In a May 2025 interview, both described the coalition joining farm programs with nutrition assistance as broken or absent. By October 8, 2026, Congress had extended parts of the 2018 law, the House had passed a new Farm Bill measure, and Senate-House negotiations were under way. That is evidence of legislative activity, not proof that a durable replacement coalition has formed or that a new Farm Bill has become law.
What the rural-urban Farm Bill coalition did
The traditional Farm Bill bargain brought together interests that did not necessarily share the same priorities: farm and commodity programs important to rural constituencies, and nutrition programs important to many urban and consumer constituencies. Combining them in a broad bill helped assemble support across regions and policy areas.
In a May 2025 interview, Dan Glickman, Agriculture Secretary under President Bill Clinton, described the bargain as a coalition of urban and rural interests and farm and consumer interests. Mike Johanns, who served under President George W. Bush, said the coalition had broken up. Their comments were political assessments, not a measurable finding about coalition membership or proof that the alliance could never return.
Why Glickman and Johanns saw the break as a threat
Glickman: harder to pass a comprehensive bill
Glickman said the coalition that had joined commodity policy and nutrition programs did not then exist. He warned, “I think it’s gonna make it a lot harder to pass farm bills and we should be worried about that.” He was not optimistic about a comprehensive Farm Bill in the near term, though he expected Congress to remain responsive to farmers and core farm programs. Johanns: nutrition cuts sharpened the divide
Johanns argued that the reconciliation bill included substantial farm policy while making severe cuts to SNAP and other food aid programs. He said those cuts crossed a red line for Democrats, making a return to the previous legislative bargain difficult to imagine. His view was pessimistic, but not absolute: “Now again, I’ll emphasize that the pendulum does swing.”
These comments distinguish a political obstacle from a legal impossibility. A coalition’s absence can make it more difficult to assemble votes for a broad package; it does not prevent Congress from extending selected programs or advancing legislation on a different political basis.

What happened to Farm Bill policy after the interview
The 2018 Farm Bill expired in 2023 without a replacement, and Congress extended its authorities. The 2025 extension, Public Law 119-37, extended applicable authorities through the later of September 30, 2026, or dates specified under prior law and subsequent amendments. Public Law 119-37.
Separately, the One Big Beautiful Bill Act (OBBBA) amended or extended selected programs. USDA’s Economic Research Service says many large programs, including Agriculture Risk Coverage and Price Loss Coverage, were extended through 2031, while remaining mandatory programs were extended through September 30, 2026, or the end of the 2026 crop year. The agency’s account shows why “the Farm Bill expired” does not mean every program immediately stopped: different authorities and programs can have different timelines. House passage and Senate talks are not enactment
The House passed H.R. 7567, the Farm, Food, and National Security Act of 2026. The House-engrossed text proposes to continue and reform USDA programs through fiscal year 2031, but House passage alone does not make it law. Engrossed House text of H.R. 7567.

The Senate Agriculture Committee’s Farm Bill 2.0 materials describe a Senate proposal and its priorities. The committee page includes an August 6, 2026 vote statement and a September 25 statement that Chairman John Boozman was ready to negotiate with the House. Those updates show ongoing legislative work; they do not establish that the House and Senate had agreed on a final bill or that one had been enacted by October 8, 2026. There are two different questions: whether farm programs can keep operating, and whether Congress can pass another comprehensive Farm Bill through a durable cross-regional bargain. Extensions and selected program changes can preserve or alter parts of farm policy without resolving the political divide Glickman and Johanns described. A House-passed measure and Senate-House negotiations show that lawmakers are still pursuing legislation, but neither development by itself demonstrates that the older farm-and-nutrition coalition has been rebuilt.

The available sources do not quantify the coalition’s strength, size, or durability. They also do not settle whether a new alliance will form. Johanns’s observation that political circumstances can shift leaves that possibility open; the legislative record through October 8, 2026, supports describing the coalition as strained and its future uncertain—not permanently gone.
