Seattle entrepreneur David Shim became Foursquare’s CEO in December 2019, after the company acquired Placed, the location-measurement startup he founded. His stated agenda was to grow Foursquare’s developer tools, Placed-powered measurement and data solutions—not simply its consumer apps. The appointment is historical: Foursquare later named Gary Little President & CEO, and Axios reported in September 2026 that Infillion was acquiring the company.
Who is David Shim?
Shim is a Seattle technology entrepreneur best known for founding Placed, a company that measured whether digital advertising led people to visit physical locations. He founded it in 2011. Before that, he worked at Seattle-area technology companies including Razorfish, Farecast, WebTrends and Quantcast, according to GeekWire’s December 11, 2019 profile. The profile also says he graduated from the University of Washington with a degree in political science.
Snap acquired Placed in 2017. GeekWire reported the deal was valued at $135 million, but described that amount as reported rather than a confirmed purchase price. In May 2019, Foursquare announced it had acquired Placed from Snap.
How Shim became Foursquare CEO
Foursquare announced its Placed acquisition on May 30, 2019, alongside a $150 million investment led by The Raine Group. By December, Shim—who had served as Foursquare’s president—became CEO and joined the board, succeeding Jeff Glueck. GeekWire reported that Shim planned to move from Seattle to New York.

Foursquare described the Placed deal as part of a broader location-technology strategy. In its May 30, 2019 announcement, the company grouped its offerings into developer tools, analytics, audiences, attribution, and consumer applications or research. Those categories reflect the company’s stated strategy, not an independent measure of its market position.
What did Shim plan to do at Foursquare?
Shim said he wanted Foursquare to grow as an independent location-technology provider. In an email quoted by GeekWire, he named three priorities for the 2020 roadmap:
Rank #2

- Waterproof & Durable Build: Built to last, this scratch-resistant smart tracker withstands daily wear and tear. The IP67 waterproof rating makes it a perfect dog tracker or pet tracker, easily surviving heavy rain, accidental spills, and daily splashes
- Developer Tools: services for developers building location-aware products and features.
- Placed Powered by Foursquare: measurement connecting digital advertising with visits to physical locations.
- Data Solutions: location data and related services for business customers.
Foursquare’s wider product categories also included audience tools and attribution, which helps businesses assess whether advertising contributed to an outcome such as a store visit. The company offered enterprise services alongside consumer products. At the time of GeekWire’s report, its consumer apps included Swarm and City Guide; the article also named Uber, Twitter, Apple, Microsoft, JetBlue and Target among companies using Foursquare location technology. These are historical examples, not a current customer list.
Shim described his ambition as making Foursquare “the clear, independent choice for location technology.” That was a goal for the next phase of growth, not evidence that the company achieved a particular result. The available reporting establishes his priorities, but not an independently verified performance record for his CEO tenure.

- The Trak4 USB Rechargeable Tracker is built to be waterproof and durable. Its robust internal LIPO battery provides 12–18 months of operation per charge (when issuing reports daily) delivering many times the capacity of most competing trackers and 5 times that of smaller round trackers. With unlimited distance tracking via 4G LTE worldwide coverage, plus fallback to 2G networks, your Trak4 ensures reliable performance. It combines GPS tracking with Wi-Fi-based location technology, for precise tracking when GPS signals are unavailable inside buildings.
What happened to Placed?
Placed moved from an independent startup founded by Shim to Snap ownership in 2017, then became part of Foursquare in 2019. Its measurement capabilities fitted Foursquare’s business-facing location services: advertisers could use them to examine whether digital campaigns were associated with visits to physical places. Foursquare called the offering Placed Powered by Foursquare in Shim’s 2020 roadmap.
What does Foursquare do with location data?
Location technology can support functions such as mapping, audience creation and advertising measurement, but it also raises questions about consent, disclosure and control. GeekWire’s 2019 profile noted public concern about smartphone tracking and reports that companies sold supposedly anonymous location data without users’ knowledge. It also cited former CEO Jeff Glueck’s call for regulation.

In its May 2019 announcement, Foursquare said it valued transparency, user control and privacy safeguards. The company described using consumer confirmations and signals such as Wi-Fi, Bluetooth, time of day, accelerometer readings and GPS to determine location. Those are Foursquare’s descriptions of its approach; they should not be treated as independent verification of how every data flow operated or as a guarantee that location data is anonymous.

Shim’s appointment as the “new Foursquare CEO” refers to December 2019, not the present. Foursquare announced in November 2020 that he would step down at year-end and transition leadership to Gary Little. The company’s current Who We Are page, accessed October 8, 2026, lists Little as President & CEO.

Separately, Axios reported on September 18, 2026, that Infillion was acquiring Foursquare. Axios said Foursquare would continue as an independent brand within Infillion and that Little would not join the acquirer. Those details are recent reporting about a transition, not a basis for assuming that all later operating arrangements are settled.
