UPI can have zero MDR for many transactions, while card costs depend on the card and the merchant’s acquiring agreement. Cash has no MDR, but it still takes time and resources to handle. To compare fairly, add each method’s acceptance fees to the business’s own handling costs—and account for the merchant’s category and transaction mix.
How UPI, cash and cards compare

MDR, or merchant discount rate, is a charge associated with accepting a payment. It is only one part of the total cost: a merchant may also have acquiring, payment-aggregator, terminal or other contract charges. The Reserve Bank of India (RBI) has called for card MDR charges to be unbundled by debit, credit and prepaid categories so merchants can see what they are paying. What merchants pay for UPI
The Ministry of Finance announced a UPI MDR framework on 15 September 2026, with a stated effective date of 15 October 2026. Because that date had not arrived when the policy information cited here was published, the rates below describe the announced framework, not confirmed implementation. Check the current status and your provider’s terms before relying on them.
Transactions that remain free of MDR
- Person-to-person (P2P) UPI transfers remain free regardless of amount; the Ministry says no transaction or platform charge may be imposed on individuals for sending or receiving money through UPI.
- Person-to-merchant (P2M) UPI payments up to ₹2,000 remain at zero MDR.
- Eligible small merchants receiving up to ₹1 lakh per month through UPI QR codes under the P2PM category continue to receive zero MDR on all transactions.
Announced charges for specified P2M payments above ₹2,000
- The standard stated rate is 0.4% for covered transactions above ₹2,000, capped at ₹300 for transactions of ₹75,000 and above.
- A flat ₹5 charge applies above ₹2,000 in specified essential and thin-margin sectors, including railways, telecommunications, insurance, fuel and agricultural inputs.
- Payments relating to mutual funds, securities, stockbrokers and dealers have a stated rate of 0.02%, capped at ₹300.
These provisions depend on transaction and merchant categorization; do not assume that every payment above ₹2,000 receives the standard rate. The Ministry’s 15 September 2026 announcement says approximately 96% of merchant transactions will remain unaffected. Separately, the DFS FAQ says more than 95% of P2M UPI transaction volume is at or below ₹2,000. These are different measures, not interchangeable estimates.

Credit-linked UPI is a separate case
Do not assume a credit-linked UPI payment has the same treatment as a payment funded directly from a bank account. The DFS FAQ says credit-linked UPI operates under separate credit-product rules. Merchants should ask their provider how the specific payment instrument is classified and what charges apply.
What card acceptance costs
DFS gives broad comparison figures of debit MDR capped up to 0.90% and standard credit card MDR typically between 1.5% and 2.5%. They are not guaranteed quotes or a rate that applies to every merchant, card network or product. Ask the acquiring bank or payment provider for the rate applicable to your own transactions.

RBI directs acquiring banks to unbundle MDR by debit, credit and prepaid card categories and to educate merchants about the charges when they are acquired. Request a fee schedule that separates these categories and identifies any other amounts billed under your contract. The RBI circular explains the transparency rationale; the DFS FAQ dated 15 September 2026 supplies the government’s broad card comparisons and UPI timing.

Cash has no MDR, but that does not make it free to handle. A business may spend staff time counting and reconciling takings, pay to transport or deposit cash, use security measures, or incur losses. Measure those costs from your own operations rather than applying a national per-sale estimate: the official sources cited here do not provide a comparable merchant-level cash-handling figure.

RBI’s Benchmarking India’s Payment Systems notes that cash has system-level costs, including printing, distribution and currency maintenance, borne by RBI. Those costs are not an estimate of what an individual shop pays to handle a sale.

How to find the cheapest option for your shop
- Sort your sales by payment type and amount. Identify how many UPI payments are at or below ₹2,000, how many exceed it, and what proportion are card or cash sales.
- Confirm your UPI classification. Ask your provider whether your business qualifies for the P2PM category, whether a sector-specific rate applies, and how credit-linked UPI is treated.
- Get itemized card and provider charges. Request separate debit, credit and prepaid MDR figures, plus any acquiring, aggregator, terminal or other contract fees that apply.
- Estimate cash handling from your own records. Include staff time, security, deposits or transport, reconciliation and losses where measurable.
- Compare total cost across the same period. Add applicable payment charges and cash costs for your actual transaction mix. A headline MDR alone does not establish which method costs your business least.
