Biden Administration Adds Chinese Firms to U.S. Entity List: What the January 2025 Actions Mean

The January 15, 2025 Entity List announcements involved separate actions and totals. Here’s what BIS said, why Sophgo was mentioned, and what listing means for exports.

On January 15, 2025, the Biden administration announced multiple U.S. Entity List actions involving Chinese entities. The headline figure of 14 Chinese firms is not the total in either of the two separate Bureau of Industry and Security (BIS) announcements: one described 11 additions under the PRC destination, while another described 16 entities covering the PRC and Singapore. The counts refer to distinct actions and cannot be treated as interchangeable.

What BIS announced on January 15, 2025

BIS, part of the U.S. Department of Commerce, issued more than one Entity List action that day. The official releases describe different totals and scopes:

BIS announcement of 11 additions 11 entities under the PRC destination. Ten were identified for advancing PRC military modernization through advanced AI research and integration; one was linked to lithography technology for advanced-node fabrication.
Separate BIS announcement of 16 additions 16 entities, with coverage involving the PRC and Singapore; the announcement includes Sophgo Technologies Ltd. BIS described the entities as acting at Beijing’s behest to further advanced-chip production goals.

These are separate official actions, not alternative ways to count one shared list. Neither total confirms the headline’s 14-company figure, and the available sources do not reconcile the 14 firms name by name. It would be misleading to add the two official totals or present either as the verified roster behind that headline.

Why Sophgo drew attention

TechCrunch’s January 15, 2025 report highlighted Sophgo Technologies Ltd. and said a chip found in Huawei’s Ascend 910B AI processor was tied to a purchase Sophgo made from TSMC. That supply-chain account is reported by TechCrunch; the official BIS materials cited here do not independently establish those specific details. Read TechCrunch’s report.

What placement on the Entity List means

BIS says the Entity List identifies parties for which there is reasonable cause, based on specific and articulable facts, to believe they have been involved, are involved, or pose a significant risk of involvement in activity contrary to U.S. national-security or foreign-policy interests. A listing imposes individual licensing requirements and policies that supplement other Export Administration Regulations (EAR) controls.

Being listed does not automatically mean every commercial interaction with that entity is prohibited. The requirements for a particular transaction depend on the relevant list entry and the other applicable EAR provisions. Exporters and other parties handling a potentially affected transaction should consult the current BIS Entity List and Federal Register materials, and obtain qualified export-control advice where needed.

How Commerce framed the actions

On January 15, 2025, Commerce Secretary Gina M. Raimondo said: “These rules will further target and strengthen our controls to help ensure that the PRC and others who seek to circumvent our laws and undermine U.S. national security fail in their efforts.”
