Union Budget 2024-25: Centre Raises Capital Expenditure to ₹11.11 Lakh Crore

The Centre proposed ₹11.11 lakh crore in capital expenditure for FY 2024-25. Here is how the Interim and full Budget figures compare, what the total includes, and why the 11.1% and 17.1% growth rates differ.

The Interim Union Budget presented on 1 February 2024 proposed ₹11,11,111 crore (₹11.11 lakh crore) in capital expenditure for FY 2024-25, an 11.1% increase over the previous year’s budget estimate. The July 2024 full Union Budget kept the allocation unchanged and stated it as 3.4% of GDP. The growth rate depends on the comparison base: measured against FY 2023-24 actual spending, the increase is 17.1%.

What did the 11.1% increase mean?

The 11.1% figure was announced in the Interim Budget for FY 2024-25. It compared the proposed ₹11,11,111 crore with the FY 2023-24 budget estimate of ₹10,00,961 crore. The Ministry of Finance described the planned outlay as 3.4% of GDP. The Interim Budget announcement set out the increase.

That percentage is not the only valid comparison. PRS Legislative Research reports FY 2023-24 actual capital expenditure of ₹9,48,506 crore. Comparing that actual amount with the FY 2024-25 budgeted ₹11,11,111 crore gives a 17.1% increase. The 11.1% and 17.1% figures use different baselines: the previous year’s budget estimate and its actual expenditure, respectively. Did the July 2024 full Budget change the allocation?

No. The full Union Budget, presented on 23 July 2024, retained capital expenditure of ₹11,11,111 crore for FY 2024-25 and described it as 3.4% of GDP. It was therefore the same headline allocation first proposed in the Interim Budget, not a new increase announced in July. The full Budget announcement gives the July figure and related infrastructure measures.

The fiscal-deficit target changed between the two budget stages. The Interim Budget estimated a FY 2024-25 deficit of 5.1% of GDP; the full Budget set a target of 4.9% of GDP. These are budget estimates and targets, not final audited results.

What is included in the ₹11.11 lakh crore?

The headline amount is total Union Government capital expenditure. PRS breaks the FY 2024-25 budgeted total into capital outlay and loans and advances:

Capital outlay ₹9,18,695 crore
Loans and advances ₹1,92,416 crore
Total capital expenditure ₹11,11,111 crore

These figures are from PRS Legislative Research’s Union Budget 2024-25 analysis. The total is broader than direct capital outlay because it also includes loans and advances.

Which other infrastructure measures were announced?

The full Budget paired the headline capex allocation with other measures, but they should not be read as a project-by-project breakdown of that total.

  • Loans to states: A separate provision of ₹1.5 lakh crore in long-term, interest-free loans was announced to support state infrastructure investment.
  • Rural roads: PMGSY Phase IV was announced to provide all-weather connectivity to 25,000 rural habitations.
  • Private investment: The Budget referred to viability-gap funding and enabling policies to support private infrastructure investment, alongside a market-based financing framework.

The Finance Minister said the government would “maintain strong fiscal support for infrastructure over the next 5 years, while balancing other priorities and fiscal consolidation.” The July Budget announcement describes these related measures. The state-loan provision is separate from the ₹11,11,111 crore Union capital-expenditure total.

What can the headline allocation tell you—and what can’t it?

A larger capital-expenditure allocation signals the government’s planned spending on capital assets and related lending, but the headline alone does not show which individual projects will receive what amount. Nor does an allocation by itself establish the eventual effect on economic growth, jobs, or household finances. Budget estimates are plans; actual expenditure and outcomes must be assessed separately.
