The United States mines rare earths, but mining is only the first step in turning ore into the high-performance magnets used in vehicles, electronics, defense equipment and energy infrastructure. China’s advantage reaches much further downstream: a June 2026 Congressional Research Service (CRS) report estimates that China accounts for about 60% of global mining, 90% of processing and separation, and 94% of rare-earth-based magnet manufacturing. That concentration leaves U.S. manufacturers and government exposed even when some ore is mined at home.
Why mining rare earths at home is not enough
A rare-earth deposit does not become a usable magnet simply by being dug out of the ground. The material must be treated and separated into high-purity individual oxides. Those oxides may then be converted into metals and alloys, and some of those materials are made into permanent magnets. Each stage needs specialized facilities, technical expertise, energy, water, logistics and reliable customers.
Separation is particularly demanding. It involves chemical and physical processing, and some deposits contain radioactive thorium or uranium that must be managed. A U.S. mine can therefore produce ore or concentrate while relying on facilities elsewhere to complete the steps needed for manufacturing. The chokepoint is not just access to mineral deposits; it is the concentration of processing and magnet-making capacity.
The White House’s January 2026 proclamation says the United States is the world’s second-largest producer of mined, unprocessed rare earth oxides, but limited domestic processing means oxides are exported for further refining and then re-imported. The proclamation also says U.S. production meets only a fraction of defense demand for rare-earth magnets, while commercial demand for those magnets is met entirely through imports. Those are the administration’s stated assessments.

How concentrated the supply chain is
CRS’s June 12, 2026 report gives a snapshot of both global market concentration and U.S. mine output. Its market-share estimates draw on multiple sources; they should not be read as one unified official statistical series. The production figures below are for 2025 and are expressed as metric tons of rare-earth-oxide equivalent (REO equivalent), as summarized by CRS from USGS data.

Despite producing a substantial amount of ore, the United States was 67% net import reliant for most rare earth elements in 2025, according to CRS’s summary of USGS data. The report gives a separate figure for scandium and yttrium: the United States was 100% net import reliant for each. These measures describe reliance on net imports for the relevant materials; they do not mean that every rare earth has the same supply profile or use.

What rare-earth dependence means for industry and security
Manufacturers face supply and price exposure
Permanent magnets made with particular rare-earth materials are used in vehicles and electronics, among other products. If a manufacturer depends on imported processed materials or magnets, disruptions can affect its access to components even when a U.S. mine is operating. Concentrated capacity also leaves buyers exposed to export licensing delays, restrictions, price volatility and a limited number of alternative suppliers. The evidence establishes these vulnerabilities, not a specific future price increase or a guaranteed production shutdown.
Defense systems rely on components, not a single magic mineral
CRS lists defense applications including satellite communications, guidance systems, aircraft structures, fly-by-wire systems and smart missiles. The White House also identifies processed critical minerals in military equipment and critical infrastructure, including energy, communications, navigation and surveillance. These examples describe material and component dependencies: rare earths alone do not determine whether a whole weapon system or infrastructure network performs or remains available.

The economic issue is resilience, not just the trade balance
For households, the connection is indirect. The strategic concern is that concentrated supply of inputs can make U.S. production more vulnerable to interruptions and cost swings, with potential consequences for businesses that use magnets and the products they make. The sources cited here do not quantify how much any particular disruption would add to consumer prices. The policy question is whether alternative processing and manufacturing capacity can be built and sustained before a disruption occurs.
What the United States is doing—and how far it has progressed
Policy responses target different points in the chain. Funding, a pilot, an announced partnership and an operating commercial plant are not interchangeable evidence of supply. Their significance depends on which bottleneck they address and whether they can produce the specific elements, alloys or magnet grades buyers need.

DOE Assistant Secretary Audrey Robertson said in a May 19, 2026 announcement, “Reshoring minerals production and processing will strengthen our domestic rare earth supply chains from end to end.” That describes the policy goal; progress should be judged by operating output at each step, not by funding announcements or capacity targets alone.

- Which stage does it address? Identify whether the capacity is for mining, separation, metal or alloy production, magnets, or inventory.
- What is its actual maturity? Distinguish operating commercial production from a pilot, a project under construction, or an announcement.
- Which materials can it supply? Rare earths are not interchangeable; assess the specific elements, alloys and magnet grades that customers require.
- How dependent is it on other supply chains? Consider whether inputs, equipment or processing steps still rely on China or another concentrated source, including allied sources.
- Can it withstand market cycles? A domestic facility must remain viable when prices are low, not only when supply fears make investment attractive.
- Can it manage environmental obligations? Permitting, water and energy needs, and safe handling of radioactive byproducts can affect project cost, timing and public acceptance.
A more resilient system would connect domestic or allied ore to separation, metal and alloy production, and magnet manufacturing, while adding recycling and inventories where they help. The initiatives documented so far address pieces of that challenge, but announced plans and pilots should not be mistaken for a completed alternative supply chain.
