Morocco can plausibly reduce coal’s role by expanding renewable power, but its published targets do not establish that renewables will fully replace coal or that coal plants will close by a particular date. The country is planning a major build-out of wind, solar and other renewables, alongside storage, grid upgrades and gas-fired flexibility. Its 2030 renewables target is about installed capacity—not a commitment to generate a particular share of electricity from renewables or to phase out coal.
What Morocco’s targets do—and do not—show
Morocco’s stated goal is to have more than 52% renewable energy in its installed electricity-generation capacity by 2030. The Ministry of Energy Transition and Sustainable Development sets out that target on its renewable energy indicators and strategy page. In its 2026–2030 investment plan, the national utility ONEE says the threshold could be exceeded from 2028, according to the Ministry of Economy and Finance’s account published on 27 July 2026.
That is a capacity target, not a coal phase-out pledge. The official material cited here does not provide a coal-unit retirement schedule, a date when coal generation will end, or a forecast showing how much coal-fired electricity the planned projects will displace. A reduction in coal’s share is plausible if the projects are delivered and generate electricity; complete replacement is not established by these figures.
Capacity is not the same as electricity generated
Installed capacity, measured in megawatts (MW) or gigawatts (GW), describes the rated power output a fleet of generators can provide. Generation, measured in megawatt-hours (MWh) or terawatt-hours (TWh), measures electricity actually produced over time. A wind or solar capacity target cannot, by itself, show how much electricity will be generated or how much coal output it will replace.

ONEE reported that Morocco had 12,314 MW of installed generation capacity in 2025, of which 46.1% was renewable. That is a share of capacity—not the share of electricity generated. The same account reports 49 TWh of electricity demand in 2025, 7.4% higher than in 2024, and a peak demand of 7,990 MW. These figures show why capacity additions must be assessed against both total electricity use and the system’s ability to meet demand at peak times. What ONEE plans to build
ONEE’s 2026–2030 plan combines renewable generation with storage, grid investment and dispatchable flexibility. The values below are plan components or targets, not evidence that the projects are already operating.

ONEE says the projects are intended to support renewable integration and electricity-system stability. The plan therefore describes a mixed system architecture, not renewables operating alone. The gas programme is evidence that gas flexibility is included in the plan; it does not prove that gas will replace coal, establish how much gas will be burned, or show that gas units will remain in service indefinitely.
How large are Morocco’s existing wind, solar and hydro fleets?
The Ministry of Energy Transition and Sustainable Development lists 2024 installed-capacity indicators of 2,433 MW for wind, 885.2 MW for solar and 2,120 MW for hydroelectricity. Those figures are for 2024 and should not be read as current 2025 generation or as the amount of new capacity planned for 2026–2030. The ministry’s indicators page is the source for these technology figures.

Because capacity and generation answer different questions, these indicators cannot show how much electricity each technology supplied in a year or how much coal it displaced. That assessment would require source-by-source generation figures over time, along with data on coal-plant capacity and use.
What would determine whether renewables can replace coal?
Adding renewable capacity can lower coal’s share only if projects are completed, connected to the grid and able to supply electricity when the system needs it. The national strategy identifies energy security, supply availability, demand management and environmental protection as objectives, and names a diversified energy mix, efficiency, flexibility, storage and regional integration among its approaches. These priorities appear in the Ministry of Energy Transition and Sustainable Development’s National Energy Transition Strategy, dated 6 January 2022.

- Peak demand and low-output periods: The system needs to meet demand when it peaks and when wind or solar output is low. Storage and other flexible resources can help, but the plan figures alone do not establish how reliably they will cover those periods.
- Storage duration and dispatch: Storage power capacity indicates how quickly a system can deliver energy; stored-energy capacity and duration indicate how long it can do so. The published plan gives some power and energy figures but does not state storage duration or future dispatch patterns.
- Grid capacity: ONEE includes transmission-grid reinforcement and expansion among its planned measures. The cited account does not quantify the resulting transmission capacity or provide completion dates for the relevant work.
- Demand growth and efficiency: With reported 2025 demand growth, future generation must serve rising use as well as any coal output that is retired. Efficiency and demand management can affect how much new supply the system needs.
- Project delivery: Planned capacity does not become operating capacity automatically. The published plan figures do not, by themselves, establish which projects are financed, under construction or complete.
- Energy security: A replacement pathway also depends on how Morocco balances domestic renewable resources, dispatchable generation and exposure to fuel imports. The cited plan does not quantify future coal or gas use.
Does Morocco have a coal phase-out date?
The official sources cited here do not state a coal phase-out date or publish a coal-plant retirement timetable. Nor do they quantify how much coal generation the planned renewables, storage, gas flexibility and grid projects will displace. It would therefore be inaccurate to describe the 2030 renewable-capacity target as a pledge to be coal-free by 2030.
A firmer answer about replacement would require published generation by source over time, coal-plant capacity and utilization, unit retirement plans, and implementation details for the planned generation, storage and grid projects. Without those, the supported conclusion is that Morocco is planning a large renewable expansion that could reduce coal’s role—not that it has demonstrated a full coal replacement.
