Yes. A scammer can send a fake PayPal payment email or invoice to make an eBay transaction look legitimate. Before shipping anything, open PayPal directly and verify the payment appears in your account activity. A message in your inbox is not proof that money arrived.
How eBay and PayPal scams work
In a common seller scam, a buyer or impersonator sends an email claiming that PayPal has received payment. The notice may look convincing, but the payment might not exist. PayPal’s instruction is to sign in directly and check account activity before shipping: PayPal’s guidance on recognizing scams.
Fake payment notices and spoofed messages
Watch for generic greetings, links whose displayed text hides a different destination, unexpected attachments, and urgent threats such as an account-suspension warning. Do not use a link in an unexpected message to check your account. Open the PayPal app or type its official address yourself, then check activity for the specific transaction.
Overpayment stories
A scammer may claim to have paid too much and ask you to send back the difference. Do not refund money based on an email or screenshot. Verify the original transaction in PayPal activity and do not send funds to a wallet or account named in an unsolicited request.

Unexpected invoices and money requests
An invoice may be for something you never ordered, or include an alarming note telling you to call a fake support number. Do not pay an unrecognized invoice, click its suspicious links, or call a number printed on it. Report it through PayPal’s official website or app. PayPal also accepts reports of suspicious emails or websites at its reporting page; suspicious email can be forwarded to [email protected].
What to do before sending an eBay item
- Open PayPal directly using its app or website; do not follow a payment link in an email or message.
- Check PayPal account activity for the payment and confirm the amount and transaction details match the sale.
- Wait to ship until the payment is actually visible in your account. If it is absent, contact the buyer through eBay’s messaging system and do not treat the email as proof of payment.
- Keep the sale and payment within the platform’s documented process. eBay lists a request to complete a sale off eBay as an example of a buyer policy issue sellers may report: eBay’s guidance for sellers reporting a buyer.
Choose the response that matches what happened
A suspicious message, an unauthorized withdrawal, and a problem with an item or order are different situations. Use the relevant account or case process rather than opening every available route.

PayPal and eBay cases are not interchangeable
An eBay payment dispute means the buyer has asked a bank, card provider, PayPal, Venmo, or another payment institution to return money. That is different from an eBay Money Back Guarantee case. eBay says the seller generally has five calendar days to respond to a payment dispute, and that a payment-institution dispute closes certain eBay order, return, item-not-received, or Money Back Guarantee cases for the same transaction. A buyer should use the route that fits the problem, not pursue multiple resolution methods for the same transaction. See eBay’s explanation of payment disputes and eBay’s buyer resolution guidance.
Pay attention to case deadlines
For the US instructions on PayPal’s cited help page, a dispute may close after 20 days unless it is escalated to a claim; PayPal says escalation often requires at least seven days from payment. These are case-process timeframes, not a guarantee that a claim will be accepted or paid. Check the live case for the deadline that applies to your transaction. PayPal’s dispute instructions.

For a purchase that is counterfeit or significantly different from its description, follow PayPal’s case-specific return and tracking instructions if the case requires a return. The applicable deadline and requirements depend on the case; consult PayPal’s purchase-problem guidance rather than assuming that every transaction qualifies for a refund.

PayPal and eBay each have processes for particular disputes, but neither a payment through PayPal nor an eBay listing guarantees recovery in every situation. Eligibility depends on the transaction, the issue, the evidence, and the applicable terms. The payment institution decides the outcome of its payment dispute; eBay may help sellers assemble evidence, but that is not the same as eBay deciding the institution’s case. Follow the instructions in the actual case you opened.
