Britain Was Ready to Implement the U.S. Tariff Deal, Trade Minister Said

In June 2025, UK trade minister Jonathan Reynolds said Britain was ready to implement its part of the U.S. tariff deal if Washington acted. Later updates recorded sector-specific changes, not an end to all tariffs.

On June 12, 2025, then-UK trade minister Jonathan Reynolds said Britain was ready to implement its part of the UK-US Economic Prosperity Deal once the U.S. president and White House acted. That was a conditional statement, not confirmation that the whole deal had taken effect. By July 2026, UK government updates described specific sectoral changes while also saying an additional 10% U.S. tariff applied to the UK.

What Reynolds said in June 2025

Reuters reported that Reynolds had met U.S. Commerce Secretary Howard Lutnick earlier that week and expected a presidential proclamation to put the agreement into effect. Speaking to reporters on June 12, Reynolds said: “We’re ready to go, and as soon as the president and the White House are ready to go on their side, we’ll implement (our) part of the deal.” Reuters reported the statement amid unresolved details, including steel quotas and supply-chain requirements. Reynolds wanted tariff reductions to cover the UK steel industry. The same report raised potential competitive pressure on UK bioethanol producers; that was a concern reported at the time, not a current assessment of the sector.

What the 2025 deal update described

The UK government’s 2025 update set out a mix of proposed quotas, tariff treatment and work still in progress. The figures below describe the terms and intended processes in that update; they should not be read as proof that every measure was implemented exactly as planned.

UK cars exported to the U.S. A quota of 100,000 vehicles per year, with the tariff reduced from 27.5% to 10% within the quota and administration on a quarterly basis.

U.S. ethanol entering the UK UK legislative steps for a preferential duty-free quota of 1.4 billion litres per year.
Steel and aluminium Further work on tariffs and quotas remained underway.
Aerospace The update described a tariff commitment.
Pharmaceuticals and other sectors Discussions continued; the update did not establish that all outstanding terms had been settled.

These were sector-specific arrangements, with quotas and eligibility that matter to how a tariff change applies. The government’s 2025 deal update does not establish a comprehensive free-trade agreement or show that every listed commitment took effect at once.

What official UK updates said by July 2026

Later UK government material records some sector-specific implementation, but it does not say all tariffs on UK goods disappeared. The government’s trade-negotiations collection says the prior U.S. global 10% tariff expired on July 24, 2026, and was replaced by a new range of 10% to 12.5% for 60 trading partners. The collection said the UK was then subject to an additional 10% tariff, distinct from sector-focused tariffs. It also said UK-produced whisky and some medical technology were exempt from tariffs at that time.

Separately, a UK government announcement dated July 24, 2026 said U.S. tariffs on UK whisky had been removed. It reported that the first tariff-free Scotch whisky shipment was due to depart within 48 hours, arranged by digital trade company LogChain, and valued at £60,000. That specific shipment is evidence of a sector-specific change, not evidence that the wider tariff position had become duty-free. The announcement also reported that UK whisky exports were worth £5.4 billion in 2025, including £1 billion to the U.S.; these are figures for 2025, not tariff savings. It attributed estimates of 41,000 whisky-industry jobs in Scotland and another 25,000 across the UK to the Scotch Whisky Association. The government announcement names LogChain as the shipment arranger; it does not establish an endorsement.

How to interpret the headline now

The headline describes a June 2025 readiness statement. It should not be read as a current blanket promise or as proof that the deal was fully implemented. The clearest way to assess any claimed benefit is to check four things:

  • Product and sector: A change for cars or whisky does not establish the tariff treatment for steel, pharmaceuticals or another product.
  • Quota and eligibility: Some 2025 terms applied only within specified quotas and under their administrative rules.
  • Effective date: A statement of intent, a government update and an implemented tariff change are different kinds of evidence.
  • Tariff type: Sector-specific exemptions or reductions can coexist with broader tariffs that apply to a trading partner.

For the policy position after July 2026, consult the dated UK government collection and relevant U.S. actions, since tariff measures can change. The sources establish partial, changing implementation—not that every commitment was completed or that all UK exports entered the U.S. tariff-free.
