Are Collect Calls a Rip-Off? What They Cost and How to Check

Collect calls are not automatically a rip-off, but provider rates and fees can make them expensive. Ask for the total cost before a covered call connects and check the rules that apply to jail and prison calls.

Sometimes, but not automatically. Collect calls can be expensive because the price depends on the provider, route, call length and added fees. Before accepting, ask what the call will cost, check how the charge will appear on your bill, and decline before connection if the quote is too high. Ordinary operator-assisted calls and calls from jails or prisons are different services, with different rules and pricing.

Why collect calls can lead to surprising charges

A collect call bills the recipient rather than the person placing the call, but that does not make it a standard long-distance call at a familiar rate. An operator-service provider may set rates that differ sharply from those offered by a consumer’s usual phone company. North Carolina’s Department of Justice warns that consumers can be surprised by expensive charges after accepting a collect call or using a calling card; that is a reason to check the price, not evidence that every collect call is a rip-off. There is no single nationwide price established for ordinary collect calls. The provider, route and duration can affect the bill, as can per-call charges and other fees. A current nationwide average is not established in the cited sources.

How to find out the price before an ordinary call connects

For covered interstate operator-service calls, federal rules require the provider to identify itself before charges accrue and explain how to obtain the total cost or maximum possible total cost before connection. The cost quote must be available at no charge; the provider may let the consumer dial no more than two digits or remain on the line to hear it. The rule’s total includes variable duration charges and per-call charges collected by the carrier or billing agent, but excludes taxes and third-party charges, such as a hotel surcharge billed by the hotel. 47 CFR § 64.703

  1. Listen for the provider’s identity and instructions. The covered provider must identify itself before charges accrue and audibly explain how to get the total-cost or maximum-cost quote.
  2. Request the quote using the stated method. Follow the instructions to hear the price, including applicable duration and per-call charges collected by the provider or billing agent.
  3. Check what the quote does not include. Taxes and third-party charges billed separately are outside the rule’s defined total. If a hotel or another intermediary is involved, ask about its separate charge too.
  4. Decide before connection. You may terminate a covered call before it connects without charge. If the quoted amount is unacceptable, hang up before connection.

On request, covered providers must also provide rate, collection and complaint information. These protections apply to the calls covered by the rule; they should not be assumed to cover every call billed to a recipient or every third-party fee.

Calls from jails and prisons have separate pricing rules

Incarcerated-person calls are arranged through facility and calling-provider systems, and their rates depend on the call type, jurisdiction, facility and provider. California’s 2026 intrastate rate cap

On April 9, 2026, the California Public Utilities Commission announced permanent caps of $0.045 per minute for covered intrastate debit, prepaid and collect voice calls at facilities not covered by separate free-call policies. The CPUC also announced continued bans on single-call, paper-bill, live-agent and automated-payment fees. For specified third-party financial transactions, the fee is limited to pass-through costs and capped at $6.95 per transaction. These are California rules for the described calls and fees, not a nationwide collect-call rate; confirm that a particular facility and call fall within the policy. Don’t treat old usage figures as current prices or trends

The FCC reported in 2015 that collect calls accounted for 15% of correctional-facility minutes of use in 2012 and 7% in 2014, a decline of more than 50% over that period. This is a historical statistic about correctional calling minutes, not a current estimate of call use or a measure of today’s prices. FCC 15-136

Alternatives to compare before choosing how to call

A prepaid calling card may cost less for some ordinary calls, and using a familiar long-distance carrier may be another option. Neither is guaranteed to be cheaper for every route. A standard calling card is not established as compatible with any particular jail or prison calling system, so check with the facility or its provider before relying on one for an incarcerated person’s call.

  • Total cost: Compare the price for the intended route and likely call length, not just an advertised per-minute rate.
  • Extra fees: Check for per-call charges, recurring weekly or monthly fees, and payment charges.
  • Expiration: Find out whether unused card balances expire or are reduced by maintenance fees.
  • Route and phone compatibility: Rates may differ for in-state or international calls, and an option must work with the recipient’s phone or facility system.
  • Mobile plan charges: Check applicable long-distance and roaming rates before using a mobile phone as an alternative.

What to do if the bill seems wrong

  1. Compare the bill with the price quote and the provider’s billing details.
  2. Contact the provider through its stated complaint process and ask it to explain any difference.
  3. Keep the bill, the call date and duration, and any quote or other call details you recorded.
