What happens when you redeem a Steam card?
A Steam gift card is a way to add money to a Steam Wallet, not a cash-equivalent payment card. Steam says its physical and digital gift cards work like gift certificates and can be used for purchases on Steam, including games, software, hardware, and other items sold there. Steam Gift Cards

To redeem a code, sign in to the Steam account you want to fund and enter it on Steam’s Wallet code redemption page. Steam converts the code’s value to the currency of that account’s Wallet, regardless of where the code was purchased. That conversion changes the Wallet currency; it does not convert the balance to cash.
Why can’t you cash out a Steam Wallet balance?
Valve’s Steam Subscriber Agreement states: “Steam Wallet funds have no cash value and are not exchangeable for cash.” The funds are for purchases on Steam under Valve’s platform terms. Steam Subscriber Agreement

Can Steam refund a card or Wallet funds?
Steam’s refund policy distinguishes between Wallet funds bought directly on Steam and cards or funds obtained elsewhere:
- Wallet funds purchased on Steam: You may request a refund within 14 days of purchase if you have not used any of those funds. This is a request under Steam’s refund policy, not a general cash-out option for an existing balance.
- Third-party Steam Wallet cards: Valve says it cannot refund purchases made outside Steam, specifically including third-party Steam Wallet cards.

What about selling or exchanging a card?
Selling a card or code to someone else would be a separate, third-party transaction—not redemption for cash through Steam. The cited Steam policies do not establish the availability, safety, payout, or endorsement of any resale service. They also do not settle whether consumer-protection rights apply in a particular location or situation; those can depend on local law and the facts of the purchase.
