Essye B. Miller is a former senior U.S. defense technology official whose career took her from Air Force information-technology assignments to leadership roles in Army and Department of Defense cybersecurity. She served as the Army’s Director of Cybersecurity and Senior Information Assurance Officer, then as DoD Deputy CIO for Cybersecurity, Acting DoD CIO and Principal Deputy CIO.

Who is Essye Miller?

Miller is a federal civil servant whose work centered on cybersecurity governance and the information systems supporting U.S. military operations. Her responsibilities were broader than network defense: they included department-wide policy and standards, information management, communications, positioning, navigation and timing (PNT), spectrum management, and nuclear command, control and communications (NC3).

In congressional testimony, Miller described her role as “the principal deputy advisor to the Secretary of Defense for information management, Information Technology (IT), cybersecurity, communications, positioning, navigation, and timing (PNT), spectrum management, and senior leadership and nuclear command, control, and communications (NC3) matters.” Her prepared statement to Congress is a direct account of the breadth of that portfolio.

How did Miller build her cybersecurity career?

Miller began her federal civil-service career in 1985 as a computer specialist at Gunter Air Force Base, according to her Air Force biography. Her early and mid-career assignments spanned communications and information roles, including the Air Force Communication and Information Center, Pentagon CIO and warfighting-integration offices, Air Combat Command at Langley Air Force Base, the 75th Communications and Information Directorate, and Hill Air Force Base.

From November 2010 to August 2014, she was Director of Information Management and Headquarters Air Force CIO in the Office of the Administrative Assistant to the Secretary of the Air Force. The Air Force biography says she managed more than 400 communications and information-technology professionals in an Air Force role; that workforce figure is reported in the biography current as of November 2010, not as a measure of her later Army or DoD teams.

She moved on to the Army CIO/G-6 as Director of Cybersecurity and Army Senior Information Assurance Officer. In that position, she was responsible for developing, implementing, executing and overseeing the Army Cybersecurity Program, according to the Department of Defense biography.

Was Essye Miller the DoD CISO?

DoD records describe Miller as Deputy CIO for Cybersecurity and the department’s senior information-security officer. In that capacity, she acted as the department’s CISO and coordinated cybersecurity standards, policies and procedures with other federal agencies, coalition partners and industry. That is a senior department-level information-security role; the title in the official biography is Deputy CIO for Cybersecurity, not simply “DoD CISO.”

She was Acting DoD CIO from December 8, 2017, through May 6, 2018, after appointment by the Deputy Secretary of Defense. She later served as Principal Deputy CIO. The DoD biography also records that she received a 2018 Presidential Rank Award as a meritorious recipient.

What did her DoD portfolio cover beyond cybersecurity?

Miller’s responsibilities connected security policy to the department’s larger technology and communications enterprise. Her congressional statement identifies information management, IT, cybersecurity, communications, PNT, spectrum management and NC3 among the areas for which she advised the Secretary of Defense.

Millennium Corporation’s profile says she helped develop DoD digital-modernization and cloud strategies and establish the Joint Artificial Intelligence Center. Those accomplishments are reported by the company in its biography of Miller, rather than in the official DoD and Air Force biographies.

What education and honors are documented?

  • National-security studies at Harvard Kennedy School in 2016.

Why is Essye Miller included among women leaders in cybersecurity?

Miller’s significance is as a government cybersecurity and enterprise-technology leader, not as a private-sector product founder. Her career shows a path through service-level communications and IT leadership into Army cybersecurity governance and the senior DoD CIO organization. The responsibilities documented in her official biographies and congressional statement illustrate how defense cybersecurity leadership can encompass policy, standards, enterprise systems and mission-critical communications as well as technical security.

Millennium Corporation describes her as serving as Principal Deputy DoD CIO until retirement in 2020. The same corporate profile characterizes her as having over 35 years of federal and DoD experience and says she was a senior policy and governance official for a $8 billion cybersecurity program. Those duration and program-size descriptions are Millennium Corporation’s; the $8 billion figure should not be treated as an independently audited budget total.
