Compare offers for the same home-and-site arrangement—not just the advertised rate. “Mobile home” is common search language; current financing rules often refer to manufactured homes, and a home built before the HUD Code should not be assumed eligible for the same programs as a post-code home.
Which financing routes should you compare?
These routes differ in what secures the loan and how the home and land are legally treated. The right starting point is the route that matches your ownership and site arrangement.

How do you know which route fits your home and site?
Start with the land and title
Write down whether you own the land, lease a lot, or are buying the home and land together. Find out how the home is titled now and whether it is legally classified as real property or personal property under the relevant state rules. Those details can determine which products a lender can consider. HUD describes Title I options for a unit, a lot, or both; Fannie Mae’s conventional eligibility rules require the loan to be secured by both the home and the borrower’s land interest, with both legally classified as real property under applicable state law. Check the home’s age and construction standard
Gather the home’s construction date, HUD Code status, number of sections, title documents, and foundation or installation records. Freddie Mac describes eligible manufactured-home collateral as built to the HUD Code on or after June 15, 1976, titled as real property, and permanently affixed to a foundation. Fannie Mae also has real-property and land-security requirements. A modular home built to local codes is not automatically the same as a manufactured home under these programs. Match the site to the program
For a leased lot, ask specifically whether the lender’s proposed program allows it and what lease terms and site conditions apply. HUD’s Title I guidance says the initial lease term must be three years and the lease must provide at least 180 days’ advance written notice if it will be terminated. HUD also identifies installation, foundation, utilities, and site-suitability conditions. These are Title I requirements described in HUD’s guidance; do not assume they apply to unrelated loan programs. A participating lender must confirm current requirements for your home and site. What should you know about each loan type?
HUD Title I insured loans
HUD Title I is insurance for loans made by participating private lenders. HUD says borrowers must meet FHA eligibility and credit-underwriting standards, intend to occupy the home as a principal residence, and have a suitable site. Program limits and cash-investment requirements depend on factors including the transaction type, loan limits, credit-score limitations, and maximum loan-to-value calculations. HUD’s overview does not establish one universal loan limit or down payment for every Title I borrower, so ask a participating lender for the current figures that apply to your transaction. Conventional manufactured-home mortgages
Conventional eligibility depends on the specific program, property, borrower, and lender. Fannie Mae’s guidance describes eligible occupancy and fixed- or adjustable-rate structures, subject to its other requirements. Freddie Mac also lists conventional and specialized pathways. A lender’s overlays may add requirements, so confirm the applicable guide and lender conditions rather than treating a program summary as an approval. Fannie Mae’s financing overview, accessed in 2026, displays example minimum down payments of 5% for MH Advantage and 3% for standard manufactured-home financing. Chattel or personal-property financing
A chattel loan generally finances a home treated as personal property rather than a mortgage secured by real estate. Land ownership can affect whether a home is titled as personal or real property, but state law and the borrower’s circumstances matter. In a report published May 27, 2021, the CFPB found that chattel borrowers in its analysis had higher denial rates than manufactured-home mortgage and site-built borrowers; borrowers who obtained chattel loans paid higher interest rates and were less likely to refinance. Those are findings about the analyzed data, not a forecast of an individual’s approval, rate, or refinancing options. CFPB manufactured-housing finance report.
How can you compare lender offers fairly?
Give every lender the same fact pattern before requesting quotes. A rate alone does not show whether an offer is comparable or whether it finances the home, land, or both.

- Home age and HUD Code status; single- or multi-section; current title classification.
- Whether the land is owned, leased, or being purchased with the home; for a leased site, provide the lease terms.
- Foundation, installation, utilities, and site details; intended occupancy.
- Purchase or refinance, planned down payment, and any relevant property or borrower circumstances the lender requests.
Then compare the written terms across these dimensions:
- Loan and collateral: what the loan covers, what secures it, and whether the home or land is treated as personal or real property.
- Eligibility: program requirements, lender overlays, site rules, and any conditions still to be satisfied.
- Cost: interest rate, APR, upfront fees, recurring charges, and total payments over the time you expect to keep the loan.
- Structure: fixed or adjustable rate, term, amortization, payment schedule, and any prepayment terms.
- Tenure and ownership: how the land and home are held, lease duration and notice provisions where relevant, and community or site fees.
Which disclosures and documents should you request?
Ask each lender early for the full disclosure and closing-document set that applies to its loan. For manufactured-home loans not secured by real estate, CFPB says consumers should receive Truth-in-Lending disclosures; these loans may not follow the usual Loan Estimate and Closing Disclosure process used for most mortgage loans. Confirm which documents you will receive and when, then use those documents—not a verbal estimate alone—to compare the cost and terms. How do you build a practical lender shortlist?
- Prepare a one-page property summary. Include the home’s age and construction details, title status, land arrangement, site and foundation information, occupancy, and whether you are buying or refinancing.
- Contact lenders that serve your state and transaction type. Ask whether they currently offer the specific route you need—especially if you have a leased lot, a home-only purchase, or a home-and-land transaction. Participation and terms vary; the official program rules do not identify a universally best lender.
- Ask for a written eligibility screen. Have the lender identify the program, collateral, property conditions, borrower conditions, and unresolved items it is relying on.
- Request comparable written offers. Provide the same scenario and down payment to each lender, and ask for the rate, APR, fees, payment schedule, term, total payments, and prepayment terms in the applicable disclosures.
- Resolve title or site questions before committing. If classification, foundation, installation, or lease terms are unclear, ask the lender what documentation it needs and confirm any state-specific title requirements with an appropriate state authority or qualified professional.
No single lender can be named as best for every buyer from program rules alone: current rates, fees, state participation, lender overlays, and individual eligibility depend on the particular application and property.
