RJD alleged in December 2025 that men had received ₹10,000 meant for women under Bihar’s Mukhyamantri Mahila Rozgar Yojana. Later, Bihar Jeevika CEO Himanshu Sharma said 470 differently abled men had received the money by mistake. That official account supports the claim that mistaken transfers occurred; it does not establish RJD’s separate allegation that the government rushed payments to influence voters.
What the scheme was designed to do
The Mukhyamantri Mahila Rozgar Yojana was presented as a Bihar government livelihood scheme providing an initial ₹10,000 direct benefit transfer to one woman from each family. The Press Information Bureau’s September 25, 2025 release said further support of up to ₹2 lakh could be provided in later phases. It listed agriculture, animal husbandry, handicrafts, tailoring, weaving and other small enterprises as possible livelihood activities.
The Prime Minister’s Office launch account likewise described the initial transfer and potential additional assistance based on enterprise success. These are descriptions of the scheme’s design; they do not show that every family received the initial amount or that later assistance was paid.
What RJD alleged about the mistaken payments
In December 2025, RJD circulated screenshots of purported notices and alleged that men had received the women’s scheme money. Scroll reported that the notices were dated December 5 and attributed to Jeevika’s Block Project Manager in Jaale block, Darbhanga district. They were reportedly addressed to recipients in Ahiyari and Berhampur panchayats, said the scheme was intended for women members of Jeevika self-help groups, cited a technical error and requested return of ₹10,000. The notices have been reported as purported documents; their independent authentication is not established in the available account.

RJD also accused the ruling NDA of being in a “frantic rush to buy votes” ahead of the assembly election. That was the party’s allegation about political motive, not a finding established by the reported notices or subsequent official statements. Scroll’s account of the claim and notices is here.
What Bihar officials later said
The Indian Express later quoted Bihar Jeevika CEO Himanshu Sharma saying that 470 differently abled men had mistakenly received ₹10,000 each. Sharma said, “We detected it ourselves.” The figure is his account as reported by the newspaper, not an independently audited total.

For Darbhanga, the report said there were 70 cases and notices had been sent to 12 recipients. Sharma described two options: reverse the payment or have it adjusted into the account of a new woman applicant in the recipient’s family. He said there would be no coercive action. One recipient, Nagendra Ram, told the newspaper, “Initially, we panicked.” The Indian Express report is available here.
The Indian Express also reported that 1.51 crore women had received the amount by the time of its report, and quoted Rural Development Minister Shravan Kumar saying, “We have learnt that it was a case of wrong payment.” Scroll’s earlier December 14 report gave a different government total—more than 1.56 crore women—attributing it to The Hindu. These are figures from separate reports at different times and should not be treated as a single reconciled total.

What the court did—and did not—decide
A separate public-interest petition challenged transfers under the scheme during the 2025 Bihar election period. On February 20, 2026, the Patna High Court dismissed it because it did not set out specific instances of transfers during the Model Code of Conduct period and the petitioner had not first approached the Election Commission. The court said the petitioner could seek information about disbursements under the Right to Information Act. Its judgment said: “Therefore, in absence of specific averments taken in the writ petition, we do not feel it proper to entertain this Public Interest Litigation.” Read the Patna High Court judgment.
The dismissal addressed the petition’s pleadings and the route to obtaining information. It did not determine whether men received mistaken payments or whether RJD’s allegation about electoral intent was true.

How to read the claims
- Scheme terms: Official descriptions specify an initial ₹10,000 transfer for one woman per family and possible later support up to ₹2 lakh.
- Men receiving payments: The reported notices and Sharma’s later statement describe mistaken transfers; the 470 count remains an attributed official figure in newspaper reporting.
- Political motive: RJD alleged the transfers reflected an effort to influence voters, but the reported official account of an error and the High Court’s dismissal do not establish that motive.
