They make the Application Fast Track permanent for qualifying direct-loan applicants, give preferred guaranteed-loan lenders more delegated authority, and update appraisal and servicing procedures. A separate borrower-relief rule took effect in 2024. Neither set of changes replaces the basic eligibility rules or application requirements.
What changed under the October 2026 rule?
FSA’s final rule, “Driving Efficiency in Farm Loan Delivery,” was published September 4, 2026, and took effect October 1. It permanently establishes the Application Fast Track (AFT) and makes other policy, technical, and technology changes across the Farm Loan Programs. The rule covers 7 CFR parts 761–768 and 770–774. Many edits clarify existing requirements; among the more substantive changes are delegated authority for some guaranteed lenders, appraisal-policy adjustments, and loan-servicing process changes.
The rule does not create a new loan type. AFT changes how FSA underwrites certain direct-loan applications; it does not change application submission, eligibility, authorized loan purposes, or security requirements. Guaranteed loans remain a separate route: a participating commercial lender makes and services the loan, with FSA guaranteeing part of the lender’s potential loss.
What is the Application Fast Track?
AFT is an alternative underwriting pathway for some FSA direct-loan applicants. It uses financial benchmarks and historical repayment data to identify applicants who may qualify for streamlined underwriting. FSA developed the scoring process using hundreds of financial variables associated with more than 100,000 direct loans. Projected cash-flow information is not used to score applicants.

What changes for an AFT applicant?
- You still submit a cash-flow budget, but FSA does not manually verify projected income and expenses in the ordinary way.
- If approved through AFT, you receive standard program rates and, after the first year, evenly amortized installments.
- You may opt out of AFT processing if you need unequal installments or a limited-resource rate. The option to make interest-only payments and other flexible arrangements remains under the applicable program rules.
- Emergency loans, youth loans, and loans made in conjunction with specified servicing actions are excluded from AFT.
AFT is not available to every applicant, and qualifying for the pathway does not guarantee approval. FSA reports that, since the pilot began in 2023, an average of 23% of direct-loan customers qualified and their application processing took approximately eight calendar days less. The agency estimates the permanent program will save 58,000 staff hours annually. These are agency-reported pilot results and an estimate, not a promised processing time or outcome for an individual borrower.
How do direct and guaranteed loans differ?

FSA identifies farm ownership, operating, and emergency loans in its direct program, and ownership, operating, and conservation loans in its guaranteed program. Other specialized products have their own requirements. The right route depends on the financing purpose, the borrower’s circumstances, and program-specific eligibility—not simply on which underwriting path is faster.

What other direct-loan underwriting and servicing steps changed?
Appraisal timing and evaluations
For a direct loan, FSA may rely on a real-estate appraisal more than 18 months old if market conditions are stable or improved, the property is in the same or better condition, and its value has not declined. Under this provision, FSA cannot use an appraisal more than 36 months old for a direct loan.
The rule also permits a real-estate evaluation instead of a formal appraisal for business loans of $250,000 or less and commercial real-estate transactions of $500,000 or less, as those transactions are defined in the rule. An owner retains an appeal right if an evaluation leads to an adverse decision. Appraisals for servicing actions continue under existing policy.

FSA cited average contracted appraisal costs of $2,000–$3,000 and a typical wait of approximately 30–45 days after an appraisal request is initiated. The final rule also says application-to-closing time can exceed 90 days in some cases. These figures explain the agency’s policy rationale; they are not estimates of what any one applicant will pay or how long an individual loan will take.
Other process adjustments
- A separate written request is no longer required to begin paying principal in the first year or to choose a first installment due earlier than 12 months. The interest-only option and other flexible arrangements remain.
- A separate written request for a financial-training waiver is no longer required. FSA continues to assess waiver eligibility under existing criteria.
- Limited-resource reviews move from every two years to every three years.
- For certain direct-loan subordinations, FSA removes a redundant cash-flow projection review. The borrower must still not be in default, and the loan must remain adequately secured.
- A quick balloon-installment extension request must be submitted at least 30 days before the due date. A later request may still be considered through the longer primary-servicing process.
- FSA must send statutory notices by certified mail to borrowers who are 90 or more days past due. Other applicable notice obligations remain.
What is changing for guaranteed-loan lenders—and can I still apply on paper?
Starting October 1, 2026, lenders in FSA’s Preferred Lender Program can use delegated authority to certify required creditworthiness, financial feasibility, and collateral criteria rather than send those matters through the same detailed agency review. The rule removes specified branch-identification requirements because lender status applies to the institution. Preferred lenders may use traditional loan narratives under the delegated process.

USDA described an electronic loan system as a planned next phase for early 2027, beginning with guaranteed loans and expected later to extend to all loan types. The intended system is to support applications, supporting documents, lender notifications, approvals, guarantee documents, and servicing documents. That rollout was a plan announced in September 2026, not a completed launch. Paper applications continue to be accepted, and FSA says notices will be delivered in a manner consistent with the submission method.

The separate “Enhancing Program Access and Delivery for Farm Loans” rule took effect September 25, 2024. It introduced a reduced-rate installment set-aside for eligible financially distressed borrowers, expanded access to flexible repayment terms for eligible applicants, and reduced additional security requirements for direct loans so some borrowers can use equity without pledging a personal residence as frequently.

The Distressed Borrower Set-Aside is not automatic for everyone who is delinquent. Eligibility depends on the borrower’s program and circumstances. If you are behind on an FSA loan, contact your local FSA office promptly to ask which servicing options apply to your loan and what deadlines or documents matter. The 2024 provisions are separate from the changes that took effect in October 2026.
Will the changes affect eligibility or interest rates?
AFT does not change the underlying eligibility, application-submission, loan-purpose, or security requirements for direct loans. It changes an underwriting route for applicants who meet its benchmarks. The October 2026 rule does not make every producer eligible for an FSA loan or guarantee approval.
Direct-loan rates are published by FSA and change monthly; guaranteed-loan rates are set by participating commercial lenders. AFT uses standard program rates. A borrower who needs a limited-resource rate can opt out of AFT processing if otherwise eligible. As a dated example—not a current October 2026 quote—USDA’s July 2026 announcement listed rates effective July 1, 2026, of 5.125% for direct farm operating loans, 6.000% for direct farm ownership, 4.000% for direct joint-financing ownership, and 2.000% for down-payment ownership. Check FSA’s current rate information before making a borrowing decision.
How to check the right program and get help
- Identify the purpose. Decide whether you need financing for ownership, operating expenses, an emergency, conservation, or another authorized purpose; different programs have different requirements.
- Use FSA’s Loan Assistance Tool. It can help you check possible eligibility and identify a program to explore, but FSA makes the program-specific determination.
- Review current official terms. Check FSA’s program pages and live rate information for current eligibility rules, rates, and application details. Do not rely on an old rate announcement or fact sheet for current limits.
- Contact the right office or lender. Speak with your local FSA office about direct loans or servicing questions. For a guaranteed loan, also contact a participating lender. Ask about documentation, timing, repayment options, and any deadlines relevant to your situation.
FSA’s October 2025 overview says applications include financial-history documentation and a farm business plan. The precise documentation and terms depend on the program and applicant, so confirm them with FSA or the lender handling the application.
