It refers to the maximum combination in the open Clean Cars 4 All pathway: up to $12,000 toward an eligible vehicle and a separate $2,000 charging benefit. The highest vehicle-grant tier has additional requirements, including income eligibility, scrapping a qualifying vehicle and qualifying in a designated disadvantaged community. A separate statewide program, MyFirstEV, may also be available to eligible first-time ZEV buyers or lessees.
What the $14,000 figure actually covers
The figure adds together two Clean Cars 4 All benefits with different uses. The vehicle grant is up to $10,000 for eligible participants outside designated disadvantaged communities, or up to $12,000 for eligible participants in designated communities. The additional $2,000 is charging assistance—not automatically another discount on the vehicle price. Under the current program information, applicants choose either support toward qualifying Level 2 home charging equipment and installation or a prepaid public charging card. DCAP’s eligibility page describes the current tiers and charging options.
So the headline maximum is possible only for someone who qualifies for the $12,000 vehicle tier and the charging benefit. It is not a guaranteed award, a universal statewide rebate, or $14,000 in cash toward any EV purchase.

See whether you meet Clean Cars 4 All’s main requirements
The current DCAP eligibility page says applicants must meet these baseline conditions:
- Be at least 18 years old and a California resident.
- Have household income below 300% of the Federal Poverty Level.
- Apply before buying or leasing the replacement vehicle.
- Scrap a qualifying vehicle through the program’s scrap-and-replace pathway.
- Not have participated in a prior California Air Resources Board light-duty vehicle incentive.
Meeting these baseline rules does not ensure the maximum grant. The vehicle, application and other program requirements still apply, and the up-to-$12,000 vehicle tier is limited to eligible participants in a designated disadvantaged community. The program’s current page describes the grant as up to $10,000 for other eligible participants. Check the administrator’s eligibility requirements before making a purchase decision.

Check the charging choice separately
If you qualify for the open pathway’s charging benefit, the program describes two alternatives: support toward qualifying Level 2 home equipment and installation, or a prepaid card for public charging. The benefit has a distinct charging use; do not assume it will cover any charger you buy, an arbitrary installation, or a vehicle-price shortfall. Home installation costs can also depend on the work required at your property.
Do not apply the closed pathway’s amounts
DCAP’s Financing Assistance pathway, which had offered up to $7,500 plus charging support without the scrap requirement, is closed to new applicants according to the current program notice. The open Clean Cars 4 All scrap-and-replace pathway is the relevant route for the $14,000 headline.

Check MyFirstEV independently
MyFirstEV is separate from Clean Cars 4 All. It is a statewide point-of-sale incentive for a Californian purchasing or leasing their first zero-emission vehicle. The published amounts are $3,500 for a qualifying new ZEV and $1,750 for a qualifying used ZEV. The Governor’s August 7, 2026 announcement specifies a new-vehicle MSRP of up to $50,000 and a used-vehicle price of up to $25,000 through manufacturer pre-owned programs.
Funding is first-come, first-served while it lasts, and automaker and dealer launch timing can vary. On August 7, 2026, the Governor’s announcement said Hyundai, Lucid and Tesla were offering the incentive, with other automakers expected to join on different schedules. That list can change; confirm the current status, eligible vehicle and trim, and incentive amount with a participating dealer before ordering or purchasing. The MyFirstEV program page is the place to check current program information.

Can you combine MyFirstEV with Clean Cars 4 All?
Yes, the programs can stack for a buyer who independently qualifies for both, subject to Clean Cars 4 All’s vehicle rules. California Climate Investments says MyFirstEV can stack with DCAP and Clean Cars 4 All, and DCAP’s FAQ confirms stacking with MyFirstEV subject to DCAP requirements.
That does not make a single combined maximum a reliable estimate for an individual buyer. The result depends on whether the vehicle is new or used, its eligibility and price, whether it is the buyer’s first ZEV, whether the buyer meets DCAP’s income and scrap rules, designated-community status, participating dealer availability and remaining funds. Get each program’s decision before treating an incentive as part of your budget.

How to check before you buy
- Decide which route fits. If you are considering scrapping a qualifying vehicle and meet the income rules, review the current DCAP eligibility page. If this would be your first ZEV, check the MyFirstEV page as well.
- Apply before committing to a purchase or lease for DCAP. Its current rules require applying before acquiring the replacement vehicle. Ask the program administrator about the qualifying scrap vehicle and any vehicle-specific requirements before proceeding.
- Confirm the actual vehicle and dealer eligibility. For MyFirstEV, verify that the specific model and trim, new or used status, price, automaker and dealer qualify. Do not rely on an older participating-brand list.
- Get the benefit confirmed in writing. Ask how the point-of-sale incentive will be applied and which program has approved the application. For DCAP charging assistance, confirm whether the home-installation option or public charging card is available and what costs it covers.
- Check funds and local programs at the time of application. MyFirstEV is available while funding lasts, and participation can change. California’s programs and local utility offers are not interchangeable; verify any local benefit separately with its administrator.
What the announced funding does—and does not—mean
The Governor’s August 7, 2026 announcement described a $135.5 million state investment matched dollar-for-dollar by participating automakers, for $271 million combined. That is program funding, not a payment promised to each applicant. The announcement also quoted California Air Resources Board Chair Lauren Sanchez: “This program means more than just new technology for California families – it means cleaner air for their children, lower fuel and maintenance costs and the opportunity be part of California’s clean air future.”
