeans as sold to “Unknown Destinations.” Those sales may include purchases by Chinese state-owned enterprises, but USDA FAS did not confirm them as China-bound. They should not be added to China’s confirmed total.

A separate USDA FAS announcement on September 24 reported a private exporter sale of 120,000 metric tons for delivery to China in marketing year 2026/27. It is a later transaction, but the announcement available here does not reconcile it with the earlier cumulative figure. Keep the September sale distinct rather than treating it as a revised running total.

Why the tariff remains relevant

USDA FAS reported that China’s 10 percent retaliatory tariff on U.S. soybeans was still in place in its September 4 update. The agency said commercial buyers were relying on South American supplies and noted record Brazilian shipment volumes from June through August 2026. The reported U.S. purchases therefore show trade activity, not that the tariff or competition from other origins has disappeared.

Did SNAP benefits lapse?

The accessible evidence does not establish whether a SNAP benefit interruption occurred, which dates it covered, who was affected, or whether and how it was resolved. USDA’s Food and Nutrition Service search listing identified a page titled “SNAP Provisions in the Extending Government Funding and Delivering Emergency Assistance Act,” updated September 10, 2026, but the page itself could not be accessed. Its title alone cannot confirm a lapse or its consequences.

That unresolved question is separate from the SNAP provisions in Farm Bill 2.0. The Senate committee’s July 31 revised text proposed giving states additional time to improve SNAP administration and reduce payment error rates. Senator Deb Fischer’s September 24 floor remarks referred to a compromise on cost-share concerns. Neither item establishes that benefits stopped or explains the scope of any interruption.

Would Farm Bill 2.0 allow year-round E15 sales?

The Senate committee proposal included year-round E15 sales authorization. That is a proposed legislative change, not evidence that nationwide year-round sales became law. Senator Fischer described the provision as a choice for fuel retailers; that is her characterization of the bill, not an independent determination of current legal availability.

Her September 24 remarks also said EPA had confirmed use in vehicles made in 2001 or later. The material available for this article does not include a direct EPA compatibility source or enacted bill text establishing the legal status of year-round E15 as of October 8, 2026. Do not treat the proposed authorization as a change already in effect, or her vehicle statement as a substitute for checking authoritative fuel and vehicle guidance.

Where the three issues stand

What happens next to the farm bill?

The Senate Agriculture Committee passed Farm Bill 2.0 on September 16, 2026. On September 25, committee chairman John Boozman said he was ready to negotiate with the House. Those milestones show committee passage and an expressed readiness to negotiate, not a completed agreement between chambers.

USDA’s Economic Research Service describes the usual path: the House and Senate handle their own committee and floor processes; if both pass bills, they negotiate a conference agreement, which then goes to the President. The committee passage announcement does not establish that the House had passed a matching bill or that the remaining steps were complete.

The delay is part of the backdrop. USDA ERS says the 2018 Farm Bill expired in 2023 and Congress extended many of its authorities. Farmers.gov describes a one-year extension through September 30, 2026, at existing funding levels. The extension context explains why lawmakers were working on a replacement, but it does not itself determine the status of the separate SNAP-lapse question.
