The regulator’s finding was not that Meta had no security controls or that one vulnerability caused all 12 incidents: it said the company lacked appropriate measures to readily demonstrate, in practice, the security safeguards it had implemented for EU users’ data.
How much was Facebook fined in Ireland?
The DPC announced a €17 million fine on 15 March 2022 against Meta Platforms Ireland Limited, then formerly Facebook Ireland Limited. The regulator stated the penalty in euros; the “$19 million” figure in the original headline is an approximate currency conversion, not the DPC’s official amount. The DPC’s announcement gives the penalty and decision date.
What happened in Facebook’s 2018 data breaches?
The inquiry covered 12 personal data breach notifications received by the DPC between 7 June and 4 December 2018. That is the number of notifications in the inquiry, not a count of confirmed attacks or a measure of how many people were affected. The DPC’s materials do not provide a case-specific user-impact total.
The 12 notifications were considered together for this inquiry, but the decision should not be read as finding that every incident had the same technical cause. The DPC case page identifies the matter as an inquiry concerning 12 Facebook personal data breaches.

What did the Irish DPC find about Meta?
The DPC examined compliance with GDPR Articles 5(1)(f), 5(2), 24(1) and 32(1). It found infringements of Articles 5(2) and 24(1). Its conclusion focused on Meta’s accountability and ability to show that suitable safeguards were operating in practice—not on a finding that the company had no security measures at all.
“The DPC found that Meta Platforms failed to have in place appropriate technical and organisational measures which would enable it to readily demonstrate the security measures that it implemented in practice to protect EU users’ data, in the context of the twelve personal data breaches.”

How did other European regulators take part?
The DPC treated the matter as cross-border processing. Under the GDPR’s Article 60 cooperation process, other European supervisory authorities participated as co-decision-makers. The DPC said two authorities objected to its draft decision; following further engagement, consensus was reached. The adopted decision therefore reflected the collective views of the DPC and its EU counterparts, rather than a purely Irish determination. Was the fine confirmed by a court?
The DPC’s 2022 Annual Report lists “Meta (Facebook) – 12 Breaches” among inquiries concluded that year and labels the fine “confirmed by the court.” That report establishes the status as recorded by the DPC in its 2022 reporting; it does not, by itself, establish any later appeal development specific to this decision. The report is available as the DPC Annual Report 2022.
