Canadians made 23.096 million visits to the United States in 2025, down from 30.185 million in 2024. At the same time, domestic visits rose to 342.040 million and overseas visits to 14.270 million. Statistics Canada also recorded an unprecedented 11-month run of year-over-year declines in return border crossings from the U.S.—the deepest and most sustained outside the pandemic period in its digital record beginning in 1972. The figures show a major shift in where Canadians travelled, but they do not prove that a boycott alone caused it.
What the 2025 travel figures show
Statistics Canada’s full-year estimates show fewer Canadian visits to the U.S. and more visits within Canada and overseas. The comparison with 2019 adds context: domestic and overseas visits exceeded their pre-pandemic levels in 2025, while U.S. visits remained below them.
| Destination | Visits in 2019 | Visits in 2024 | Visits in 2025 | 2025 change from 2024 |
|---|---|---|---|---|
| United States | 31.506 million | 30.185 million | 23.096 million | Down 23.5% |
| Within Canada | 333.601 million | 337.051 million | 342.040 million | Up 1.5% |
| Overseas | 12.269 million | 12.947 million | 14.270 million | Up 10.2% |
Visit counts and border crossings are different measures, not interchangeable totals. The National Travel Survey estimates outbound visits, while Frontier Counts records crossings; Statistics Canada says the series differ in concepts and methods, even though the travel estimates are calibrated against border data. Statistics Canada’s 2025 travel infographic provides the destination totals.
Why Statistics Canada calls the U.S. decline a record
In 2025, Canadian-resident return border crossings from the United States fell 25.4% compared with 2024. Statistics Canada reported year-over-year declines for 11 consecutive months, describing that run—excluding the COVID-19 pandemic period—as the deepest and most sustained in the digital Frontier Counts record that began in 1972.

This is a record for the duration and depth of the decline streak, not evidence that 2025 had the lowest annual U.S. travel total in all Canadian history. Statistics Canada noted that year-over-year declines greater than 30% had occurred only once before in the digital record: in September 2001, after the September 11 attacks. The agency’s year-in-review explains the historical comparison.
Leisure travel fell more than visits to friends and family
The drop was especially pronounced for U.S. holiday, leisure and recreation visits, which declined 21.5% from 2024. Visits to see friends and relatives fell 9.0%. That gap suggests leisure travel accounted for a more substantial retreat than travel for personal connections, though the figures do not explain any individual traveller’s decision.

Where travel spending shifted
Spending moved in the same broad direction as visit counts. Canadians spent $18.8 billion on U.S. visits in 2025, a $3.3 billion reduction from 2024. U.S. leisure spending fell by $2.2 billion to $12.1 billion.
Meanwhile, domestic tourism spending reached $81.3 billion, up 8.7% from 2024. Spending on overseas visits reached $31.3 billion, an increase of 17.5%. These are aggregate spending figures; they do not indicate what an individual trip cost or how much of the change came from prices versus trip volume. Statistics Canada’s year-in-review reports U.S. and domestic spending, while its fourth-quarter release reports overseas spending and quarterly context.

What the latest data say—and do not say—about 2026
Statistics Canada said early-2026 total return border crossings from the United States remained at levels similar to those reported in late 2025. Its authors described the early data this way: “Early data for 2026 suggest that the steep decline in stateside border crossings is persisting.” The available figures establish persistence at the start of the year, not a full-year result or a trend through October 2026.
Quarterly data offer another view of the shift: in the fourth quarter of 2025, Canadian residents made 5.4 million trips that included a U.S. visit, down 24.0% year over year. They made 3.3 million trips that included an overseas visit, up 14.2%. Those trip figures should not be added to or substituted for the annual visit totals because the measures and reporting periods differ. Statistics Canada’s quarterly release provides the details.

Does this prove Canadians are boycotting the U.S.?
No. A boycott may be one reason some Canadians changed their plans, but the official travel statistics measure visits, crossings and spending—not travellers’ motivations. The figures alone cannot separate political sentiment from factors such as cost, exchange rates or other considerations, or establish how much each factor contributed.
The defensible conclusion is narrower: U.S. travel and spending declined substantially in 2025 while domestic and overseas travel and spending rose. Calling that a “boycott” describes a possible interpretation or sentiment, not a cause proven by these statistics.
