How to Compare Credit Cards by APR, Fees, Rewards, and Repayment Terms

A useful credit-card comparison starts with how you will repay: prioritize ongoing APR if you may carry a balance, or weigh fees against rewards and benefits you will use if you pay in full.

Compare credit cards according to how you will use them: if you may carry a balance, focus first on the ongoing APR for that balance type; if you expect to pay purchases in full, weigh fees against rewards and benefits you will actually use. In either case, check the current offer and full card agreement—not just a headline rate or sign-up reward.

How do I compare credit cards?

Start by writing down how you expect to use a card: whether you may carry a purchase balance, transfer a balance, take cash advances, or pay purchases in full each month. Then compare the terms that apply to those activities. APR is the price of borrowing on a card, but one card can have different rates for different transaction types and time periods. The CFPB explains the key terms in its credit-card guide.

  1. Match rates to likely balances. Record purchase, balance-transfer, and cash-advance APRs separately.
  2. Note when rates change. Capture any introductory rate, its end date, the rate afterward, and any penalty APR.
  3. List fees. Include annual and transaction fees, plus late or other event-based fees relevant to your use.
  4. Calculate rewards from your spending. Use the card’s earning categories and the redemption options you expect to use, then account for fees.
  5. Check payment rules. Compare the grace period, minimum-payment formula, due date, and statement payoff information.
  6. Confirm the terms with the issuer. Review the current offer and cardholder agreement before applying.

Which credit card has the lowest APR?

There is no single lowest-APR card established here, and a promotional rate does not tell you what borrowing will cost after the promotion. Compare the rate for the balance you expect to carry, and distinguish an introductory APR from the ongoing rate. CFPB key-term definitions explain APR and related terms: Credit cards key terms.

Compare each balance type separately

A card’s purchase APR may differ from its balance-transfer and cash-advance APRs. Record each one rather than treating the card as having a single rate. If you expect to carry a balance, prioritize the ongoing APR for that balance and check how the issuer calculates interest. Read introductory and penalty terms

For a promotional APR, note its duration and the rate that applies when it ends. Also check whether the agreement includes a penalty APR and what circumstances can trigger it. A low opening rate is not a substitute for comparing the rate that will apply over time.

How do I compare credit card fees and repayment terms?

Compare fees with the benefits you expect to use

Check annual fees, balance-transfer fees, cash-advance fees, foreign-transaction fees if relevant to your travel or purchases, and late or other event-based charges. A fee is not automatically worthwhile because a card offers rewards: estimate the benefits you will actually use and compare them with the costs. The CFPB recommends asking whether a card’s rewards or benefits are worth its fee in its credit-card guide.

Check the grace period and interest rules

Issuers are not required to offer a grace period. If a card offers one for purchases, find out what balance you must pay in full, and by what date, to preserve it. Paying the required balance by the due date can avoid interest on purchases when the agreement’s grace-period conditions are met. Cash advances generally do not receive a grace period and typically accrue interest from the transaction date. See the CFPB’s explanation of credit-card grace periods.

Look beyond the minimum payment

Compare the minimum-payment formula and due date, but do not treat the minimum as a cost-minimizing payoff plan. Review the statement’s payoff box, which shows an estimated payment amount to repay the current balance in 36 months if you make no additional charges. That estimate does not promise payoff in three years if you continue using the card. Paying more than the minimum generally reduces interest and repayment time. Is a rewards card worth the annual fee?

It depends on your spending and whether you will use the rewards and benefits. Compare the card’s earning categories against your own purchases, check redemption conditions, and weigh the expected value against the annual fee and any transaction fees. Points and miles do not have one universal value: their worth depends on each program’s current rules and the redemption you choose. Do not count a benefit you are unlikely to use as if it were cash.

How should I prioritize cards based on how I pay?

If you may carry a balance

  • Prioritize the ongoing APR for the balance you expect to carry.
  • Compare the APR for any balance transfer or cash advance you may use, along with the associated fee.
  • Check how payments are allocated across balances with different rates.
  • Use the statement’s payoff information to understand the cost and time associated with different payment amounts.

The CFPB says payments above the minimum generally go first to the highest-rate balance. Issuer terms can affect how payment allocation works, so verify the agreement and the rules that apply to your account.

If you expect to pay purchases in full

  • Compare annual and transaction fees with rewards and other benefits you expect to use.
  • Check the purchase grace-period conditions and the payment deadline needed to keep it.
  • Consider whether a foreign-transaction fee matters for your spending.

These are different ways to compare cards, not a universal ranking. A rewards-heavy card may be a poor fit for someone who carries a balance at a high APR, while a card with modest rewards may be appealing to someone who values its other terms.

Where can I verify a card’s current terms?

Use the issuer’s current pricing disclosure and cardholder agreement for the offer you are considering. The CFPB’s credit card agreement database contains agreements submitted by issuers and can help you review general terms, but it may not show the terms of a particular account. You can request your agreement from the issuer.

Rates, fees, promotional periods, rewards, and eligibility terms vary by card and offer and can change. The CFPB says significant changes to certain rates and terms generally require 45 days’ notice; that does not ensure a displayed offer is still current. Confirm the offer directly with the issuer. Can CFPB data identify the best current card?

No. The CFPB says its Terms of Credit Card Plans survey collects information from over 150 issuers and releases data every six months. Its page links data covering July 1, 2025 through December 31, 2025, but survey data is not the same as a live, individualized issuer offer. The CFPB retired its interactive comparison tool because it did not have timely source data to support consumer comparisons.
