China’s reported action in November 2025 targeted five Brazilian soybean-exporting facilities—not all Brazilian soybeans. Brazil’s agriculture ministry confirmed that Chinese authorities had notified it of the restrictions, but Reuters did not report the ministry naming the facilities. The operator list came from a separate report by Folha de São Paulo, relayed by Reuters.
Did China ban Brazilian soybeans?
No. The reported measure concerned five facilities among more than 2,000 authorized to export soybeans to China, according to the Brazilian agriculture ministry as quoted by Reuters on December 1, 2025. The event was reported from São Paulo on November 27. It was a facility-level restriction, not a nationwide prohibition on Brazilian soy exports.
The ministry said Brazil expected to export more than 100 million metric tons of soybeans to China during calendar year 2025. That is a China-bound calendar-year estimate, not the same measure as the USDA’s forecast of Brazil’s exports to all destinations in its 2025/26 marketing year.
Which facilities were reported as suspended?
Reuters said Folha de São Paulo identified two Cargill plants and one facility each controlled by Louis Dreyfus, CHS Agronegocio, and 3Tentos. Reuters’ account does not present that list as a direct ministry or Chinese customs announcement; the ministry confirmed five facilities but did not name them in the report.

Reuters reported that Cargill, Louis Dreyfus, and CHS had not replied to comment requests, while 3Tentos declined to comment. The ministry described the case as a matter of “utmost priority.”
Why did China restrict the five facilities?
The USDA Foreign Agricultural Service’s 2025 account describes sanitary and contamination problems in an embargoed shipment of 69,000 metric tons. It says pesticide-treated wheat was mixed into the soybean cargo; the wheat was not authorized for export to China and was contaminated with a pesticide considered toxic for consumption. Reuters also attributed the treated-wheat explanation to Folha, rather than to the ministry’s statement.

USDA said the shipment represented less than 0.08% of Brazil’s soybean exports to China through November 2025. That comparison describes the scale of the cargo relative to trade; it does not make the food-safety issue immaterial to whether a facility can ship to China.
How large was the trade context?
The key figures refer to different periods and scopes, so they should not be treated as interchangeable:

How does Brazil’s approval process work?
Brazil’s agriculture ministry (MAPA) guidance for China exports says soybeans are a traditional trade without a bilateral protocol. It instructs establishments to register with MAPA and check their registration in China’s General Administration of Customs (GACC) system before shipment. GACC has exclusive authority over Chinese approval and publication of registered establishments.
MAPA published additional guidance for soybean processors on September 24, 2026. General registration instructions explain the process but do not, by themselves, establish the current status of any facility involved in the November 2025 case.

Are the five facilities allowed to ship to China now?
The available official guidance and the reports described here do not establish whether the five facilities were reinstated or remained suspended as of October 8, 2026. A current facility-specific GACC or MAPA record would be needed to confirm that status. The ministry’s general registration guidance is not proof of an individual facility’s authorization.

A separate January 2025 case also involved soybean shipments connected to units of five Brazilian companies, but it was a different incident with different company names and dates. MAPA’s January 22 notice cited nonconformities including pesticide-coated soybeans and quarantine pests. A February 2025 Oasis P&I shipping circular identified Terra Roxa Comercio de Cereais, Olam Brasil, C.Vale, Cargill, and ADM, and gave January 8 and January 14 effective dates.
